regulating the management and management of universities.
The Minister of Education, Science and Arts hereby orders, in agreement with the Ministers of Interior, Finance, Agriculture and Minister, the President of the State Office of Planning pursuant to § 17 of Act No. 58 / 1950 Coll., on Higher Education, and § 30 (1) of Act No. 66 / 1950 Coll., on the working and pay ratios of civil servants:
In order to ensure a simplified and uniform arrangements for the administration and management of higher education institutions, this Regulation is issued as a general part of the Statutes of higher education institutions.
Universities are independent economic and planning units, directly subordinate to the Minister for Education, Science and Art. Their budget is part of this ministry's budget.
(1) The Rector is responsible for running the university. The management, plan and management of HEIs are carried out by the Rectorate. The Secretary responsible for the Rector shall lead the Rectory.
(2) In particular, the Rectorate is responsible for preparing the documents for the design of the economic plan and the budget of the higher education institution, for implementing the approved plan and for monitoring its implementation, for managing the financial resources of the relevant budget sectors under the applicable directives, for teaching scholarship vouchers, for the management of buildings in the first instance and for the provision of other economic agendas of the higher education institution, as well as for colleges, mens and physical establishments.
(3) The provisions on Rector and Rector apply mutatis mutandis to the Dean and Dean of Higher Education, which is not divided into faculties.
(1) For the performance of the accounting service, a accounting office shall be set up for rectorates as required. The Ministry of Education, Science and Art will adjust the details in agreement with the Ministry of Finance.
(2) The rector exercises the right of reference.
(1) The Rectorate is the personal and service office of university staff. The Ministry of Education, Science and Art may, in exceptional cases, grant derogations on the basis of a proposal from the Rector if this is required by the interest of the service.
(2) The Ministry of Education, Science and Art is responsible for:
(a) recruit staff in non-tariff classes and untie or cancel their employment;
(b) decide to transfer employees to another branch of government in agreement with the central office to which the staff member is transferred.
This Regulation repeals the Regulation of the Minister for Education, Science and Art of 13 July 1951, No 57 / 1951 Coll., which regulates the administration of higher education institutions, and the provisions issued pursuant to it.
This Regulation shall enter into force on 31 December 1952.
