on the conditions of competence for the implementation and management of the installation and maintenance of electrical equipment, lightning ducts and antennas
The Ministry of Fuel and Energy shall, in agreement with the participating central authorities and authorities pursuant to Section 10 of Government Decree No. 53 / 1952 Coll., provide for the safety and economy of the operation of certain technical installations:
General provisions
Purpose
Non-professional implementation of the assembly or maintenance of electrical equipment, lightning ducts and antennae causes damage to human health and human life, as well as to national and personal property. It is therefore necessary to ensure that only persons with competence are designated to carry out and manage such work, ensuring that work is carried out in accordance with national technical standards and safety regulations.
Scope
This decree covers the installation and maintenance of heavy current electrical equipment of small and low voltage (mn and nn), high voltage (vn) and very high voltage (vn), as well as the installation and maintenance of lightning ducts and outdoor radio and television antennas ("electrical equipment ').
Conditions for implementation and management of assembly and maintenance works
(1) The installation and maintenance of electrical equipment may be carried out and managed separately, to the extent and under the conditions set out in Sections 6 to 18, only by persons with prescribed professional competence who have completed the 18th year of age and have physical and mental characteristics which require the hazards of the equipment on which they are working. The separate implementation of the installation and maintenance of electrical equipment shall also mean the implementation of such work only on the basis of the framework instructions of the person managing the work.
(2) Persons who separately carry out the installation and maintenance of electrical equipment and are not subject to further professional management and control at work on electrical equipment (e.g. independent maintenance personnel in non-production organisations, etc.) must at least have the expertise necessary to manage the sub-assembly or maintenance work referred to in § § § 10 to 13 and must certify their competence by successfully passing the test under § § § § 21 to 26.
(3) Persons who have not yet obtained the experience required under § § § 6 to 9 may only carry out the installation and maintenance of electrical equipment on the basis of detailed working instructions of persons who have at least basic professional competence for the independent performance of assembly and maintenance work on such installations.
(4) Trainees and other persons in training may carry out the installation and maintenance of electrical equipment only to the extent appropriate to their level of training and only under the supervision of persons who have at least the basic competence to carry out independent assembly and maintenance work on such equipment.
(1) Organisations which carry out their personnel assembly or maintenance work on their own electrical equipment may only use persons who fulfil the qualification conditions laid down in Sections 3 and 6 to 13 for the implementation and are obliged to designate the person responsible for carrying out such work. The responsible person shall have at least the competence required for the management of partial assembly and maintenance work pursuant to § § 10 to 13.
(2) The provisions of the preceding paragraph apply mutatis mutandis to organisations authorised to carry out the installation or maintenance of electrical equipment in a supplier's way. However, persons directly responsible for the management of the integrated assembly or maintenance activities in these organisations and their representatives must have special competence in accordance with § § 14 to 18 (e.g. the head of electrical plants of construction companies, the head of main production sections in electrical assembly plants, etc.).
(3) The directors (managers) of the organisations referred to in paragraphs 1 and 2 and their superior bodies shall ensure a continuous increase in the professional and political level of persons responsible for the management of assembly and maintenance work on electrical equipment and the continuous addition of their knowledge in accordance with the latest scientific and technical results, in particular in the field of regulations and technical standards. Directors shall also be required to check whether persons who carry out or manage separately in the organisation the installation or maintenance of electrical equipment fulfil the conditions required by this decree.
(4) Persons who have been entrusted with the separate implementation or management of the assembly or maintenance of electrical equipment in organisations carrying out these works in a supplier's way shall be required by their employer to issue a certificate (licence). The certificate (s) shall be kept by the holder while working.
Registration of organisations
(1) Energy undertakings shall keep records in their supply circuits of organisations authorised to carry out the installation or maintenance of demand facilities intended to be connected to public electricity distribution facilities in a supplier's way.
(2) Organisations authorised to carry out the installation and maintenance of the electrical equipment referred to in paragraph 1 in a supplier manner after the date of application of this Decree are obliged to register for the relevant energy undertaking before the start of this activity.
