THE LAW
of 4 June 1964
on the identification of the fields of government in which the delegates of the Slovak National Council are active and the related changes in the organisation of certain central bodies
The National Assembly of the Czechoslovak Socialist Republic decided on this law:
(1) The representatives of the Slovak National Council are active in the following fields of government:
(a) education;
(b) in culture and information,
(c) agriculture and nutrition;
(d) in forestry and water management;
(e) in construction,
(f) health care;
(g) in finance;
(h) in justice,
(ch) in a store;
(2) In other fields of government:
a) in planning - Slovak Planning Commission, headed by the President, Vice-President of the Slovak National Council,
(b) State control - Commission of People's Control of the Slovak National Council, headed by the delegate - President,
(c) in science, technology and investment construction - Slovak Technical Commission, headed by the delegate - Chairman.
The measures that the Executive Authorities of the Slovak National Council, which operate in the various fields of government, issue to the extent of their competence, in particular to ensure the fulfilment of the tasks of the State Plan for the Development of the National Economy and to ensure the implementation of the laws, are binding on the state and economic authorities and organisations in Slovakia.
Act No. 23 / 1963 Coll., on People's Control and National Economic Records, is amended as follows:
1. the title "Commission of People's Control and Statistics of the Slovak National Council" shall be replaced by the title "Commission of People's Control and Statistics of the Slovak National Council";
Article 6 (2) reads as follows:
"(2) The principle of democratic centralism applies in the system of popular control bodies, in their construction, management and activity. The lower body of this system shall be managed by a higher authority, to which it shall also be responsible for the correct and timely performance of the tasks. The higher authority of the people's control shall assist the lower authorities in carrying out their tasks and shall be entitled to amend or revoke their decisions if they oppose the interests of society. With regard to the decision of the Commission of People's Control and Statistics of the Slovak National Council, the Central Commission of Human Control and Statistics shall exercise this authority through the Bureau of the Slovak National Council. '
3. the following paragraph 3 is added to Article 6:
"(3) The Central Commission for Human Control and Statistics shall be managed by all the People's Control Authorities; In this activity, the Commission shall assist the Commission on popular control and statistics of the Slovak National Council to the extent specified by the Statute of the People's Control Bodies. Decisions of the Central Commission for People's Control and Statistics shall be binding on all the People's Control Authorities. ';

"(1) The Commission of People's Control and Statistics of the Slovak National Council is the body of the Slovak National Council and the regional authority of the Central Commission of Human Control and Statistics.
(2) The composition, election and competence of the Commission of People's Control and Statistics of the Slovak National Council will be regulated by the Slovak National Council by law.
(3) The executive apparatus of the Commission of People's Control and Statistics of the Slovak National Council is part of the single apparatus of the Slovak National Council. "
5. In the title under Section 20, the words "and the Commission of People's Control and Statistics of the Slovak National Council are deleted."
6. Paragraph 20 (2) is deleted and paragraph 1 is numbered.
7. In Article 28 (3), the first sentence shall be added as follows: "The other commissions of popular control and statistics shall be subject to the jurisdiction referred to in paragraph 1 in the territorial areas for which they have been established, to the extent that the Statute issued by the Central Commission of People's Control and Statistics after the approval of the Government and, as regards the Commission of People's Control and Statistics of the Slovak National Council, also after approval by the Bureau of the Slovak National Council. '
8. Article 32 (2) shall be supplemented by the following sentence: "If the Commission's decision on the folk control and statistics of the Slovak National Council is to be enforced, the matter shall be referred to the Bureau of the Slovak National Council."
Act No. 17 / 1962 Coll., establishing the State Commission for the Development and Coordination of Science and Technology, shall be supplemented as follows:
Paragraph 2 shall be numbered as paragraph 1 and the following paragraph 2 shall be added:
"(2) As a regional body of the State Commission for the Development and Coordination of Science and Technology, the Commission of the Slovak National Council for the Development of Science and Technology operates in Slovakia. The Commission shall establish the Slovak National Council for the Development of Science and Technology, its composition and scope, by law. '
The legal measure of the Bureau of the National Assembly No 1 / 1963 Coll., on the Central Administration for the Development of the Local Economy, is amended as follows:
Paragraph 1 shall be numbered as paragraph 1 and the following paragraph 2 shall be added:
"(2) In the local economy in Slovakia, the Commission operates the Slovak National Council for the development of the local economy, which it sets up, its composition and scope are regulated by the Slovak National Council by law."
The legal measure of the Bureau of the National Assembly No. 40 / 1962 Coll., on the establishment of the Central Administration of the Purchase of Agricultural Products, is amended as follows:
Paragraph 5 (1) reads as follows:
"(1) As the authority of the Central Administration of the Purchase of Agricultural Products, the Regional Administration of the Purchase of Agricultural Products in Slovakia is hereby established. It is headed by a leader appointed and dismissed by the Bureau of the Slovak National Council on a proposal from the President of the Central Administration of the Purchase of Agricultural Products. '
Act No. 121 / 1962 Coll., on Economic Arbitration, is amended as follows:
Article 9 (2) reads as follows:
"(2) Deputy Chief Arbiter of the Czechoslovak Socialist Republic, who heads the Regional Department of the State Arbitration of the Czechoslovak Socialist Republic in Bratislava, appoints and rescues the Presidency of the Slovak National Council on the proposal of the Chief Arbiter of the Czechoslovak Socialist Republic."
Act No. 108 / 1960 Coll., on the designation of sections of state administration in which the delegates of the Slovak National Council are active is hereby repealed.
This Law shall take effect on 15 June 1964.
