concerning the Basic Agreement on Scientific and Technological Cooperation between the Czechoslovak Socialist Republic and the Republic of Ecuador
The Basic Agreement for Scientific and Technological Cooperation between the Czechoslovak Socialist Republic and the Republic of Ecuador was signed in Prague on 15 September 1971.
Pursuant to Article VI thereof, the Agreement entered into force on 1 March 1972.
The Slovak version of the Agreement is hereby published at the same time. *)

BASIC AGREEMENT
on scientific and technological cooperation between the Czechoslovak Socialist Republic and the Republic of Ecuador
The Government of the Czechoslovak Socialist Republic and the Government of the Republic of Ecuador, led by the desire to develop scientific and technical cooperation between the two countries, concluded the following basic agreement for scientific and technological cooperation:
The Contracting Parties undertake to strengthen and facilitate the development of mutual cooperation on scientific and technical sections.
The scope, form and conditions of cooperation shall be determined in accordance with the provisions of the following: Basic agreements in additional specific contracts between undertakings or organisations authorised by the Contracting Parties.
The scientific and technical cooperation provided for in this basic agreement shall take place in the following forms:
1. Exchange of experts and scientists, exchange of studies and their implementation, consultation and exchange of views on studies and projects provided for in the Additional Treaties.
2. Provision of scholarships to candidates who will be selected by mutual agreement, in the other country, to attend courses designed to enhance knowledge and specialise in sections or in technical fields of primary importance for technological and scientific progress.
3. Joint study of experimental projects of a technical and scientific nature, determined by mutual agreements with a view to their implementation by national or international institutions.
4. Establishment of technical and educational documentation centres and centres specialised in teaching and improvement.
5. Any other scientific and technical cooperation activity that would be agreed by undertakings or organisations authorised by the Parties.
In order to ensure systematic and regular action in the management of scientific and technical cooperation carried out on the basis of the following: The basic agreements shall be undertaken by both Parties:
1. to jointly develop, directly or through undertakings or organisations authorised by the Parties, a general programme of scientific and technical cooperation between the two countries and to lay down the measures necessary to ensure the implementation of the specific projects concerned.
2. When processing directly or through undertakings or organisations entrusted with programmes and technical projects, take into account the priority attached to national objectives, geographical areas and areas of activity, so that specific projects become part of direct specific projects.
The Parties shall, on the basis of the cooperation programme,: The basic agreement shall oblige:
1. To grant to experts, instructors and technicians seconded under this Basic Agreement and other additional specific agreements privileges and special rights granted to experts of international organisations in accordance with the relevant applicable legal provisions of each country.
2. Free from tax and other burdens and charges temporary import and re-export of machinery and equipment provided by the Contracting Parties to ensure the implementation of various projects. The relevant additional specific agreements shall specify the goods, apparatus and equipment to be the subject of the abovementioned exemption.
In order to apply practically this The Parties agree to establish a Joint Commission composed of representatives or agents of undertakings or organisations authorised by both Parties. The Joint Commission will be responsible for the processing of cooperation programmes covered by this Basic Agreement. The Joint Commission shall present to both Parties for approval all major scientific and technical cooperation issues between the two countries.
This Basic Agreement shall enter into force one month after the date of the exchange of notes by which the Contracting Parties confirm to each other that this Basic Agreement has been concluded in accordance with the laws of the respective countries.
This Basic Agreement shall be valid for five years and shall be extended by one year in silence unless one of the Contracting Parties denies it in writing six months before its expiry date.
Denunciation The basic agreements shall not affect the implementation of additional contracts concluded during the period of validity of this Basic Agreement unless otherwise agreed by both Parties.
Done and signed in Prague on 15 September 1971 in four original copies, two in Slovak and two in Spanish, all texts being equally authentic.
