Regulation issuing the status of State office of planning

of 7 November 1951
issuing the status of the State Planning Office.
In order to further improve the planning of the national economy and in view of the fact that in connection with the reorganisation of the management of the economy, the importance of the role of the state office of the planning, the Government of the Czechoslovak Republic, pursuant to Article 15 (1) of Act No. 60 / 1949 Coll., on Economic Planning (Planning Act) is increased:
§ 1.
The State Planning Office, as an objective body of the Government, shall perform the following main tasks:
(a) draw up and submit to the Government for approval proposals for prospective, annual and quarterly national economic plans;
(b) controls the implementation of government-approved national economic plans;
(c) it processes, under the authority of the Government and on its own initiative, individual problems of nation-economic development and presents proposals to the Government to deal with them;
(d) draw up and submit to the Government for approval plans for the distribution of material resources and supply plans for the national economy as well as standards of consumption of raw materials, materials, fuel and energy;
(e) examine the implementation of government-approved plans for the allocation of material resources and supply plans to the national economy and check the activities of ministries in the field of supply and disposal;
(f) submit to the Government for approval plans for the creation of material reserves and carry out checks on their creation and custody;
(g) plan and organise the introduction of new techniques and submit to the Government for approval plans for the development and introduction of new techniques into the national economy;
(h) submit proposals to the Government on all issues relating to the development of the national economy submitted by individual ministries to the Government for consideration;
(ch) report to the Government on the draft state budget, the credit and the treasury plans;
(i) organise scientific and technical cooperation and exchange of technical experience with the friendly states;
(j) draw up basic pricing directives, coordinate ministries' pricing activities, approve wholesale prices of the main product types and submit to the Government proposals for retail prices of the main goods in bulk;
(k) elaborate on the questions of methodics and national economic planning techniques;
(l) draw up and approve methodical guidelines and forms for drawing up national nationaleconomic plans;
(m) manage the work of ministries in the field of drawing up standards (standards) and approve standards (standards) for the main types of industrial products;
n) Organises technical and economic expertise for the most important construction of our national economy.
§ 2.
In drawing up proposals for national national national economic plans, as well as in all activities in the field of planning the development of the national economy, the State Authority shall base its planning on the applicable laws, directives and guidelines of the Government and shall ensure:
(a) the continuous growth of production forces and the development of the national economy, the growth and consolidation of the socialist sector of the national economy, the increase in the material and cultural level of workers;
(b) strengthening and developing economic relations with the Soviet Union and popular democratic states;
(c) strengthening economic independence from capitalist states and strengthening state defence.
§ 3.
(1) The most important task of the State Planning Office is to ensure proper relations in the development of the various sectors and measures necessary to avoid the emergence of disagreements in the national economy.
(2) The State Planning Office coordinates the work of the Liaison Industries in the national national economic plan, industrial primary production with processing industry, agriculture with industry, transport with other economies, reconciling production growth with consumption growth and financing of production with its physical reinsurance; ensure the correct territorial distribution of enterprises, based on the need to bring businesses closer to raw materials and consumer centres and labour resources.
(3) In order to avoid disturbances in the fulfilment of the national national economic plan, the State Authority shall examine the planning of the compliance of individual ministries, major administrations and enterprises with the national national national economic plan and submit proposals to the Government for approval resulting from the monitoring of the implementation of the national national economic plan.
§ 4.
(1) In order to ensure the operation of the State Planning Office in the planning of the national economy and control the implementation of national national national economic plans, they shall submit to it:
(a) all central offices shall draft their economic plans, as well as their financial and credit plans, together with all the supporting documents, documents, statements and draft measures required by the State Office planning its work;
(b) the State Office of Statistics within the time limits and to the extent specified, the declarations of compliance with national national national national economic plans, as well as any other supporting documents drawn up by the State Office of Statistics;
(c) the Ministry of Finance shall draft the State Budget, the credit and the treasury plan, the statements of implementation, as well as any other supporting documents that the State Office planning for its work needs.
(2) For the same purpose, the State Office has the right to examine the implementation of the plan in ministries, major administrations, businesses and establishments, both by the staff of the central apparatus and by its special agents.
§ 5.
The structure of the planning office is as follows:
(a) the State Planning Office shall be managed by the Minister-President of the State Planning Office;
(b) the Secretary-General of the State Planning Office shall have Deputy Directors appointed by the President of the Republic. The number of Deputy Directors shall be determined by the Government;
(c) the Slovak Planning Office is the regional authority of the State Planning Office in Slovakia. The Head of the Slovak Planning Office is the Director of the Slovak Planning Office. The Statute defining the main tasks and organisation of the Slovak Planning Office shall be approved by the Government on a proposal from the Administrative President of the State Planning Office;
(d) a College (Central Planning Commission) is set up with the Administrative President of the Planning Office. The members of the College are the Deputy Administrator of the State Office of Planning, the delegate of the Slovak Planning Office, some other senior staff of the Office and individual experts outside the State Planning Office, appointed by the Government on a proposal from the Administrative President of the State Planning Office. The work of the College shall be managed by the Secretary-General of the Planning Office. The decisions of the College shall be binding only on the decision of the Administrative President of the Planning Office;
(e) the Board of Technical and Economic Experts is set up with the Administrative President of the Planning Office. The Minister-President of the Planning Office mandates it to carry out the expertise of technical projects and budgets of the most important buildings and technical and economic problems. The members of the Board shall be appointed by the Government, on a proposal from the Administration, by the President of the State Office planning from scientists and experts in different sectors. The opinions and recommendations, signed by the members of the Board and discussed by the Planning Authority, shall be presented by the Minister-President of the State Office to the Planning Government;
(f) the central apparatus of the State Planning Office shall consist of trade unions, department heads, referees and auxiliary staff;
(g) the internal organisation of the State Planning Office and its numerical status shall be determined by the Government on a proposal from the Administrative President of the State Planning Office.
§ 6.
The following components shall be established at the State Planning Office and shall operate under the relevant regulations:
(a) Institute for Economic and Social Research;
(b) the administration of the State Reserves;
(c) the Central Arbitration Commission;
(d) the Standardisation Authority;
(e) the Office for Inventions and Improving Ideas;
(f) Institute for Technical Economic Documentation,
(g) Industrial publishing,
h) Workers' Planning School.
§ 7.
The State Planning Office publishes a policy-economic journal on the Planned Economy.
§ 8.
This Regulation shall enter into force on the day of its publication; All members of the government will do it.
