on the provision of scholarships and physical security to students of gymnastics, vocational schools, secondary vocational schools, conservatories and secondary schools for workers
The Ministry of Education of the Czech Socialist Republic and the Ministry of Health of the Czech Socialist Republic provide in agreement with the Ministry of Labour and Social Affairs of the Czech Socialist Republic and after consulting the participating central authorities pursuant to § 40 (3) (b) of Act No. 63 / 1978 Coll., on measures in the system of primary and secondary schools, and pursuant to § 25 (2) of the Act of the Czech National Council No. 77 / 1978 Coll., on State Administration in Education:

§ 10
Conditions for grant of a scholarship and physical security
(1
(2) A scholarship and physical security may be provided if the pupil and the organisations referred to in paragraph 1 conclude a written agreement in which the pupil undertakes to work in the organisation for a period of 3 to 5 years after leaving high school and to return the scholarship or the corresponding part thereof if he fails to comply with the agreement. If it is a minor, the organisation shall request the expression of the legal representative of the pupil to conclude the agreement.
(3) The agreement referred to in paragraph 2 may be concluded by the pupil upon completion of compulsory education.
(4) The student must submit a copy of the agreement to the principal of the school at which he is studying.
(5) State economic organisations, cooperative organisations and social organisations will normally sign up for bankruptcy scholarships and inform the school concerned thereof.
(6) When the year is repeated, a scholarship and physical security may be provided if the repetition is for family, health or other serious reasons.
§ 11
Scholarship amount
(1) A scholarship is granted to students in secondary vocational schools for each month of the school year in the range of 400 to 600 CZK per month; in determining the level of the scholarship, account shall be taken of the importance of the field of study, the previous study results and the participation of the pupil in the social work. The scholarship is intended mainly for pupils of the last two years of study.

(a) those working in secondary schools for workers up to three years after the end of the teaching relationship between 300 and 600 CZK per month;
(b) those working in secondary schools for practitioners over three years of age, if they have not reached 25 years of age, within a range of 500 to 800 Cds per month;
(c) working in secondary schools for workers over 25 years of age in the range of 700 to 1000 CZK per month.
(3) Where students of cycle studies in secondary schools participate in a course lasting only part of a calendar month and work in the remainder, they shall be granted a proportion of the monthly scholarship.
§ 12
Material security
(1) The meals of pupils in school and boarding canteens, meals and accommodation of pupils in young people's homes, the provision of a fare discount for public transport by public public transport means are regulated by specific regulations. 9)
(2) Mass security also includes:
(a) the reimbursement of the proven fare for the carriage of public bulk vehicles at school and at the end of the school year, as well as the reimbursement of the proven fare to visit the family during the school year; for married pupils, the fare shall not exceed once a month and for single pupils, once every three months. The fare for the second carriage class of the passenger train shall be paid when the train is driving, and for a distance of over 100 km, the express fee shall be charged. The reimbursement of the fare shall be granted only up to the amount of the fare at a discount granted under the special rules. 9) Expenditure on local means of transport shall not be borne by the organisation;
(b) a contribution to a husband who cannot be employed of 500 Kns per month; where the spouse receives sickness, maternity allowance, family care support, invalidity or partial invalidity pension, provision allowance or scholarship, the allowance shall be reduced by the amounts thus paid;
(c) an allowance for each child who is not provided for 100 Cds per month, without prejudice to entitlement to child allowance; If both spouses are studying, only one of them shall be granted an allowance for an uninsured child;
(d) a one-off social assistance of up to 1000 CZK per school year in cases of special consideration.
(3) Where students of cyclical studies in secondary schools participate in a course lasting only part of a calendar month and work in the remainder, they shall be granted a proportion of the contributions referred to in paragraph 2 (b) and (c).
(4) The organisation with which they are in an employment relationship or similar relationship is provided to pupils in high school cycle studies for workers during the course of the course without compensation for wages (remuneration).
§ 13
Dissolution of a student's commitment to return a scholarship or part of it
(1) The obligation to pay the cost of a scholarship under an agreement concluded by a student of a secondary vocational school under Paragraph 10 (2) shall cease entirely if the organisation has refused to enter into an employment relationship with it or if the employment relationship has ended:
(a) a statement by the organisation concerned, if not a statement for a particularly gross breach of professional discipline or for reasons for which the employment relationship may be terminated immediately;
(b) a statement by the worker if, under the medical opinion or decision of the national health authority, he / she is unable to carry out his / her work or has been entitled to an invalidity pension, or an organisation has been in breach of an essential obligation towards him / her under a contract of work or collective agreement or legislation, or is unable to fulfil that obligation as a result of organisational changes or if his / her professional qualifications have not been used in the last 12 months for at least six months;
(c) immediate termination of employment by the worker. 11)
(2) When a secondary vocational school pupil enters another socialist organisation on the grounds that he follows his husband to his place of residence or that he is of urgent interest to the company, that organisation may assume the obligation to pay for the total or partial costs associated with the scholarship provided if its superior body agrees to take over the undertaking; By taking over the commitment, the new organisation ceases to be committed by the pupil.
(3) The obligation to pay the cost of scholarships under an agreement concluded by a secondary school pupil for workers is governed by specific rules. 12)