(3) The records of organisations authorised to carry out the installation or maintenance of the antennas by supplier shall be kept by the authorities or organisations entrusted with the Regional National Committees. Organisations which, after the date of application of this decree, have been authorised to carry out the installation or maintenance of the antennas in a supplier's way shall be required to register with the authority or organisation so authorised before the start of the operation.
Basic competence for independent assembly and maintenance
Small and low voltage electrical equipment
Installation and maintenance of small and low voltage electrical equipment may only be carried out separately by persons who, in addition to the necessary knowledge in the electrical field, obtained by vocational education or training, also have experience in low voltage electrical equipment, for a total duration of at least:
(a) one year for persons with completed education at a university, a corporate institute, a secondary vocational school, a vocational school or an electrical engineering school, or for persons with a secondary school for the working electrical sector; or
(b) two years in the case of persons taught in the electrical field of the strong-current direction without vocational school education.
High voltage electrical equipment
(1) Installation and maintenance of high-voltage electrical equipment may only be carried out separately by persons who, in addition to the necessary knowledge in the electrical field of electrical engineering obtained by vocational education or training, also have experience in high-voltage electrical equipment for the overall duration of at least:
(a) two years for persons with completed education at a university, a corporate institute, a secondary vocational school, a vocational school or an electrical engineering school, or for persons with a secondary school for the working electrical sector; or
(b) three years for persons who have been taught in the electrical field of strong current without vocational school education.
(2) Installation and maintenance of electrical equipment of both high and low voltage and low voltage may be carried out separately only by persons who, in addition to the necessary knowledge in the electrical field, obtained by vocational education or training, have experience in electrical equipment of at least the overall duration of the electrical equipment.
(a) one year on high voltage electrical equipment and one year on low voltage electrical equipment for persons with completed school education as referred to in paragraph 1 (a). (a) or
(b) one year on electrical equipment of high voltage and two years on electrical equipment of low voltage for persons taught in the electrical field of the high current direction without vocational school education.
Electrical apparatus of very high voltage
(1) Installation and maintenance of electrical equipment of very high voltage may only be carried out separately by persons who, in addition to the necessary knowledge in the electrical field obtained by vocational education or training, also have experience on electrical equipment of very high voltage, in the overall duration of at least
(a) three years in the case of persons with completed education at a university, a corporate institute, a secondary vocational school, a vocational school or an electrical engineering school, or in the case of persons with a secondary school for the working electrical sector; or
(b) four years for persons who have been taught in the electrical field of strong current without vocational school education.
(2) The installation and maintenance of electrical equipment, both high and high voltage, may only be performed separately by persons who, in addition to the necessary knowledge in the electrical field, obtained by vocational education or training, have experience in electrical equipment, for a minimum duration of
(a) one year on electrical equipment of very high voltage and two years on electrical equipment of high voltage for persons with completed school education as referred to in paragraph 1 (a). (a) or
(b) one year on electrical equipment of very high voltage and three years on electrical equipment of high voltage for persons taught in the electrical field of the high current direction without vocational school education.
(3) The installation and maintenance of electrical equipment of all types of voltage may only be carried out separately by persons who, in addition to the necessary knowledge in the electrical field obtained by vocational education or training, also have experience in electrical equipment for a total duration of at least:
(a) one year on electrical equipment of very high voltage, one year on electrical equipment of high voltage and one year on electrical equipment of low voltage for persons with completed school education as referred to in paragraph 1 (a). (a) or
(b) one year on electrical equipment of very high voltage, one year on electrical equipment of high voltage and two years on electrical equipment of low voltage for persons taught in the electrical field of strong current direction without vocational school education.
Clouds and antennas
The installation and maintenance of lightning ducts and outdoor radio and television antennas (hereinafter referred to as "antennas") may be performed separately.
(a) persons who have basic competence for the installation and maintenance of electrical equipment of low, high or very high voltage and have acquired experience in the installation of lightning rods or antennas for a duration of at least 3 months; or
(b) persons without the qualifications referred to in the preceding paragraph who, however, have obtained the necessary expertise for the installation and maintenance of lightning ducts or antennas at least at a training plant for such work, have certified that knowledge by successfully passing a qualification test in that establishment and have obtained experience in the installation of lightning ducts or antennas for at least one year.
