State Commission for Scientific, Technical and Investment Development
of 7 October 1985
on the information system on properties of substances and materials
The State Commission on Scientific, Technical and Investment Development provides, pursuant to § 53 paragraph 1 (b) of Act No. 133 / 1970 Coll., on the jurisdiction of federal ministries, as amended by Act No. 115 / 1983 Coll.:
§ 1
Basic provisions
(1) This decree establishes a system of information on the properties of substances and materials (hereinafter referred to as "SIO '), which is integrated as a specialised system into a system of scientific, technical and economic information.
(2) The SIO is created as a decentralised system consisting of special-purpose thematic information sets (hereinafter referred to as "files") with the possibility of using existing information resources of research and use organisations for materials and substances.
(3) Information data within the meaning of this Decree means the initial factual information verified in accordance with the procedure laid down in Article 4, in terms of reliability, accuracy and completeness, which are integrated into the SIO and the secondary information, in particular on the content of the files and their holders.
(4) The specified substances and materials (hereinafter referred to as materials) are materials produced in the Czechoslovak Socialist Republic, or other materials, in particular from the production of the States of the Council of Economic Assistance and other materials imported into the SIU, which are gradually, according to the needs of the national economy and international cooperation, included by the Standardisation and Measurement Office in agreement with the central authorities involved. The Communication on the inclusion of a specific material in the SIO shall be published by the Standards and Measurement Office in the Bulletin of the Office for Standardisation and Measurement.
§ 2
Objective and content of the SAO
(1) The aim of the SIO is to concentrate data on the properties of the materials in the centres established under this Decree and to organise them in sets so that they can be used effectively. The establishment of the SAO also creates conditions for the implementation of cooperation in the area of building, planning and using the Council's Standard Information System on the Properties of Substances and Materials (SSSD RVHP).
(2) Initial data shall be broken down into three basic categories according to their degree of reliability:
(a) in the first category, indicative factographic data on the characteristics of materials whose production technologies, chemical composition and test methods are partially or completely unknown and the default data do not guarantee reproducibility; these data have the character of SSSD RVHP indicative data,
(b) in the second category, information factographical data on the properties of materials whose production, chemical composition and test methods are known and reproducible. Initial data on the properties of substances and materials are provided with a permissible error; these data are of the nature of SSSD SSHP information,
(c) in the third category, guaranteed factographical data are provided on the characteristics of clearly identified materials which have been obtained on the basis of fully reproducible experimental or computational methods which ensure, with a pre-determined statistical probability, the degree of reliability of the data effective for each use. The guaranteed data shall contain numerical values of confidence intervals; these data have the character of standard SSSD RVHP data.
§ 3
Organisation of the creation and use of the SIO
(1) The management of the establishment of the SIO shall, to the extent defined by this Order:
(a) the Office for Standardisation and Measurement,
(b) ministries and other central authorities.
(2) The executive components of the SIO are:
(a) a specialised SIO institution;
(b) an organisation authorised to establish and manage national files in a specific area (hereinafter referred to as "SU specialised centres");
(c) organisations producing materials.
(3) The SIO shall in particular use:
(a) organisations engaged in research, development, preparation or production of materials and organisations using materials;
(b) the Office for Inventions and Discoveries in the implementation of state expertise in the application of inventions, as well as organisations, inventors and improvements in the preliminary novelty surveys;
(c) authorities and organisations responsible for the processing of draft technical standards and authorities authorised to approve such proposals;
(d) organisations which check and verify the properties of materials;
(e) State testing in the performance of public testing;
(f) the site of the scientific, technical and economic information system in the framework of the information activities for research, development and management of the development of science and technology.
§ 4
Standardisation and Measurement Authority
Office for Standardisation and Measurement in the Field of Creating and Utilization:
(a) Instructs, in agreement with the competent central authorities and after agreement of the State Commission for the Scientific, Technical and Investment Development, the organisation of the functions of the SMI specialised centre; it shall, in its mandate, determine its scope. 1)
(b) It shall issue, after consultation with the State Commission for Scientific, Technical and Investment Development, methodological guidelines setting out the procedure of the SMI specialised institution and the SU specialised centres for the collection, storage, updating, searching and provision of information and for the verification of its reliability, and the forms and types of information provided.
