Government Regulation
of 9 December 1952
implementing the Law on the Czechoslovak Academy of Sciences.
The Government of the Czechoslovak Republic orders pursuant to § 25 (b) and (c) of Act No. 52 / 1952 Coll., on the Czechoslovak Academy of Sciences (hereinafter referred to as the Academy):
The property of the Royal Czech Science Society, the Czech Academy of Sciences and Arts, the Masaryk Academy of Labour, the Oriental Institute, the Slovak Institute and the National Council of Research, as well as the foundations and funds that are under the administration of these institutions, is the national property that the State entrusts to the Academy. However, in an agreement with the President of the Academy, the Minister of Education, Science and Arts may, by the end of 1953, entrust certain parts of this property to administration or to permanent use to other socialist legal persons, or take other measures on them, or may transfer them to his or her authority in an agreement with the relevant Minister to take action on them.
The assets of the existing central research institutes are entrusted to the administration of the Academy.
(1) In agreement with the President of the Academy, the Minister responsible shall entrust other national assets to the administration of the Academy, if appropriate for the performance of the Academy's tasks.
(2) The Presidium of the Academy may remove some of the assets from the administration of the Academy and transfer them in agreement with the relevant Minister to his authority to take action on them.
(1) The Presidium of the Academy will decide on the assignment of the various elements of the Academy to the performance of the management of the assets, which it may delegate to the head secretary in less serious cases. The provisions on the establishment and change of Common Equity are without prejudice.
(2) The property of the foundations and funds entrusted by the State to the Academy (§ 1) becomes an indivisible part of its assets. The tasks of these foundations and funds are carried out by the Academy with its budgetary resources as part of its activities.
In drawing up the budget and managing the budget resources, the Presidium of the Academy shall have the competence of the Central Office in the administration. The rules on the management and management of national property in the administration of central offices apply to the management of national assets entrusted to the Academy.
Provisions contrary to this Regulation shall be repealed. In particular, Government Regulation No 80 / 1950 Coll., on the establishment of central research institutes, is repealed.
This Regulation shall enter into force on the day of its publication; They shall be carried out by the Minister of Education, Science and Art, the Minister-President of the State Planning Office and the Minister of Finance in agreement with the other members of the Government involved.
