declaring the Order of the President of the Czechoslovak Socialist Republic of 15 July 1980 to implement Act No. 39 / 1980 Coll., on Universities, at Military Universities
The Federal Ministry of National Defence announces the Order of the President of the Czechoslovak Socialist Republic of 15 July 1980 for the implementation of § 86 (a) and (b) of Act No. 39 / 1980 Coll., on Universities, at Military Universities.
Military universities are an integral part of the Czechoslovak education system and the highest degree of the military education system. It performs important tasks in building the Czechoslovak People's Army and increasing its fighting and political readiness.
The demanding tasks of building a developed socialist society and securing its defence place increased demands on the readiness of military cadets and thus on the activities of military universities.
The task of military universities is in particular:
(a) in accordance with the military policy of the Communist Party of Czechoslovakia, the patriotic and international mission of the Czechoslovak People's Army in the union of the armies of the Warsaw Treaty, with the objectives of communist education and with the latest knowledge of science, military and technology to prepare politically and professionally educated, ideologically solid and morally advanced graduates for the promotion of demanding functions in the Czechoslovak People's Army,
b) develop educational work, scientific, research and development activities and thus participate in the development of science and technology according to the needs of the Czechoslovak People's Army.
Military universities and faculties
According to Section 86 (a) of Act No. 39 / 1980 Coll., on Higher Education Institutions (hereinafter referred to as "the Act '), the following provisions are laid down:
(1) Military universities in the university direction are:
(a) The Military Political Academy of Klement Gottwald, Bratislava, with faculties:
- military-political faculty of postgraduate training,
- military and political university training.
Graduates complete their studies under Section 43 of the Act by performing the state final examination. Following the completion of their studies, they may pass a state rigorous examination. After carrying out the state rigorous examination, the university grants them the title "Doctor of Social Policy Sciences' (in short" RSDr ') under § 44 (2) (f) of the Act. A university may also award a degree under Paragraph 44 (3) of the Act without carrying out a state rigorous examination.
b) Military Medical Research and Training Institute Jan Evangelist Purkyně in Hradec Kralove.
Graduates in the field of general medicine and dentistry shall complete their studies in accordance with § 42 (1) of the Act by performing a state rigorous examination. According to § 42 (2) of the Act, the university grants them the title "Doctor of Medicine" (in short "MUDr.").
Graduates of the field of study of general pharmacy complete their studies according to § 43 of the Act by performing the state final examination. Following the completion of their studies, they may pass a state rigorous examination. After carrying out the state rigorous examination, the university grants them the title "Doctor of Pharmacy '(in short" PharmDr.') under § 44 (2) (e) of the Act. A university may also award a degree under Paragraph 44 (3) of the Act without carrying out a state rigorous examination.
(2) Military higher education institutions are:
a) Antonín Zapopocký Military Academy in Brno with faculties:
- the faculty of all-military, military and post-graduate training services,
- military engineering faculty,
- foreign faculty.
The Faculty of all-military, types of military and post-graduate training services provides postgraduate education and economic direction in the organizational and economic fields.
b) High military school of ground army of three-time hero CSSR and hero USSR Army General Louis Svoboda in Vyškov, Moravia with faculties:
- all-military faculty,
- the faculty of the kind of troops.
c) High Military Aviation School of the Slovak National Uprising in Košice with Faculty:
- Faculty of Engineering,
- military engineering.
d) High Military Technical School of Czechoslovak-Soviet Friendship in Liptovský Mikuláš with Faculty:
- the Faculty of State Air Defence,
- the Faculty of Radiology and Automated Command Systems,
- the Faculty of Air Defence of the Ground Army,
- the connecting faculty.
e) Military Faculty of the University of Transport and Communications in Žilina.
(3) The military university of economic direction is:
University of the Military School of Central and Technical Security of the hero ČSSR Jan Šverma in Žilina.
(4) Graduates of military universities of technical and economic direction complete their studies under § 41 (1) of the Act by carrying out a state final examination. According to § 41 (2) of the Act, universities give them the title "engineer '(in short" Ing.').
Study fields and length of study
According to Section 86 (b) of the Act, the study subjects and the length of the full study for each study in military universities are set out in the Annex.
They shall be deleted:
1. Decree of the Minister of National Defence No. 90 / 1966 Coll., which publishes an extract from the Order of the President of the Republic for the implementation of Act No. 19 / 1966 Coll., on Universities, on the branch of military universities,
2. decree of the Federal Ministry of National Defence No. 16 / 1973 Coll., on changes in the organisation of military universities,
3rd Federal Ministry of Defence Decree No. 133 / 1979 Coll., on Changes in the Organisation of Military Universities,
4. order of the Minister of National Defence No 16 of 12 September 1966 on the security of the Order of the President of the Republic of 9 September 1966 "Provisions implementing Act No 19 / 1966 Coll., on Higher Education Institutions," reg.
5. the Ministry of National Defence Directive for the Rigorous Exams at the Military Political Academy of Klement Gottwald (the Rigorous Order), reg.
6. the Ministry of National Defence for the award of degrees to graduates of the Military Political Academy of Klement Gottwald, who completed their studies before the Act No. 19 / 1966 Coll., on Higher Education and the Order of the President of the Republic No. 15 / 1966, reg.
7. Communication from the Ministry of Education and Culture and the Ministry of National Defence on Military Universities, No. 38 / 1961 Ú. l.
This Decree shall take effect on 1 September 1980.

1) Federal Statistical Office Decree No. 129 / 1971 Coll., on the establishment and use of a uniform classification of employment and a uniform classification of fields of study and teaching.
2) The length of study in the fields of military engineering is determined for the study of graduates of civil secondary schools, military gymnastics, one-year graduate courses and non-practised graduates of military secondary schools. For graduates of annual and two-year officers' schools and military secondary vocational schools with experience, in all the fields mentioned, the length of the study is 4 years, the length of the study at work is 5 years.
3) In these military-industrial studies, listeners can also be prepared for the needs of special production plants.