Eligibility for the management of partial assembly and maintenance work on electrical equipment
Small and low voltage electrical equipment
Control partial assembly or maintenance work on electrical equipment of small and low voltage
(a) persons with at least the basic professional competence referred to in Article 6 who, in addition to the practice described therein, have other experience of at least one year; or
(b) persons having basic qualifications under Article 7 (2);
and which have proven their professional competence by successfully passing the examination according to § 21 to 26.
High voltage electrical equipment
Control partial assembly or maintenance work on high voltage electrical equipment
(a) persons with at least the basic professional competence referred to in Article 7 (1) who, in addition to the practice referred to therein, have other experience of at least one year; or
(b) persons with basic qualifications under § 8 (2) and (3);
and which have proven their professional competence by successfully passing the examination according to § 21 to 26.
Electrical apparatus of very high voltage
In addition to the experience described there, persons with at least the basic competence referred to in § 8 who have a further experience of at least one year and who have proven their competence by successfully passing the test provided for in § § 21 to 26 may direct partial assembly or maintenance work on electrical equipment of very high voltage.
Clouds and antennas
Control partial assembly or maintenance work on lightning tubes or antennas
(a) persons with the professional competence referred to in Article 9 (a) who, in addition to the practice described therein, have other experience in the installation of lightning rods or antennas for a duration of at least 6 months;
(b) persons with professional competence as referred to in Article 9 (b) who, in addition to the practice described therein, have other experience in the assembly of lightning rods or antennas for at least two years;
and which have proven their professional competence by successfully passing the examination according to § 21 to 26.
Specific competence for the management of integrated assembly or maintenance activities in enterprises (plants) which carry out the installation or maintenance of electrical equipment by supplier
Small and low voltage electrical equipment
Only persons who, in addition to the necessary knowledge in the field of electrical engineering, have experience in low-voltage electrical equipment of at least the overall duration of a minimum duration may manage integrated assembly or maintenance activities on small and low-voltage electrical equipment in enterprises (plants) which perform the installation or maintenance of such equipment in a supplier's way
(a) two years for graduates of an electrical engineering university;
(b) three years for graduates of enterprise institutes of the electrical industry;
(c) five years for graduates of the secondary technical school;
(d) seven years for graduates of a vocational school, a company technical school or a secondary school for the working electrical sector;
(e) 11 years of age for persons who have not received vocational education
and have certified their competence by successful passing of the examination according to § 21 to 26.
High voltage electrical equipment
Only persons who, in addition to the specific competence referred to in § 14, have experience in high-voltage electrical equipment for a total duration of at least three years and have demonstrated their competence by successfully passing the test provided for in § 21 to 26 may manage a comprehensive assembly or maintenance activity on high-voltage electrical equipment in enterprises (plants) that perform the installation or maintenance of such equipment in a supplier's way.
Electrical apparatus of very high voltage
Only persons who, in addition to the specific competence referred to in § 15, have experience in electrical equipment of very high voltage in the total duration of at least two years and have proven their professional competence by successfully passing the test provided for in § 21 to 26 may manage a comprehensive assembly or maintenance activity on electrical equipment of very high voltage in enterprises (plants) which perform the installation and maintenance of such equipment in a supplier's way.
Clouds and antennas
Only persons who, in addition to the basic professional competence referred to in § 9 (a), have experience in the installation of lightning rods or antennas for a period of at least 18 months may manage a comprehensive assembly or maintenance activity in enterprises (plants) which perform their installation or maintenance in a supplier's way, and who have demonstrated their competence by successfully passing the test provided for in § § 21 to 26.
Persons having special competence under previous provisions for the management of integrated assembly or maintenance activities on electrical equipment of higher voltage levels may also perform such management activities for electrical equipment of lower voltage levels.
Calculation of vocational education and practice
Calculation of vocational training
(1) For the assessment of professional competence under this decree, vocational school education obtained in the electrical sector is included in the weak-current direction as well as in the electrical sector.
