Decree of the Central Council of Trade Unions on Transfer of Working Time in 1963

on the transfer of working time in 1963
In order to make more economical distribution of working time, even so that workers could make better use of continuous working days to relax, it provided
Government of the Czechoslovak Socialist Republic
on a proposal from the Central Council of Trade Unions (§ 11 of Act No. 45 / 1956 Coll., shortening working time), by order of 12 September 1962 No. 869, that
1. in 1963, the following transfers of working time shall be carried out:
(a) Tuesday, 30 April, shall be the day of working time and the working hours shall be transferred to it on Sunday, 28 April;
the working time for Saturday on 27 April shall be moved to Monday on 29 April and, on the contrary, the working time for Monday on 29 April shall be moved to Saturday on 27 April;
(b) Friday on 10 May shall be a working day and the working hours shall be transferred to him on Sunday on 5 May;
Saturday, 11 May, shall be the day of work and the working time shall be transferred to it on Wednesday, 8 May;
working time on Wednesday 8 May shall be postponed to Sunday 12 May;
(c) Monday on 23 December shall be a working day and the working time for that day shall be postponed to Saturday on 21 December;
the working time for Saturday on 21 December shall be postponed to Sunday on 22 December;
Tuesday, 24 December, shall be a working day and the working time for that day shall be postponed to Sunday, 22 December; each other's working hours shall be transferred to Saturday on 21 December and Monday on 23 December;
(d) Tuesday on 31 December shall be a day of work and the working time for that day shall be postponed to Sunday on 29 December; the working hours relating to Saturday on 28 December and Monday on 30 December shall be transferred to each other;
2. movement of working hours does not concern continuously operated workplaces.
The government further imposed
1. Councils of the Regional and Regional National Committees to ensure the bus and local transport of workers and pupils and the operation of nurseries, nursery schools, school satellites and clubs;
2. the Minister for Transport and Communications to ensure the rail transport of workers and pupils and the service of connections;
3. the Ministers of Internal Trade and the Food Industry, Councils of Regional and Regional National Committees and recommends that the President of the Central Union of Consumer Cooperatives take the necessary measures to ensure the smooth supply and services of workers, in particular to define adequate sales time on those working days and to ensure the delivery of meat, milk, butter, bread and pastries of trade these days, taking into account the adjustment of working time under this resolution;
4. to all ministers, heads of central offices (authorities) and councils of regional and regional national committees whose subordinate organisations exercise transport rights, to take the necessary measures to ensure that the loading and unloading of railway wagons on those working days does not fall below 90 per cent of the monthly average of daily loading and unloading;
5. the Minister for Fuel and Energy, on working days, ensure the smooth supply of continuous-operating enterprises supplied directly by individual mines by means of transport facilities.
At the same time, the Government authorised all ministers, the heads of central offices (authorities) and the Councils of the Regional National Committees to authorise, after consultation with the Central Committee of the relevant trade union or, where appropriate, the relevant Regional Trade Union Council, the exemption from the transfer of working hours provided for in this resolution, if economically necessary.
