on the conditions for the rational use of mineral deposits
The Government of the Czech Socialist Republic orders pursuant to § 19 paragraph 4 of the Act of the Czech National Council No. 61 / 1988 Coll., on Mining Activities, Explosives and on State Mining Administration (hereinafter "the Act"):
§ 1
(1) Organisations which conquer deposits of unreserved minerals which have not been decided to be suitable for the needs and development of the national economy (hereinafter referred to as "bearings"), or, where appropriate, which also modify or develop minerals, (1) are obliged to use them rationally and safely. The rational use shall mean economic and, where possible, full mining of bearings, subject to the following conditions:
(a) the acquisition focus on the use of all verified or qualified estimated deposits of the bearing in the designated territory, 2)
(b) the extraction process shall be determined on the basis of known geological data, mine technical conditions of the bearing and the physical mechanical properties of the minerals in such a way as to enable the use of also those reserves of bearing minerals which are temporarily not intended for mining for technological, technical or other reasons;
(c) to carry out the plot in an economically justified scale, but as soon as possible before conquest;
(d) hide material to be stored only in designated places so as not to restrict the use of bearing stocks for conquest and can be used economically for reclamation or other purposes; the same procedure for the disposal of waste material after treatment or processing of recovered minerals;
(e) in determining the length of the production ethic, the wall of the cutting, the degree, etc. (hereinafter referred to as the "mining element"), ensure that, in the planned range of conquest, less quality parts of the bearing are available;
(f) to determine the width, height, direction and inclination of the mining activity with regard to the physicomechanical properties of minerals; while ensuring the stability of the mining industry, the safety of operations, its personnel and its surroundings, as well as the use of suitable mining and loading machinery and transport equipment;
(g) to carry out the shredding, storage and handling of explosives in accordance with a specified conquest procedure, while complying with generally binding explosive legislation, 3)
(h) to take the bearing substantially from top to bottom and along the whole length of the mining ethic; Conquering from water to perform evenly and to a specified depth;
(i) where minerals obtained are also treated or treated, ensure that they are properly used by appropriate technological processes where there is no unnecessary loss or degradation of minerals;
(j) to store completed, prepared or processed minerals separately by type and quality.
(2) During the extraction of the bearing, the procedure by which the bearing is degraded or reduced or makes it more difficult to use, in particular the selective extraction aimed only at the quality of the bearing.
§ 2
(1) The plan for the use of the bearing contains in particular:
(a) the procedure and method for carrying out mining operations with data on ensuring the conditions of rational use of the bearing in accordance with Section 1;
(b) particulars of the issue and conditions of the territorial decision and the permit of mining works, (4) other decisions, if any, in accordance with special regulations, 5)
(c) a semi-rapid and educational situation with a ratio of 1: 500 and 1: 1000 respectively, and characteristic bearing cuts with determination of the mining ethaths, indicating the process of conquest.
(2) If this requires ensuring rational use of the bearing or other serious reasons, the organisation shall develop a change to the plan for the use of the bearing.
§ 3
The organisation is required to keep documentation on mining work, their control and guidance. The documentation shall regularly record and record the extraction process, the quantity and type of minerals obtained, the important mining geological and other operating data, as well as the findings, commands and measures concerning the use of the bearing.
§ 4
This Regulation shall enter into force on 1 July 1988.