(2) For the assessment of competence under this Ordinance for the separate implementation and management of the assembly and maintenance of antennae, teaching in the electrical field of the weak current direction is counted as well as teaching in the electrical field of the strong current direction.
Calculation of experience
(1) In the practice required to obtain professional competence for the performance of assembly and maintenance work (Sections 6 to 9), assembly and maintenance or other operation on the relevant electrical equipment is included.
(2) In addition to the activities referred to in the preceding paragraph, the practice acquired during the technical inspection or revision of electrical equipment is included in the experience needed to be competent for the management of assembly and maintenance work (Sections 10 to 18). The practice obtained during the design of electrical equipment may only be taken into account if it is supplemented by the practice referred to in paragraph 1 for a period of at least one year.
(3) Practices under the preceding paragraphs obtained more than five years before interruption shall be included in the total area of practice only one half.
Proficiency tests
Test bodies
(1) Proficiency tests
1. persons who manage integrated assembly or maintenance activities on electrical equipment of small, low, high and very high voltage or on lightning pipes (§ § 14 to 18); and
2. persons who are required to be qualified for the management of partial assembly or maintenance work on such electrical equipment (Sections 10 to 13) and who are not subject to further professional management and inspection at work on electrical equipment in the organisation in which they are employed;
the following test bodies are carried out:
(a) for the field of competence of each central authority or authority, those authorities or authorities, or bodies or organisations entrusted therewith;
(b) for the field of economy managed by national committees, consumer cooperatives and single agricultural cooperatives, energy undertakings entrusted by the Ministry of Fuel and Energy in agreement with the respective regional national committees.
(2) The proficiency tests for the management of partial assembly or maintenance work on electrical equipment of small, low, high or very high voltage or on lightning rods shall be carried out in other cases by the organisations in which the inspected personnel are employed.
(3) The proficiency tests for the management of sub-assembly or maintenance work on antennas referred to in Section 13 and the special competence tests for the management of integrated assembly or maintenance activities on such installations pursuant to Section 17 shall be carried out by the authorities or organisations entrusted with the Regional National Committees.
(4) The competent authorities of the State of Professional Supervision shall supervise the professional level and uniform method of carrying out the tests by random checks.
(5) In agreement with the test authority, a worker may, in cases where it is useful and economical, pass a proficiency test in exceptional cases before a test body other than that which would be competent for the test in accordance with paragraph 1. This exemption cannot be used for proficiency tests for the management of work in a hazardous environment (e.g. mining companies, explosive or compression-ignition environments, etc.); proficiency tests in such cases shall be carried out only before the competent test authority.
Test Panel
(1) The proficiency tests shall be carried out before the examination panel of the competent test body. The test committee is three members.
(2) As a general rule, a representative of the competent central authority (s) or authority (s) authorised by it shall be the chairman of the Examination Board of the Examination Body referred to in Article 21 (1) (a). The members of the commission shall always be representatives of the relevant regional trade union board, as well as a professional expert in the electrical field required for the proper conduct of the examination or a representative of the relevant energy undertaking with the necessary qualifications. The representative of an energy undertaking shall be a member of the Commission whenever it is a test of a person who is to direct a comprehensive assembly or maintenance activity within the undertaking, authorised to carry out the installation or maintenance of the collection of electrical equipment intended to be connected to a public electricity distribution facility by a supplier.
(3) A representative of an energy undertaking shall be chairman of the Energy Enterprise Test Committee under Paragraph 21 (1) (b). The members of the Commission shall be representatives of the relevant regional or regional national committee and representatives of the regional or regional trade union board.
(4) The chair of the Business Test Committee referred to in Article 21 (2) shall be the person entitled to drive the installation or maintenance work on electrical equipment in the relevant organisation which passed the test successfully before the Examination Body referred to in Article 21 (1). The commission is a representative of the race management and a representative of the race trade union.
