Decree of the Ministry of Education and Culture, which gives the status of institutes of national economic planning at the universities of economic schools in Prague and Bratislava

Ministry of Education and Culture
of 11 September 1961
publishing the status of the Institute of National Economic Planning at the University of Economics in Prague and Bratislava
The Ministry of Education and Culture shall, in agreement with the Chairman of the State Planning Commission pursuant to Article 17 of Act No. 58 / 1950 Coll., on Higher Education, as amended by Act No. 46 / 1956 Coll., and for the implementation of the Government Order of 9 December 1959 No. 1054:

Část I

General provisions
§ 1
National Economic Planning Instituses (hereinafter referred to as "institutes") are the faculties of the University of Economics in Prague and Bratislava.
§ 2
The activities of the institutes shall be managed by the Ministry of Education and Culture in cooperation with the State Planning Commission, in particular as regards the issues of organisation and content of the study as well as the reception of audiences.

Část II

Tasks of the institutes
§ 3
(1) The institutes prepare and train highly qualified experts for the management and planning of the national economy, in particular for:
(a) the system of the State Planning Commission,
(b) ministries and other central authorities;
(c) regional national committees, or also for the leadership of regional national committees;
(d) scientific research institutes with an economic focus.
(2) In addition to the tasks referred to in paragraph 1, the Institute of the University of Economics in Prague shall also prepare experts for the tasks of foreign economic and planning experts, the Institute of the University of Economics in Bratislava, as well as experts for the apparatus of the Slovak Planning Commission and the Commission of the Slovak National Council.
(3) They shall cooperate closely in their activities.
§ 4
(1) In order to carry out their tasks, the Institute shall organise in particular the following forms of study:
(a) postgraduate studies of between one and two years in principle for staff with completed higher education (for a transitional period also for former graduates of long-term courses at higher education institutions in the economic direction), aimed at extending and supplementing knowledge in the management and planning of the national economy, and also in the absence of economic knowledge;
(b) study of relevant fields in scientific aspiration.
(2) The institutes further organise:
(a) a three-year comprehensive study of management and planning issues of the national economy for selected practitioners with completed secondary education or exceptionally other education, which, in summary with long-term successful practice, provides the preconditions for such studies, with graduates of this study, who successfully pass the state final examination, achieving the qualifications of a "graduate economist";
(b) economic studies for graduates of technical schools; graduates of this study, who successfully pass the state final exam, shall obtain the qualification of a "graduate economist ';
(c) short-term special-purpose courses and seminars with a special focus according to the current needs of the national economy for selected staff in the relevant areas of practice, regardless of their previous education;
(d) special language studies aimed primarily at the safe control of national economic terminology.
(3) The Ministry of Education and Culture shall decide on the start of teaching in the various forms of study referred to in paragraph 1 and paragraph 2 (a) according to the needs and conditions.
§ 5
(1) The institutes deal in close cooperation with the Research Institute of Economic Planning as well as other scientific institutes with scientific research work to the extent necessary to carry out the tasks of the Institute.
(2) The institutes take care of the publication of scientific literature and university textbooks in the field of management and planning of the national economy.
§ 6
The institutes address issues of content and methodological guidance in the management and planning of the national economy in higher and vocational schools according to the needs of the Ministry of Education and Culture.

Část III

Organisation of institutes
§ 7
The institutes are headed by the deputies who manage the institutes and are responsible for their teaching, political, scientific, cadre and administrative activities to the rectors of the Economic Schools, the Dean of the Institute in Prague through the Prorector for the Institute.
§ 8
(1) Projections may be appointed to the Institute as appropriate.
(2) The Prodean represents the Dean in a particular field of activity of the Institute or in his absence.
§ 9
Scientific Council of the Institute
(1) A Scientific Council shall be set up at each Institute, which shall be decided on the essential teaching, political and scientific matters of the Institute.
(2) The President of the Institute's Scientific Council is the Dean of the Institute, its members are the Dean of the Institute, the Head of the Institute's Department and the Dean of the Second Institute, other members are appointed as Rector of the Institute's significant scientific staff, the chief practitioners of the Economic and Other Scientific Institutions. Membership of the Institute's Scientific Council is an honorary function.
(3) Meetings of the Scientific Council of the Institute are convened and managed by the Dean.
(4) The resolution of the Institute's Scientific Council shall be implemented by the Dean; If the Dean does not agree with the resolution of the Scientific Council, he shall notify his disagreement to the Scientific Council of the Institute and submit the matter in question without delay with his proposal for a decision to the Rector of the College. The Rector shall decide after hearing the Scientific Council of the College.
§ 10
Dean
The Dean's Office (Dean's Office) shall be established for the administration of each Institute.
§ 11
Department and other educational and scientific institutions
The institutes may set up departments and other teaching and scientific centres or departments as required in the relevant regulations.

Část IV

Institute scientists
§ 12
(1) The following scientific and educational staff are active at the institutes:
(a) teachers of the Institute;
(b) mandated teachers of other faculties of higher education institutions or other higher education institutions;
(c) external scientific and educational staff.
(2) External scientific and pedagogical staff are appointed by the Rector from among the world's leading economic experts from the practice and research centres.
(3) The pay ratios of the Institute's external scientific and educational staff are managed by specific rules.

Část V

Institute listeners
§ 13
Institut listeners are selected and planned by ministers, heads of central offices and authorities and the chairmen of regional national committees, only from experienced and skilled staff in the area of management and planning of the national economy, who already work in the state and economic apparatus, have gained extensive practical experience, have the capacity to work in management functions in the state and economic apparatus or in scientific activities and need to expand, supplement or deepen their theoretical knowledge.

Část VI

Final provisions
§ 14
Other institutions' relationships shall be administered, unless expressly provided otherwise, by general rules on higher education institutions.
§ 15
The Decree of the Minister of Education and Culture No. 29 / 1960 Coll., which publishes the Statutes of the Faculty - Institute for Economic Planning at the University of Economics in Prague, is hereby repealed.
§ 16
This decree shall take effect on the day of its publication.