(c) It shall ensure the performance of tasks related to the building and use of SSSD RVHP.
§ 5
Central authorities
The central authorities shall, within their competence, propose appropriate organisations and ensure all necessary conditions for their proper performance and shall check, in cooperation with the SU specialised institution, the performance of the tasks imposed by this decree in their management organisations.
§ 6
Specialised institution of the SIO
The coordination of the creation and use of SIO and SSSD RVHP in CSSR is provided by the Czechoslovak Institute of Technical Standardisation and Quality in Bratislava as a specialised institution of the SIO.
The SIO's specialised institution shall be responsible for:
(a) analyse the needs of the national economy in the area of information on the properties of substances and materials;
(b) register, store, update and provide secondary data on the content of the files and their holders;
(c) orient users to the efficient use of home-made materials (e.g. by publishing publications containing published figures) and to provide available information on materials produced in the Member States of the RVHP; use files created in other States of the RVHP, as well as files created within international organisations, etc.,
(d) on the basis of analyses carried out by material manufacturers and cooperation with the SÚ specialised centres to submit suggestions on:
1. the determination of new properties of both used and new materials;
2. limitation of the range of materials,
3. restrictions on imports of materials,
4. unification of test methods of materials,
(e) to make proposals for further planned development and improvement of the SAO according to the needs of the national economy;
(f) methodically guide the processing of information entering the ECO;
(g) to check, in cooperation with the competent central authorities, compliance with the obligations laid down in this Decree in the SMI specialised centres;
h) carry out the national centre's tasks in SSSD RVHP.
§ 7
Specialised SIO centres
(1) The SIO's specialised centres are responsible for:
(a) carry out measurements to determine the exact values of the physical constants and to obtain data on the properties of the materials;
(b) to create files within the scope defined by the delegation pursuant to Article 4;
(c) verify the reliability of the information entering the file and, as a result, classify the information in the relevant categories;
(d) publish summary information on file content;
(e) provide information on:
1. materials according to the specified properties,
2. properties values for specified materials,
3. interchangeability of materials,
4. materials based on product requirements;
5. values of material properties in conditions specified by the user,
(f) on the basis of a mandate given by the Standardisation and Measurement Authority and after the agreement of the superior central authority to perform tasks in the area of the building and use of SSSD RVHP to the extent specified in the mandate.
The information shall be provided by the SU specialised centres on the basis of an analysis of the file and the status of the file in force at the time of transmission of the query at the date agreed with the user by the SU specialised centre.
(2) The SU's specialised centres are required to keep up-to-date the files according to the current state of science and technology and to transmit in time and free of charge secondary data on the content of the files and their update to the SU's specialised institution for further use.
(3) The tasks arising from SSSD RVHP are set out by the Office for Standardisation and Measurement in agreement with the relevant central authorities.
§ 8
Obligations of organisations producing materials included in the SIO
(1) Organisations producing materials established in accordance with Paragraph 1 (4) are required to transmit to the competent SU specialised centre free of charge such verified information as is necessary for the proper management of the file. The information shall be provided on forms sent on request by the relevant SU specialised centre. All changes in production which result in changes in information registered in the SU shall be reported immediately to the relevant SU specialised centre, except in the case of information of a secret nature under national, economic and professional secrecy legislation.
(2) The organisations referred to in paragraph 1 are responsible for the reliability of the information on the materials they produce.
§ 9
Tasks of users
The authorities and organisations referred to in Article 3 (3) shall use the SIO and SSSD RVHP to continuously improve the quality and efficiency of the activity carried out and shall use the SSSD RVHP in their activities and in economic and scientific and technological cooperation.
§ 10
Price for information provided
For the information provided, the organisation is required to pay the price determined in accordance with price regulations to the SU specialised institution and to the SU specialised centres. The information referred to in Article 2 (2) (c) shall be provided free of charge.
§ 11
This Decree shall take effect on 1 January 1986.
