Governments of the Czechoslovak Socialist Republic and the Central Council of Trade Unions on the participation of workers in the creation, implementation and control of the sixth five-year plan and implementation plans in the years 1976- 1980, approved by Resolution 209 of the Government of the CSSR of 10 July 1975
In line with the basic objectives of the economic policy of the Communist Party of Czechoslovakia, the directive for drawing up the 6th Five-Year Plan sets out challenging tasks for the further effective development of our national economy as a basis for increasing the needs of all workers. Successful performance of the planned tasks requires a uniform procedure for state, economic and trade union and socialist organisations in the development and implementation of the 6th Five-Year Plan.
It is essential to improve the management of the entire national economy for further intensive development of production. At the same time, it is desirable to create all-round conditions for active participation by workers in production management and to consolidate the synergies between economic and trade union authorities throughout the planning process.
In the sixth five-year period, the focus of workers' attention will be on the permanent detection of all reserves, in particular the reduction of the consumption of raw materials, materials, fuels and energy, the increase in labour productivity through greater application of science and technology and better use of working time funds, the shortening of construction times, early putting basic funds into operation, improving product quality, improving the range of goods and services. Increased care will need to be given to security of supply for downstream industries, the implementation of development and innovation programmes, the tasks of socialist economic integration and the improvement of supply-related customer relations. Leaders of economic workers and trade unions, in accordance with the plan and the resources created, will pay constant attention to meeting the work, living, social and cultural needs of the workers as an integral part of their activities.
The Government of the CSSR and the ÚRO pursuant to Act No. 145 / 1970 Coll., on National Economic Planning, lays down the following principles:
I. To secure the objectives of the 6th Five-Year Plan
State, economic and trade union bodies shall:
1. ensure information and consultation of the draft five-year plan in the relevant trade union body and take joint policy-organisation measures, in particular setting out how workers are to know the tasks arising from the draft five-year plan;
2. ensure that a comprehensive programme of care for workers, including material and financial security, is part of the five-year economic plan of production units and socialist organisations. These programmes and the monitoring of their implementation shall be discussed in the relevant trade union bodies and with all working organisations;
3. organise the development of an initiative for workers to implement and strengthen the Directive for the preparation of the 6th Five-Year Plan and, where appropriate, for its desired overrun;
4. evaluate, at the same time as the implementation of the annual implementation plans and annual management analyses, the achievement of the basic objectives of the sixth five-year plan.
II. Participation in the preparation of implementation plans
The joint tasks of the state, economic and trade unions shall be:
5. discuss the tasks contained in the Directive for drawing up the draft implementing state plan and its breakdown in the relevant trade union body and take joint policy-organisation measures. In these measures, following the timetable for the planning work process, define a specific time-frame, allowing the quality preparation and discussion of the draft plan in socialist organisations with the participation of workers. To provide specific organisational and methodological assistance to the lower authorities in the organised participation of workers in the preparation of the plan;
6. Orient, in accordance with the specific conditions of the sector or sectors of socialist organisations and establishments, that the period of discussion of the draft plans should be used to identify reserves and increase the efficiency of production and services and to develop the initiative of workers to strengthen the implementation plan directive in the desirable directions;
7. Ensure that the tasks of the comprehensive staff care programme are materially and financially secured in the relevant parts of the implementation plan;
8. together with the preparation of the draft implementing plan, prepare a new collective agreement with the participation of the workers. In order to benefit from the results and conclusions of the public half-yearly control of the collective agreement, the half-yearly analysis of the management and the implementation of a comprehensive staff care programme;
9. in parallel with the preparation of the draft plan, develop thematic tasks plans at sectoral, sectoral and organisational level;
10. encourage lower economic and trade union bodies to ensure the participation of the best workers, innovators, improvement workers, brigades of socialist work, thematic groups and complex rationalisation brigades in addressing the different problems of the draft plan.
In addition, the economic authorities shall:
11. familiarise workers with the tasks contained in the Directive, in particular with the tasks of scientific and technological development, with comprehensive socialist rationalisation programmes, in particular in the field of material and energy performance of production and obtaining them for active cooperation in their preparation;
12. regularly, during the preparation of the draft plan, make the relevant trade unions aware of the state of its preparation, of the specific material measures to secure the plan, discuss the draft plan with them and seek their opinion on it;
13. Use the comments and suggestions of the labour and trade union bodies to improve the level and reality of the plan and to inform the relevant trade union authorities of their application;
14. submit, together with the draft plan, the opinion of the relevant trade union body on this proposal to its superior authority and inform the trade union body in retrospect of its use.
Furthermore, the task of the trade unions is:
15. Involving workers and concentrating their attention on better use of basic resources, working hours and stocks, reducing their own costs, in particular material, saving raw materials, materials (mainly imported), fuels and energy, on the greater application of science and technology in the production process, on the performance of the tasks of investment construction, in particular by the timely completion of new buildings, on improving the technical level and quality of products, on improving the assortment of goods and services, on promoting all-round economy;
16. use production councils, membership meetings, assets and effective forms of technical and economic propaganda to inform workers about the draft plan, to encourage their initiative to remove bottlenecks and endangered articles in production (activity) and to exchange experience in the application of the forms and methods of participation of workers in the design of the plan;
17. in accordance with the Decree of the State Planning Commission and the State Arbitration of the ČSSR on Discussing Supplier-customer Relations in the Planning Process, assist in concluding the associated commitments of socialist organisations to better secure scheduled supplies;
18. Prepare an opinion on the draft plan, on the basis of the ideas and comments of the workers and trade union assets, together with the draft plan to discuss it in the relevant trade union body. In the opinion, give particular comments on the production (performance) plan, science and technology, investment construction, work and wages, the financial plan, the programme of comprehensive socialist rationalisation, the comprehensive programme of worker care and environmental protection.