(5) The chair of the examination committee for proficiency tests for the management of installation and maintenance work on antennas shall be a representative of the authority (organisation) appointed by the Regional National Committee pursuant to Article 21 (3). The members of the Commission shall be representatives of the relevant regional and, where appropriate, regional national committee and representatives of the regional and regional trade union board.
Performance of tests
(1) The test dates shall be announced by the test authority in an appropriate manner at least 6 months in advance.
(2) The panel shall be convened by its chairman at least 4 weeks before the date of the examination. The date and place of the test shall be notified within that period by the person to be subjected to the test and by his employer as well as by the competent authority of the state of professional supervision.
(3) Applications for the test shall be submitted in writing to the competent testing body by the workers through their employer. Applications for testing by the company testing body (§ 21 (2)) shall be submitted directly.
(4) The application must specify the worker's professional qualifications (acquired vocational school education, or teaching and professional experience). Only a worker who fulfils the competence required by this decree may be admitted to the test.
Test subject
The test subjects are:
(a) the electrical regulations in force and the standards for the construction and operation of equipment applicable to the work to be conducted by the test worker;
(b) general security technical, economic, organisational and labour legislation to the extent necessary;
(c) knowledge of the provision of first aid in electric and other accidents at work.
Test result
(1) A record shall be kept of the examination, signed by all members of the Commission.
(2) The test result shall be evaluated by a scale of two marks:
passed
failed.
(3) The test authority shall issue a certificate of successful completion of the test in duplicate. One copy shall be for the staff member under examination, the other for his employer.
(4) The examination body shall keep and keep lists of the persons examined and the results of their tests.
(5) In the absence of a satisfactory result, the test worker may repeat the test at a time specified by the test authority.
Additional tests
If the person who successfully passed the test has not performed the management activity for a longer period of 2 years, it is necessary to pass a successful additional test to the extent necessary to continue the management activity.
Transitional and final provisions
(1) Persons who, on the day on which the decree takes effect, carry out or manage independent assembly or maintenance work on electrical equipment and do not have the professional competence required by that decree, will not be entitled to carry out or manage such work after 31 December 1965 if they do not, by that time, comply with the conditions laid down in that decree. *)
(2) Persons who, on the day on which the decree takes effect, manage the partial assembly or maintenance work or the integrated assembly or maintenance activity, even if they fulfil the conditions of professional competence laid down by that order, will not be entitled to direct such work or activity unless they pass a successful test in accordance with § § 21 to 26 by 31 December 1965 at the latest.
(3) Organisations which, on the day on which the decree takes effect, carry out, in their essential statutory tasks, the installation or maintenance of the electricity collection facilities intended to be connected to the electricity distribution facility shall be required to register within three months of the date of application of the decree in the register of the relevant energy undertaking.
(4) Organisations which, on the date on which the decree takes effect, carry out, in their essential statutory tasks, the installation or maintenance of the antennas by means of supply shall be required to enter in the register of the authority (organisation) authorised by the relevant Regional National Committee within three months of the date of application of the decree.
(5) In the case of persons referred to in paragraph 1, if they acquire by 31 December 1965 the other conditions of competence required by this Decree, the successfully completed study at a school of engineering will be considered equivalent to that of a vocational school of electrical engineering.
Exceptions
Relief from the requirements of professional competence under this Order may, in exceptional and specially justified cases, be authorised by the competent authority of the state of professional supervision, at the request of the organisation in which the person to be authorised is employed, or at the request of the competent central office or authority.
The conditions of competence for the installation and maintenance of electrical equipment in special equipment of the armed forces of the ministries of national defence and interior and in technical equipment of aviation, communications and rail within the field of competence of the Ministry of Transport and Communications may be laid down by these ministries by way of derogation in an agreement with the Ministry of Fuel and Energy.
Efficacy
This Decree shall take effect on 1 October 1961.

*) For example, if persons not trained in the electrical field and without vocational school education carry out the final apprenticeship examination in accordance with § 2 (2) of the Decree of the Ministry of Education and Culture No 81 / 1959 Úl. and if their practice complies with the requirements of § § § 6 to 9 of this decree, they will continue to perform this activity on a separate basis.
