Decree of the Ministry of Education of the Czech Socialist Republic on the organisation and educational activities of pioneers' and youth houses, young technicians' stations, young naturalists' and young tourists' stations

on the organisation and educational activities of pioneers' and youth houses, young technicians' stations, young naturalists' and young tourists' stations
The Ministry of Education of the Czech Socialist Republic, in agreement with the Czech Central Committee of the Socialist Youth Association and the Czech Central Council of the Pioneer Association of the Socialist Youth Association, pursuant to § 45 (2) of the Act of the Czech National Council No. 76 / 1978 Coll., on educational establishments, and pursuant to § 14 (2) (a) of Act No. 77 / 1978 Coll., on State Administration in Education:
§ 1
Professional home and station management
(1) Pioneers' and youth homes (hereinafter referred to as "homes") and young technicians' stations, young scientists' and young tourists' stations (hereinafter referred to as "stations") establish and abolish national committees in accordance with the specific regulations (1) in agreement with the competent authorities of the Socialist Youth Union. The professional management of local and district houses and district stations is involved in the district committees of the Socialist Youth Union, in the professional management of regional houses and stations of regional committees of the Socialist Youth Union.
(2) Julius Fucík's Central House of Pioneers and Youth in Prague is directly managed by the Ministry of Education of the Czech Socialist Republic; the mission and tasks of this house and the way in which it is managed are determined by the Statute of the Central House of Pioneers and Youth Julius Fuchík in Praze.2)
(3) The Director of the House or Station (hereinafter referred to as "the Director ') shall be responsible for the operation of houses and stations to the National Committee.
(4) The ideal and content content of the activities of the houses and stations referred to in paragraph 1 shall be determined by the National Committee which shall conduct them professionally (hereinafter referred to as the National Committee) and by the competent authority of the Socialist Youth Association (hereinafter referred to as the SSM) in mutual agreement.3)
(5) The activity of houses and stations is governed by an annual activity plan prepared by the Director, approved and evaluated by the National Committee and the competent authority of the SSM. The National Committee and the competent authority of the SSM shall jointly, as appropriate and separately, monitor the educational activities of houses and stations by mutual agreement; they shall inform each other of the outcome of the check.
(6) On interest and methodological activities, the individual houses and stations are accompanied by simple documentation, which they store in the archive of houses and stations when the activity is completed.
(7) Home and station workers are recruited and engaged by the National Committee; as regards directors and professional pedagogues, they shall do so after prior consultation with the SSM body involved in the professional management of the house or station.
§ 2
Organisation of houses and stations
(1) In regional houses and district houses (4), the national committees set up the following departments:
(a) methodological;
(b) a school for the education of pioneer workers;
(c) social sciences;
(d) natural sciences;
(e) techniques;
(f) aesthetic education,
(g) gym and sport;
(h) professional education and tourism;
(i) economic.
(2) The Department of Technology, the Department of Natural Sciences and the Department of Defence Education and Tourism of Regional Houses or District Houses may be established in a dislocated workplace; where the departments listed here are established in a dislocated workplace, they shall be referred to as stations forming part of houses.
(3) If a more efficient organisation of educational activities of homes requires this, the Regional National Committee may set up as a separate establishment instead of the department of the regional house of the regional youth technicians station, instead of the department of natural sciences, the regional youth science station and the department of professional education and tourism of the regional youth tourist station. Similarly, the District National Committee may set up as a separate establishment instead of the Department of Technology of the District House of Young Techniques, instead of the Department of Natural Sciences of the District of the District of Young Scientists and instead of the Department of Defence Education and Tourism of the District of Young Tourists.
(4) A young technician station set up under paragraph 3 shall be subdivided into:
(a) young technicians;
(b) radiotechnicians, electrical engineering, cybernetics,
(c) modelling,
(d) transport education and motoring;
e) photo and film.
(5) A youth science station established under paragraph 3 shall be subdivided into:
(a) general biology;
(b) zoology and breeding;
(c) botany and cultivation;
(d) working with inanimate nature;
(e) chemistry,
(f) mathematical-physical.
