DECLARATION
State Commission for Scientific, Technical and Investment Development and the Federal Statistical Office
of 8 October 1986
amending and supplementing Decree No. 145 / 1983 Coll., authorising the opening of buildings, confirming the date of their completion and the registration of buildings
The State Commission for Scientific, Technical and Investment Development pursuant to § 53 (1) (e) of Act No. 133 / 1970 Coll., on the competence of federal ministries, as amended by Act No. 115 / 1983 Coll. and the Federal Statistical Office pursuant to § 35 (2) of Act No. 21 / 1971 Coll., on the Single System of Social Economic Information, provides:
The Decree of the State Commission for Scientific, Technical and Investment Development and the Federal Statistical Office No. 145 / 1983 Coll., on authorising the start of construction, confirming the date of completion and registration of construction is amended as follows:
1. Paragraph 1 (2) reads as follows:
"(2) The decree shall apply to:
(a) the buildings provided for as binding tasks of the State Plan (hereinafter referred to as "the binding buildings"), 2
(b) the construction of centralised and other2) over 10 million CZK of budgetary (calculation) costs included in the investment plan (hereinafter referred to as "centralised and other buildings"), provided that the construction of complex residential buildings is not covered by Part Two;
(c) machinery and equipment not included in the budgets of building 2a) as defined as binding tasks of the State Plan, (2) requiring construction and (or) assembly work (hereinafter referred to as "buildings"). '
2. the following paragraphs 3 and 4 are added to Article 1:
"(3) For constructions over 2 million Kčs not exceeding 10 million Kčs, the budgetary (calculation) costs included in the investment construction plan, with the exception of binding construction and complex housing constructions, may be determined by the relevant planning committee or the competent central investor authority that the second part also applies to such constructions.
(4) The decree covers buildings whose investors are domestic socialist organisations and which are to be carried out in the territory of the Czechoslovak Socialist Republic or abroad by Czechoslovak socialist organisations for the Czechoslovak Socialist Republic. "
3. In Article 2 (3), the words "the buildings provided for in the binding tasks of the State Plan (hereinafter referred to as" the binding buildings ") are replaced by the words" the binding buildings. "
4. In Section 4 at the end, point (i) is added as follows:
"(i) the investor has applied the property sanction12a) and compensation for damage to other participants in the construction, if it is late in completion of the complete parts of the construction, transfer of capacity to the test operation and completion of the construction according to the construction timetable is a binding construction; The investor shall demonstrate compliance with this condition for centralised and other buildings except those providing national target programmes, state scientific and technological programmes or environmental protection structures 12b) '.
5. in Article 6 (b), the words "and the Federal Ministry of Finance" shall be deleted;
6. In Paragraph 6 (c), the words "and the Federal Ministry of Finance 'are deleted and the word" participated' is replaced by the word "participated '.
7. in Paragraph 13 (2) (a), the words "over 10 million CZK of budgetary costs included in the investment plan" shall be deleted.
8.
Change in budgetary costs
If, in the course of the implementation of the construction, an increase in its budgetary costs included in the investment plan is made in such a way that the construction complies with the conditions of validity of this decree, the provisions of Part Three and Part Four shall apply to it. '
The decree shall take effect on the day of its publication.
