implementing a forest law in the field of competence of the Ministry of National Defence
According to Article 56 of Forest Act No. 166 / 1960 Coll., the Government provides for the following derogations for forests in the field of the Ministry of National Defence:
Forest national assets within the field of competence of the Ministry of National Defence are managed by forest management organisations established by the Minister for National Defence.
The legal situation, organisation, activity, management and management of these organisations shall be regulated by the Minister for National Defence.

The Ministry of Defence decides that the land in the administration of organisations within the field of the Ministry of Defence is part of the forest fund under Section 2 (1) of the Act, in doubt; It is also for him to declare the land, buildings and technical installations in the management of those organisations under § 2 (2) and (3) of the Act as part of the forestry fund.
The Regional National Committees, in cooperation with the competent authorities of the military administration, are required to keep a proper overview of the forest fund in the management of organisations in the field of the Ministry of National Defence within the framework of the single land register.
The exemption of land managed by organisations within the field of competence of the Ministry of National Defence from the Forest Fund shall be decided by the Ministry of National Defence up to an area of 10 ha. In the case of a larger area, the Ministry of Agriculture, Forestry and Water shall decide on the exemption on a proposal from the Ministry of National Defence.

Forests in the field of the Ministry of National Defence are special destination forests. The Ministry of National Defence ensures their economic use to an extent that allows for a specific designation. At the same time, in parts of forestry units less used in military use, adequate mining over the ethic is permitted.

In the case of forests under the management of organisations in the field of the Ministry of National Defence, forest economic units are also created, taking into account the specific destination of these forests.

Proposals for the creation of forest economic units, forest plans and other works of economic treatment of forests in the field of the Ministry of National Defence are approved by the Ministry of Agriculture, Forestry and Water, which also controls their implementation.
These proposals are drawn up by an organisation for the economic adjustment of forests established by the Minister for National Defence. The Minister for National Defence shall lay down the legal conditions, organisation, activity, management and management of the organisation.

Exemptions from the provisions of the Forest Act on the type of logging and the time process for rebuilding forest areas are permitted by the Ministry of National Defence, provided that the exemption from the prohibited method of extraction or the afforestation procedure does not apply to land of more than 10 ha. With greater scope, the Ministry of Agriculture, Forestry and Water shall decide on the exemption on a proposal from the Ministry of National Defence.

Forest economic units in forests in the field of the Ministry of National Defence are managed by professional forest managers. Their number, qualifications and manner of establishment shall be determined by the Ministry of National Defence in agreement with the central authorities involved.
