Regulation establishing Central Water Management

Government Regulation
of 27 November 1953
establishing Central Water Management.
The Government of the Czechoslovak Republic orders, with the consent of the President of the Republic pursuant to § 1 of the Constitutional Act No. 47 / 1950 Coll., on adaptations in the organisation of public administration:
§ 1.
The great challenges imposed on the water economy by the massive development of our socialist industry, advancing by the socialisation of the countryside and the rise in the standard of living of all populations, require that the water economy be managed and planned from one place, both by its own water management and investment preparation, construction, operation and maintenance of the necessary water works and equipment.
§ 2.
(1) Central Water Management is hereby established as a central office. it shall be managed by the President appointed by the Government.
(2) The central management of water management is subordinate to the Minister for Forestry and the Wood Industry.
§ 3.
(1) The Water Management Administration of Slovakia is hereby established; it shall be managed by the Chairperson appointed by the Board of Authors.
(2) The management of water management in Slovakia is subordinate to forest and timber industry officials.
§ 4.
(1) In particular, the central management of water management is responsible for:
1. management of water resources and water management,
2. water management planning;
3. water distribution for all economic sectors,
4. management of the preparation and construction of water-based investments; as regards the construction of energy equipment for water works, in cooperation with the Ministry of Fuel and Energy,
5. the management, operation and maintenance of water works and installations, with the exception of the management, operation and maintenance of hydroelectric power stations;
6. care for water management meliorations,
7. care for the purity of flows with water-based aspects;
8. care for flow adjustments if they go beyond forestry and technical meliorations;
9. care for navigability of watercourses and the construction of waterways,
10. research and technological development in the water economy,
11. the management of a comprehensive project service for the design of water works and equipment,
12. the care and placement of watercourses.
(2) The central management of water management is not responsible for the management of sources of mineral and medicinal water.
§ 5.
(1) The central management of water management shall carry out its tasks directly or by its authorities:
(a) the Water Development Centre;
(b) a research institute for water management;
(c) State Institute for the Design of Waterworks - Hydroprojekt,
(d) the economic production components of the water management.
(2) The central management of water management may establish economic production components as separate legal entities.
(3) The central management of water management also manages and assists the activities of the national committees on water management.
§ 6.
(1) The Statute of the Central Water Management and Water Management Administration in Slovakia is approved by the Government.
(2) The Statute of the Authorities of the Central Water Management Authority is issued by the Minister for Forests and the Wood Industry.
§ 7.
The government determines which water supply and drainage facilities of local importance will be integrated into the local economy's organisational system.
§ 8.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Minister for Forestry and the Wood Industry in agreement with participating members of the Government.