(6) A youth tourist station established pursuant to paragraph 3 shall be subdivided into:
(a) hiking;
(b) water tourism;
(c) cycling and motor tourism;
(d) ski and mountain tourism;
(e) professional education.
(7) In local houses and in urban houses (4), the national committees set up the following departments:
(a) social sciences;
(b) natural sciences;
(c) techniques;
(d) aesthetic education;
(e) physical, industrial and tourism activities.
(8) With the knowledge of the National Committee, basic organisations of social organisations that develop activities with children and young people may operate at houses and stations. The principles of cooperation between houses and stations and basic organisations of social organisations shall be laid down in agreements concluded between houses and stations and social organisations approved by the National Committee.
Activity of homes and stations
§ 3
(1) Houses and stations work with pioneers, members of the SSM and other children and youth, usually up to the age of 18 (hereinafter referred to as "children and youth").
(2) Houses and stations develop regular and occasional interest activities.
(3) An interest activity shall be carried out on a regular basis in the various departments of the houses and stations in the interest services, which are in particular interest rings, clubs, sets, interest-oriented courses etc., working regularly in accordance with the approved activity plan (hereinafter referred to as the "interest unit ').
(4) The interest unit shall be set up at a minimum of 15 registered persons and shall be filled up to a maximum of 30 members. The interest unit shall be cancelled or merged with another unit if the number of members falls below 10. Exemptions from a specified number of members of interest services shall be authorised by the Director, with the agreement of the national committee which shall provide economic security for the installation.
(5) Occasionally (lectures, meetings, gatherings, competitions, seminars, shows, etc.) are organised by the houses and stations.
(6) Houses and stations also organise permanent and travelling camps and tours on holidays and on leisure days, and provide travel routes.
(7) Standing camps shall be held for a minimum of 30 participants, tours for a minimum of 15 participants. The number of participants in travel camps shall be determined by the Director taking into account the type of camps. Standing camps last one to three weeks, travelling camps one to two weeks, tours up to four days.
§ 4
(1) Standing camps are organised as:
(a) camps with a professional focus on social sciences, science, technical and artistic as the culmination of the year-round activities of interest services;
(b) training camps organised to culminate in the activities of physical, tourist or certain technical and defence interest services;
(c) professional concentration of social sciences, science, technical, artistic, physical, tourism and industry, organised for selected individuals or groups to improve in the relevant field;
(d) reciprocal exchange camps which houses and stations organise for members of interest services on the basis of cooperative agreements with the houses of pioneers and youth of socialist and friendly states.
(2) Travelling hiking camps or means of transfer (such as water) of an expedition character with a professional thematic focus on social sciences, science, technical, artistic, physical, tourism and industry are organised as:
(a) advanced camps with accommodation in their own tents at campsites, rented premises or in a public hostel;
(b) star camps with accommodation in their own base, in rented buildings or in public hostel, travelling around and returning to the base.
(3) The tours are organised as:
(a) professional excursions and training tours for members of interest services;
(b) meetings of the nature of the meeting organised as an occasional interest for members of the Pioneer Organisation of the Socialist Youth Association (hereinafter referred to as "the SSM") and the SSM,
(c) meetings of the nature of the professional concentration;
(d) excursions of a recreational nature.
§ 5
(1) Houses participate in the education of pioneer workers (§ 2 (1) (b)) according to the requirements of the competent authorities of the SSM.
(2) The houses organise professional concentration of Pioneer assets - chairmen and members of group or group councils, leading sparks stars, members of district pioneers' staff and professional concentration of binding assets - instructors of the PO SSM.
(3) Houses and stations methodically assist post-SSM, SSM, primary schools, basic nine-year-olds, youth schools requiring special care and secondary schools, and, under the responsibility of the National Committee, lower level houses and stations.
(4) Methodological assistance to the PO SSM is provided by homes, in particular through methodological departments and schools for the education of pioneer workers, in particular in the education and preparation of Pioneer assets, instructors of the PO SSM and pioneer workers, and in the content of the activity of the PO SSM.
