The Ministry of Education of the Czech Socialist Republic provides, pursuant to § 93 paragraph 3 and § 98 paragraph 1 of Act No. 39 / 1980 Coll., on Higher Education, hereinafter referred to as "the Act":
§ 1
Conditions and procedure for nostallization
(1) The notation of diplomas and, where appropriate, other evidence of higher education awarded by a foreign higher education institution corresponding to the content and scope of the same or similar course of study at a Czechoslovak university, or the notation of evidence of examinations carried out by a foreign higher education institution, which corresponds to those held at a Czechoslovak higher education institution, in which there are equal or similar fields of study. 1)
(2) Diplomas and, where appropriate, other evidence of higher education awarded by a foreign university corresponding to the scope and content of a study of the same or similar field of study in a Czechoslovak university may only be nostalgic in part, after the completion of the differences tests established by a university in which there are similar fields and which decide on nostalification. 1)
(3) The Ministry of Education of the Czech Socialist Republic (hereinafter referred to as the "Ministry of Education ') 1 decides on the nostalification of diplomas or other evidence of higher education awarded by a foreign university which does not even partially correspond to the study at Czechoslovak University
(4) Diplomas and, where appropriate, other evidence of higher education or of examinations carried out by a foreign higher education institution (hereinafter referred to as "study documents") may be notrified at the request of a graduate of a foreign higher education institution or of a student who has passed examinations at a foreign higher education institution (hereinafter referred to as "applicant"). The application shall be submitted to a Czechoslovak university in which there is an equal or similar field of study, if not such a university, to the Ministry of Education.
(5) The applicant shall add to the application for nostalgia of the study documents:
(a) a diploma or other evidence of higher education;
(b) a study report and, where appropriate, other evidence of the examinations carried out;
(c) Certificate of state examinations (if applicable, other proof of state tests),
(d) certified translations into the Czech or Slovak language of the documents referred to in (a) to (c);
e) Certificate of Czechoslovak citizenship and foreign residence permit in the territory of the Czechoslovak Socialist Republic.
(6) The applicant shall not submit the documents referred to in points (a) and (c) of paragraph 5 on the novification of the tests carried out.
(7) The authenticity of the signatures and stamps on the original documents must be verified by the Ministry of Foreign Affairs of the State in which the university which issued the document is situated and by the competent Czechoslovak representative office, unless otherwise provided for by international agreements.
§ 2
After legal authority, the decision on the notation of the study documents shall be issued by a university or, where appropriate, by the Ministry of Education (§ 1 (1), (2) and (3)) by a notation clause in accordance with the model set out in Annex 1 or Annex 2. The nostrification clause confirms the validity of the study document with effect from the date on which the nostallization decision became final.
§ 3
(1) Evidence of study issued by the State College with which the Czechoslovak Socialist Republic has negotiated an international agreement on mutual recognition of the equivalence of study documents shall be valid in the territory of the Czech Socialist Republic, provided that they have been provided with a notation clause in accordance with the model set out in Annex 1 or Annex 2.
(2) The nostrification clause is issued by a university in which there is an equal or similar field of study. In the case of diplomas or other evidence of higher education awarded by a foreign university which does not correspond to that of a Czechoslovak university, the Ministry of Education issues a notrification clause.
(3) The applicant shall attach to the application for the issue of a notation clause for a diploma or other evidence of higher education
(a) a diploma or other evidence of higher education;
(b) in justified cases, upon request of the university, a study report or other evidence of the examinations carried out;
(c) certified translations of the documents referred to in (a) and (b) into the Czech or Slovak language;
(d) a residence permit in the territory of the Czechoslovak Socialist Republic, if it is a foreigner.
(4) The applicant shall attach a study report and, where appropriate, other evidence of the tests carried out and their certified translation into the Czech or Slovak language to the application for the issue of a novification clause for the examinations carried out.
Common and final provisions
§ 4
Evidence of study nostalgic in the Slovak Socialist Republic also applies in the Czech Socialist Republic.
§ 5
Higher education institutions or the Ministry of Education shall keep a record of the notarisation clauses issued and shall keep certified translations of study documents.
§ 6
(1) It shall be repealed:
1. Decree No 72 / 1959 of the Minister for Education and Culture of the Ú. l., on nostalification of studies carried out at foreign universities and scientific (artistic) institutes;
2nd Decree of the Ministry of Education of the Czech Socialist Republic No. 146 / 1976 Coll., on the recognition of the equivalence of documents of graduating from secondary, secondary, professional and university schools and documents of award of degrees.
(2) For higher education institutions:
Decree of the Ministry of Education of the Czech Socialist Republic No. 83 / 1974 Coll., on the equivalence and recognition of certificates and diplomas of education issued in the Union of Soviet Socialist Republics, as amended by Decree of the Ministry of Education of the Czech Socialist Republic No. 147 / 1976 Coll.
§ 7
This Decree takes effect on 1 September 1982.

1) According to § 93 (2) of Act No. 39 / 1980 Coll., on higher education institutions, the award of the title will also be decided upon in the course of nostalgia.
