about professional education.
The National Assembly of the Czechoslovak Republic decided on the following Act:
The purpose of professional education.
§ 1.
The purpose of professional education is to ensure the proper preparation of the widest levels of working people to perform their country's defence tasks, to deepen the unity of the working people with a people's democratic army, to raise the working people to loyalty and allied union with the Soviet Union and with the states of popular democracy, to increase their determination and ability to defend the country, and thus to ensure world peace.
§ 2.
These tasks shall be carried out by political, physical and military preparation primarily on the basis of voluntary participation by the widest levels of the working people.
§ 5.
A union for military cooperation.
(1) Voluntary organisations, in particular the Union for the Cooperation with the Army (hereinafter referred to as the Union), which is declared a voluntary organisation under Act No. 68 / 1951 Coll., on Voluntary Organisations and Gathering.
(2) The Union, in close cooperation with voluntary organisations, shall ensure that professional education is carried out in such organisations.
§ 6.
Use of buildings and land for professional education.
The use of land, buildings and equipment owned by the State or voluntary organisations may be used for professional training, to the extent and under the conditions laid down by the Ministry of Defence in agreement with the Ministry of Interior and the central authorities involved.
§ 7.
Sick and trauma care.
(1) Persons who have suffered an accident or illness in the course of professional education and who are not involved in military sickness care are entitled to sickness insurance benefits under the National Insurance Act, even if they are not insured under the National Insurance Act.
(2) If the persons concerned become unfit for the occupation as a result of the accident or illness referred to above, they are entitled to an arrangement under Act No. 164 / 1946 Coll., to care for military and war victims and war victims and fascist persecution, unless they are entitled to an arrangement (pension) under other more favourable legislation. If the persons concerned have died as a result of the accident or illness referred to above, the survivors shall have similar claims.
(3) The details of the implementation of the provisions of paragraphs 1 and 2, as well as any exceptions, are laid down by the Ministry of Labour in an official decree in agreement with the competent central authorities and the Revolutionary Trade Union Movement.
§ 8.
Exemption from taxes, levies and charges.
The legal and official acts required to implement this law shall be exempt from taxes, levies and charges.
§ 9.
The cost of professional education.
(1) The costs of carrying out professional education are borne by voluntary organisations.
(2) The costs of the Union for which its funds are insufficient are borne by the State.
Final provisions.
§ 10.
Measures taken before and in accordance with the Act are valid.
§ 11.
All provisions contrary to the provisions of this Act shall be repealed; in particular, Act No. 184 / 1937 Coll., on Vocational Education is repealed.
§ 12.
This Act shall take effect on the day of its publication; It shall be implemented by the Minister for National Defence in agreement with the participating members of the Government.
