of 18 September 1962
on the remuneration for the approximation, balancing and removal of timber and bark from the forest
The Ministry of Agriculture, Forestry and Water Management, in agreement with the State Planning Commission, provides, pursuant to Section 5 of Government Decree No. 60 / 1959 Coll., on the scope of planning, pricing and control:
Scope and scope of the Order
For the approximation and balance of wood and bark from the forest in any way and any means of transport and for the transport of timber and bark from the forest by animal cover, the remuneration provided for in this decree shall be paid.
Socialistic organisations and individuals carrying out the approximation, balancing and removal of timber and bark from the forest (hereinafter referred to as "carriers') shall be obliged to carry out these actions in the most economical manner, to ensure that timber and bark are least damaged, and that cultures, vegetation, subsoil, protective fences, roads and bridges are investigated as much as possible and comply with transport lines and storage places designated by the contractor.
Interpretation of certain terms
(1) The following shall be regarded as raw wood under this Order:
(a) coniferous wood by the end of April (in mountain areas until the end of May) of the current year, if it has been cut down between 1 November of the preceding year and the end of February of the current year (in mountain areas until the end of March) and coniferous wood cut down between 1 March (in mountain areas from 1 April) until the end of October, within two months of its felling;
(b) leafy wood until the end of April (in mountain areas until the end of May) of the current year, if it was cut down between 1 October of the preceding year and the end of February of the current year (in mountain areas until the end of March) and leafy wood cut down during the period from 1 March (in mountain areas from 1 April) to the end of September, within two months of its felling.
The southernmost with falling bark or with a dried calf cannot be considered raw.
(2) A round with a centre thickness up to 19 cm and all the rod shall be considered as a weak round.
(3) A round with a centre thickness greater than 50 cm shall be regarded as a thick round.
(4) Cuts are considered to be short round, coniferous to 4 m length and leafy to 3 m length.
(5) Reimbursements under this decree shall mean basic remuneration, allowances and allowances.
Approximation
(1) Approximation means the launching, extraction, downloading, towing and carrying of timber from the stump to an export or departure site under such terrain conditions or in such a state of travel that excludes the use of means of transport for balancing (§ 7 (1)) or for the removal of timber (§ 10 (1)).
(2) The level of basic remuneration for approximation is determined by the location, the difficulty of work and the type of bonded timber. The basic remuneration shall be fixed for the following four field classes:
(a) the basic remuneration for Class I applies to convergence under favourable terrain conditions (e.g. plane, small field resistance or slopes up to 25% slope with smooth soil surface);
(b) the basic remuneration for Class II applies to convergence under more difficult terrain conditions (e.g. up to 5% or up to 25% slope with uneven soil surface and obstacles on the track, such as larger stones, tribes, pits, dense vegetation, thick wild boar higher than 75 cm, as well as increased danger of ice and dirt);
(c) the basic remuneration for Class III shall apply to convergence in difficult positions and under difficult conditions (e.g. obstacles on the line such as large boulders and rocks, peat or marsh land with a depth of 20 to 50 cm, strong unprocessed wood waste, reflows, mountain streams, semi-permeable areas with large protruding stunts and uncleared strong cuts, residual fuses and strains, or if it is very difficult to overcome by pulling over the self-cultured timber and logs in rocky land with terrain or other obstacles that require a frequent change in the direction of drag and removal or other frequent terrain obstacles); the basic remuneration of this class shall also apply to field convergence in the hill with a climb of between 6% and 10% and a slope of more than 25%;
(d) the basic remuneration for the IV. class applies to convergence in extremely difficult positions and under extremely difficult conditions (e.g. in the field up a hill of climb above 10%, after steep and rocky sides with the need to remove obstacles such as thick wood waste and rocks, to settle discharges, or to spread piles of piles with non-cleared traps, or to pull wood from steep rivers and drains, as well as to converge on unfrozen marsh land deeper than 50 cm or through the riverbed by means of ropes and pulleys).
(3) For each section of the line on which the wood converges, no more than the basic remuneration set for the class corresponding to the difficulty of each section referred to in paragraph 2 may be used. The basic remuneration "for the first 100 m of distance '(Section 5) may only be used when the approximation begins in the class to which this section corresponds; for the remaining distance of the same line, only basic remuneration for additional distances (Section 5) may be used according to the relevant terrain class.
(4) In the basic remuneration for approximation, the remuneration for the storage of timber on the supporting documents on the declared site shall be included in piles of at least 10 length metres and up to a maximum of 0,8 m, so that the lowest layer of wood deposited is at least 30 cm above the ground surface, the round face being aligned with a maximum of 50 cm and parallel to each other. The basic remuneration includes the remuneration for sorting timber into separate piles of weak logs and separate piles of strong logs, as well as for turning the tribes through strong or thin ends. The basic remuneration shall also include the remuneration for the deposit of equal wood at the declared place on the supporting documents for the games up to 2 m and a distance of 2 m from the vehicle horizontally side by side in the perpendicular direction to the axis of the journey. Games longer than 7 m must be crossed at both ends.
Basic remuneration for convergence
(1) The following basic remuneration shall be payable for the approximation of one full metre of the round:

(3) In the case of base remuneration for approximation determined for the first 100 m distance, distances of less than 100 m shall be rounded to the nearest 100 m. For basic payments set for each additional 50 m distance and starting 50 m distance, distances less than 50 m shall be rounded to the nearest 50 m.
(4) Individuals shall be paid basic remuneration in accordance with paragraphs 1 and 2, less 20%.
Reinsurance and proportional reinsurance - Net (of reinsurance) written premiums in the last 12 months - non-life activities
(1) The following increases are added to the basic remuneration for approximation:

(2) When stacking logs into ballasts (ramps), a surcharge is due to the carrier:

However, such supplements shall not be granted to the carrier if the total quantity of round metal thus deposited is less than 10 full metres.
(3) From the basic payments referred to in § 5, 5% shall be deducted in the approximation of timber along serious paths.
Balance
(1) Extraction means the movement of timber or bark from the point of approximation, or from the stump to the point of departure of any means of transport (e.g. horse's cover, sleigh or front axle of a vehicle, a track or a tractor-drawn trailer), unless it is possible for the terrain conditions to carry a full load and carry it out (§ 10 (1)).
(2) The level of basic remuneration for balancing is determined by the location, the difficulty of work and the type of balanced timber. The basic remuneration shall be fixed for two off-road classes. The basic remuneration for 1st class is valid for balancing the lines in favourable positions (plane, mild slopes up to a slope of 15%, etc.). The basic remuneration for Class II applies to balances made on other lines.
(3) The basic remuneration "for the first 500 m distance" (Section 8) can only be used when the balance begins in the class to which this section corresponds. only basic remuneration for additional distances (§ 8) of the relevant terrain class may be used for the remaining distance of the same line.
(4) The basic remuneration for balancing shall include the remuneration for the loading of wood or bark onto the means of transport, the transfer of cargo and the simple composition of the wood or bark at the point of departure.
(5) The simple composition of wood and bark means:
(a) in the case of a round of wood with a vehicle on a site designated by the client for the prepared supporting documents and rolling it down to a total distance of 7 m from the vehicle, provided that the adjustment of the complex and the terrain permit it without any extra work, as well as the roll-over of the pile, provided that it can be carried out by means of the self-loading of the folded wood, up to a maximum of the height of the loading surface or of the vehicle; individual pieces shall be placed side by side, shall not cross and face faces shall face with a maximum difference of 50 cm. A weak and strong round must be stored separately,
(b) in the case of flat wood and bark, the composition next to the vehicle in the place designated by the consignee to a border of not more than 2 m and not more than 2 m from the vehicle in which the log (the scrolls of the bark) must be placed on the ground horizontally adjacent to each other in the same direction perpendicular to the axis of the vehicle, but without having to balance the wood (the bark) so that the limit is accurately measurable. Games longer than 7 m must be cross-based at both ends.
Basic remuneration for balancing
(1) The following basic remuneration shall be paid for balancing one full metre of round:

(4) In the case of base remuneration for balancing determined for the first 500 m distance, distances of less than 500 m shall be rounded to the nearest 500 m. For basic payments set for each additional 250 m distance and starting 250 m distance, distances less than 250 m shall be rounded to the nearest 250 m.
(5) Individuals shall be paid basic remuneration in accordance with paragraphs 1 to 3, less 20%.
Exemptions, surcharges and offsetting
The same increases and surcharges are added to the basic remuneration for balancing and the same reductions as for approximation (Section 6).
Transport
(1) Departure means the movement of wood or bark by animal cover *) from the point of departure from which the most economical means of transport is the full load of wood or bark to the place of destination.
(2) For the amount of basic payments, the type of timber and the distance of departure shall be determined.
(3) The basic compensation for removal (Section 11) includes the remuneration for loading of wood or bark onto the wagon or, where appropriate, the sleigh, freight transport and simple composition at the place of destination.
Basic compensation for carriage
(1) The following basic remuneration shall be paid for the carriage of one full-metre round:

(3) The following basic remuneration is paid for the transport of one spatial meter of tannery bark:

(4) In the case of basic carry-overs set for the first kilometre of distance, distances less than 1 km per full kilometre shall be rounded. For basic payments determined for each additional 500 m distance and started at 500 m distance, distances less than 500 m shall be rounded to the nearest 500 m.
Exemptions and surcharges on removal
The basic remuneration referred to in § 11 shall be added to the premium and shall be granted as in approximation except those referred to in § 6 (1) (h) and (i).
Field increases and reductions
(1) In the case of the removal of timber or bark from the forest carried out on sections with an average climb of more than 10%, these sections shall be counted twice as regards the determination of the derived distance.
(2) In the case of the removal of timber or bark from the forest, carried out from 80% on trips with a gradient (so-called "tides'), the basic remuneration set out in § 11 shall be reduced by at least 15%, not exceeding 20%, taking into account the state of the journey.
Common provisions
The increases provided for in Sections 6, 9, 12 and 13 are only calculated on the basis of basic remuneration. When several different increases are applied, the following premium must not be calculated from the basic remuneration plus the previous premium.
(1) Where the distance from the point of start of work (the point from which the approximation, balance or take-off is carried out) is greater than 10 km from the position of the motor vehicle (when the animal cover is used from the place of residence), together with the distance from the point of end of work (the point of composition) from the position of the motor vehicle (if the animal cover is used), the following additional surcharge shall be applicable to the carrier for each full metre or, where applicable, the spatial meter of the approximate, exported or transported timber or bark:

(2) For a distance of up to 10 km, the surcharge referred to in paragraph 1 shall not apply to carriers.
In addition to the basic remuneration and, where appropriate, the increases and surcharges provided for in this decree, the carrier shall not be entitled to any other remuneration.
(1) The approximation, balance and removal of timber and bark from the forest are carried out by carriers on the basis of a specification issued by the forestry organisation.
(2) In particular, the specification must indicate the quantity of wood or bark intended for approximation, balancing and transport, the period during which the operation is to be carried out, the distance, the terrain and other conditions under which the operation is to be carried out, as well as the total remuneration per full metre (spatial meter).
(3) In doubt about the correctness of the determination of the terrain class, the granting of surpluses, surpluses and, where appropriate, the correctness of the determination of the haircuts under this decree, the district national committee shall decide.
Reimbursements for approximation, balance and removal shall be paid to individuals after the specified tasks have been performed. If a period of execution of more than one month is agreed, individuals shall be paid monthly in accordance with the work actually declared, and 20% of the monthly remuneration shall be paid only after the overall action taken.
In exceptional cases, the Ministry of Agriculture, Forestry and Water may allow derogations or derogations from the provisions of this Decree in agreement with the central authorities involved.
Final provisions
(1) They are repealed.

This Decree shall take effect on 1 September 1962.