(5) Methodological assistance to the schools referred to in paragraph 3 and the SSM is provided by houses and stations in particular in the development of interest activities and the organisation of various events.
(6) Houses and stations shall also issue, on the basis of an adaptation plan approved by the National Committee, methodological materials for the needs of home and station workers, leading interest services, non-teaching staff and after consulting the competent authority of the SSM, materials for the needs of pioneer workers.
(7) Houses and stations, under the responsibility of the National Committee, participate in the management of the political and professional growth of lower-level workers, organise meetings, seminars and training for them, carry out training and consult them.
(8) Under the responsibility of the National Committee and the competent authority of the SSM, regional houses shall monitor and analyse basic indicators on the activities of district, urban and local houses and district stations to the extent set by the Regional National Committee and the competent authority of the SSM.
§ 6
Reimbursement of operating costs
(1) Only children and young people whose parents or other legal representatives (hereinafter referred to as "parents") take part in regular, regular, permanent and travelling camps and tours shall take part in the participation of their parents or other legal representatives (hereinafter referred to as "parents") on a contractual basis in full or in part in the cost of such activities; the arrangements for the reimbursement of costs and their amount as agreed in advance by the Director, as instructed by the National Committee, which provides economic security for houses or stations.
(2) The obligation to pay in whole or in part the costs of the activities of children and youth referred to in paragraph 1 shall be assumed by parents by signing an application for such activities.
(3) The application shall indicate the obligation of the parents to cover the costs of the interests referred to in paragraphs 4 and 5, or the costs associated with permanent or travelling camps or tours, or any other costs which the parents are obliged to bear, and the date for payment of the partial or full remuneration.
(4) In all interest services of homes and stations, parents contribute to the partial payment of the consumed material with a lump sum of 10 Kcs, which is due when registered in the interest department. The amount of 10 Cds shall not be returned to parents, even if a child or a young person terminates prematurely his or her work in a pet body.
(5) In the interest services of sewing and cooking and girls' clubs, members' parents shall also pay for any material or raw material consumed if the manufactured goods remain in the personal ownership of the member of the interest unit.
(6) Parents pay their contribution
(a) for permanent and travelling camps in the Czech Republic, the cost of food and fare and, where applicable, the admission fees when visiting the places where the admission fee is levied;
(b) for meetings of the nature of professional concentration, for professional excursions and training tours, all expenses except transport expenses;
(c) on occasional activities of interest mainly of tourism or sports, organised on holidays and leisure days, meetings of the nature of meetings, trips of a recreational nature, exchange camps and travelling camps abroad,
(d) when visiting performances and undertakings on which admission, public transport and admission are levied.
(7) Other costs associated with the operation of houses and stations shall be borne by the National Committee which shall provide them with economic security.
(8) The funds received from parents by paying the costs referred to in paragraphs 1, 4 and 6 are the income of the national committee which provides economic security for houses and stations.
§ 7
Operation
(1) Houses and stations shall operate from 1 September of the current calendar year until 31 August of the following year. Interest services shall commence operations at the end of September and shall normally end on 15 June. Houses and stations also develop activities on Saturdays and Sundays and on school holidays; in the evening they work mainly with the youth.
(2) The organisation of the operation and operation of houses and stations shall be governed by the rules of organisation to be adopted by the Director after approval of the national committee.
§ 8
Health and safety of children and youth in the operation of homes and stations
(1) In the care of the health and safety of children and youth, home and station workers are governed by generally applicable rules. 5)
(2) When organizing permanent and travelling camps, houses and stations follow the health principles established by the Ministry of Health of the Czech Socialist Republic for summer recovery events. 6)
(3) Children and youth are insured against accidents when operating in houses and stations. 7)
§ 9
Repeal
The guidelines for the organisation and operation of the houses of pioneers and youth and youth centres of young technicians, naturalists and tourists of 28 May 1975 no. 15 870 / 75-201, published in the Bulletin of the MŠ and MK ČSR in 1975, p. 99, the publication of which was announced in the volume of 20 / 1975 of the CSSR Act.
§ 10
This Decree shall take effect on 1 September 1979.