III. During the implementation period of the implementation plan
The joint tasks of the state, economic and trade union bodies shall be:
19. Organise the development of the workers' initiative, focusing primarily on the qualitative indicators of the plan;
20. To provide effective organisational and methodological assistance to subordinate organisations in organising the participation of management workers;
21. To carry out regular evaluations of the effectiveness of the development of socialist competition and creative initiatives, to value individuals and communities following the implementation of the planned tasks;
22. On the basis of a check of the implementation of the plan and an analysis of the causes of its non-compliance, take effective measures to ensure the timely implementation of the plan's tasks and, in the event of a threat to the performance of the planned tasks, mobilise all forms of the work to ensure them;
23. develop a wide range of technical and economic propaganda and agitation and organise an exchange of experience. Extend and popularize the best forms of work and creative initiatives in order to effectively help carry out the planned tasks;
24. To encourage lower economic and trade union bodies to create comprehensive rationalisation brigades, thematic groups and involve innovators, innovators, technicians, best workers and members of the Brigades of Socialist Work to address individual production and thematic tasks;
25. encourage, where this will be beneficial to the national economy, overplank production and speed up supply, to act on the planned improvement of the qualitative indicators of the plan.
In addition, the economic authorities shall:
26. Inform trade union authorities thoroughly of the objectives and objectives of the plan and of the way in which the tasks are carried out;
27. to carry out a timely breakdown of the approved plan up to the internal services according to the single plan methodology and the organisation's information system, to determine the economic conditions for ensuring them, including the focus of the development of the workers' initiative;
28. organise production meetings, technical conferences, assets, etc., together with trade union bodies, to discuss the tasks of the plan, how it is implemented and the conditions for the development of the labour and creative initiative;
29. Collect, evaluate and implement the comments and suggestions of workers aimed at making production and services more efficient and improving the working and environment, and inform them in turn of their use;
30. inform the relevant trade unions in due time of any changes to the production programmes and inform them how the existing production programme is ensured in other plants, imports, etc.;
31. Ensure that the tasks of the comprehensive programme for the care of workers, in particular women and youth, are carried out consistently;
32. discuss the changes and modifications of the plan with the relevant trade union body and request its opinion on them in advance;
33. Inform the competent trade union authorities in good time of the reallocation and release of reserves.
Furthermore, the task of the trade unions is:
34. Prepare and discuss an opinion in the relevant trade union on proposals for amendments to the plan;
35. organise production meetings and meetings to discuss the tasks of the plan and the development of labour and creative initiatives for workers;
36. explain to workers changes in production programmes and to ensure the production of new products to organise the development of the workers' initiative.
IV.
The joint tasks of the state, economic and trade unions shall be:
37. Continuously create substantive and time-consuming conditions for the broad participation of workers in the control of economic plans and in analyses of economic activity. To organise a half-yearly public control of the implementation of the plan, together with a control of the implementation of collective agreements, comprehensive staff care programmes and an evaluation of the development of the workers' initiative;
38. ensure that regular monitoring of the implementation of the plan is carried out in all socialist organisations, plants, plants and workshops and familiarise workers with the specific performance of tasks in decades and months. Inform workers of the substantive tasks of the science and technology plans and implement measures to secure the innovation plan;
39. regularly assess the implementation of the qualitative indicators of the plan, in particular the use of basic resources, the reduction of material consumption, raw materials, fuels and energy, the increase in labour productivity, labour savings, the reduction in workmanship and overtime, further assess the implementation of comprehensive socialist rationalisation programmes, the implementation of development support programmes, the progress of the implementation of the investment programme and the performance of supply-customer relations tasks;
40. Ensure a continuous check of the implementation of comprehensive staff care programmes and monitor that the appropriations allocated and the limits for their implementation are fully used for this purpose;
41. In carrying out analyses of economic activity, take constant account of the ideas and comments of the workers and inform them of the use of these comments in the activities of the organisation;
42. Explain the consequences of the performance or failure of the planned tasks on personal and collective material interests, reflected in the allocations to the remuneration fund and the fund of cultural and social needs;
43. regularly check compliance and consolidation of planning discipline and discipline and socialist legality.
Furthermore, the task of the trade unions is:
44. discuss the evaluation of the results achieved in economic activity and, in the absence of the planned tasks, apply the educational activities of the working group to individuals at the member meetings and conferences of the basic organisations of the ROH;
45. collect the best experiences, generalize them, promote them and publish negative findings.
V. Final provisions
46. These principles shall be developed by the sectoral central authorities, together with the relevant central trade union committees, on the conditions of the relevant sectors, where appropriate, in order to ensure active participation of workers throughout the planning process. At the same time, they shall ensure a specific time-frame for the preparation of the draft plan and the approved plan, which will enable a thorough discussion of the plan with workers;
47. The major discrepancies arising from the different opinions of the trade unions on the draft plan, its amendments and the monitoring of the implementation of the plan shall be dealt with by the superior state or economic authority in agreement with the relevant higher trade union body;
The 48th principles shall become effective on 1 January 1976. However, it is already in the context of the preparation of the sixth five-year plan and the implementation plan for 1976;
49. The monitoring of the implementation of the principles shall be carried out in socialist organisations at the same time as the analysis of economic activity and in higher state, economic and trade unions in the context of the discussion of the annual results of the implementation of the implementation plans.
