on the Treaty on friendship, cooperation and mutual assistance between the Czechoslovak Socialist Republic and the Socialist Republic of Romania
On 16 August 1968 the Treaty on Friendship, Cooperation and Mutual Assistance between the Czechoslovak Socialist Republic and the Socialist Republic of Romania was signed in Prague.
The Treaty was approved by the National Assembly and ratified by the President of the Republic. The instruments of ratification were exchanged in Bucharest on 7 May 1969.
Pursuant to Article 11 thereof, the Treaty entered into force on 7 May 1969.
The Czech version of the Treaty is hereby published at the same time.

TREATY
on friendship, cooperation and mutual assistance between the Czechoslovak Socialist Republic and the Socialist Republic of Romania
Czechoslovak Socialist Republic and Romanian Socialist Republic,
determined to continuously develop and deepen the relations of brotherly friendship and universal cooperation between the two States,
deeply convinced that the development of friendly contacts, cooperation and mutual assistance between the Czechoslovak Socialist Republic and the Socialist Republic of Romania is in line with the vital interests of the peoples of both states and the entire Socialist Community,
determined to consolidate the unity and international solidarity of all the countries of the Socialist Community, consisting of the identity of the social establishment, the unity of the fundamental objectives and aspirations and mutual support in the fight against imperialism,
Notes that the Warsaw Agreement on Friendship, Cooperation and Mutual Assistance of 14 May 1955 was concluded in response to the threats of NATO military groupings and strongly determined to act in accordance with the Warsaw Treaty for the period of its validity,
consistently pursuing a policy of peaceful coexistence between states with different social establishment,
striving to consolidate peace and security in Europe and to prevent the aggression of the forces of imperialism, militarism and revanshism,
guided by the objectives and principles of the United Nations Charter,
highly appreciating the role of the Treaty of Friendship, Cooperation and Mutual Assistance between the Czechoslovak Republic and the People's Republic of Romania of 21 July 1948 in the development of friendly relations and cooperation between the two States,
taking into account the experience and results achieved by both countries in building socialism, the current state and possibilities for further development of political, economic and cultural cooperation, as well as the changes that have taken place in Europe and the world,
have decided to conclude this Treaty and to that end have agreed as follows:
The High Contracting Parties shall, in accordance with the principles of socialist internationalism, sovereignty and independence, equality, non-interference in internal affairs, mutual advantages and mutual mutual assistance, consolidate the relationship of traditional friendship and universal cooperation between the two States.
The High Contracting Parties, based on the fundamental principles of relations between socialist states, will develop and deepen mutually beneficial economic and scientific technical cooperation and promote cooperation within the Council of Mutual Economic Assistance as well as with other socialist countries.
The High Contracting Parties will promote the development of cooperation in the fields of culture, art, science, education, health, press, radio and television, film, physical education, tourism, as well as all-round contacts of social organisations.
The High Contracting Parties will continue to seek to develop friendly relations between all socialist states and to strengthen their unity in the interests of socialism and peace.
The High Contracting Parties will consistently implement the policy of peaceful coexistence of states with different social institutions and continue efforts to ensure peace and security, to resolve international disputes by peaceful means, to mitigate international tensions, to achieve universal and complete disarmament, to complete the destruction of colonialism and neo-colonialism, to discriminate race in all forms, as well as to respect the right of nations to decide their fate.
The High Contracting Parties state that the Munich Agreement of 29 September 1938 was achieved by a threat of offensive war as well as by the use of force against Czechoslovakia, that it was part of the criminal conspiracy of the government of Nazi Germany against peace and gross violation of the fundamental rules of contemporary international law, and that it was therefore, from the outset, invalid with all the consequences of that.
The High Contracting Parties shall endeavour to achieve security and lasting peace in Europe, as well as to develop cooperation and relations between European States on the basis of the principles of sovereignty and independence, equality, mutual benefits and non-interference in internal affairs.
The Contracting Parties declare that one of the main conditions of security in Europe is the integrity of existing borders between European states and that, in accordance with the Warsaw Treaty on Friendship, Cooperation and Mutual Assistance of 14 May 1955, they will take all necessary measures against the planning and aggression of imperialist, militaristic and revansist forces.
In the event of an armed attack by any State or group of States against one of the High Contracting Parties, the other High Contracting Party, exercising its inalienable right to individual or collective self-defence pursuant to Article 51 of the United Nations Charter, shall immediately provide it with all assistance, including military assistance, to repel an armed attack.
The High Contracting Parties shall immediately inform the Security Council of the measures taken pursuant to this Article and shall follow the relevant provisions of the United Nations Charter.
The High Contracting Parties shall inform and advise each other on all important issues affecting their interests.
The High Contracting Parties declare that their obligations under the international agreements in force are not contrary to the provisions of this Treaty.
This Treaty shall be subject to ratification and shall enter into force on the date of exchange of the instruments of ratification to be implemented in Bucharest at the shortest possible time.
The contract shall be concluded for a period of 20 years from the date on which it enters into force and shall be extended for a further period of five years each time unless it is terminated in writing by any of the High Contracting Parties 12 months before the end of the relevant period.
Dane in Prague on 16 August 1968 in two original copies, each in the Czech and Romanian languages, both texts being equally authentic.
