DECLARATION
of 25 March 2025
amending Decree No 176 / 2023 Coll., on animal health and protection and on the authorisation and competence to carry out certain professional veterinary activities
The Ministry of Agriculture provides, pursuant to Article 78 of Act No. 166 / 1999 Coll., on Veterinary Care and on the amendment of certain related laws (Veterinary Act), as amended by Act No. 131 / 2003 Coll., Act No. 316 / 2004 Coll., Act No. 48 / 2006 Coll., Act No. 182 / 2008 Coll., Act No. 227 / 2009 Coll., Act No. 308 / 2011 Coll., Act No. 359 / 2012 Coll., Act No. 249 / 2013 Coll., Act No. 70 / 2025 Coll., Act No. 70 / 2025 Coll., Act No. 8 (a), § 42 (10), § 59 (7) and § 64b.
Decree No 176 / 2023 Coll., on animal health and protection, and on the authorisation and competence to carry out certain professional veterinary activities, shall be amended as follows:
1. in Paragraph 1 (b):
"(b) model animal health certificate and health certificate,"
2. in Paragraph 1 (d):
"(d) the content, scope and organisation of specialised training for the capture, treatment and disposal of animals without master, stray and abandoned animals, including their care in animal shelters, and for the collection, transport and disposal of pet carcases, including their disposal in a rendering establishment, in a crematorium for animals, in the manner and organisation of the verification of knowledge acquired, certification and maintenance of the list of persons who have completed such specialised training;"
3. in Article 1, point (e) is deleted;
Points (f) to (t) shall be renumbered as points (e) to (s).
4. in Articles 1 (f), 14 (1), 15 (3), 17 (2), 18 (1), 19 (3) and 21 (1), the words "veterinary medicine and" shall be replaced by the words "veterinary medicine or veterinary medicine."

Veterinary certificate and health certificate
[K § 6 (8) (a) of the Act]
The model animal health certificate and health certificate are set out in Annex 1 to this Regulation. ';
6. Sections 10 and 11 shall be deleted, including the title.
7. Under the heading of Section 12, the following heading is inserted:
"Application for registration of a private veterinary technician
[Paragraph 64 (6) (a) of the Law] '.
8. In the heading above Section 14, the text "Paragraph 59 (6) 'is replaced by" Paragraph 59 (7)'.
9. in Article 17 (2), the words "veterinary medicine and 'are replaced by the words" veterinary medicine or veterinary medicine';
10. In Section 21 (1) of the Introductory Part of the provision, the words "Specialised training 'are replaced by the words" Specialised training', the word "transport 'is inserted after the word" collection' and the words "pet 'are inserted after the words" including disposal in a rendering plant, in a crematorium for animals or in a pet cemetery'.
11. in Article 21 (1) (f), the words "transport" shall be inserted after the word "collection," and the words "breeding" shall be inserted after the word "disposal," including disposal in a rendering plant, in a crematorium for animals or in a cemetery for animals, "';
12. in Article 21 (1) (g), the words "transport" shall be inserted after the words "collection," and at the end of the text of the letter the words "including disposal in a rendering plant, in a crematorium for animals or in a cemetery for animals."
13. The following Section 22a is inserted after Section 22:
(1) The organiser shall keep a list of participants in specialised training in electronic form.
(2) The list consists of data on:
(a) the name and, where appropriate, the names and surnames of the participant in the specialised professional training, the date and place of birth and the place of residence, residence, 7) or the residence of the participant in the specialised professional training; and
(b) the period of validity of the certificate issued.
(3) The list shall be entered by the organiser without undue delay after the examination by the Examination Commissioner in accordance with Section 22, but no later than 5 days from the date of the examination, and the updated list of persons shall be provided without delay to the Central Veterinary Administration.
(4) The list management system shall ensure the preservation of all data referred to in paragraph 2. When keeping the list, the organizer shall ensure regular backup of the data from which the data contained in the list can be reconstructed. Data backup shall be carried out without undue delay after the entry of the data referred to in paragraph 2 in the list. ';
14. In Article 23 (2), the words "or veterinary hygiene 'shall be inserted after the words" veterinary medicine'.
15. in Articles 26 (2) (a), 29 (2) (a), 32 (2) (a), 38 (2) (a), 41 (2) (a) and 44 (2) (a), the words "place of residence" are replaced by the words "place of residence, residence, residence, 7) or residence."
16. in § 26 (3), § 32 (3) and § 38 (3), the words "the day of examination by the Examination Commissioner" shall be replaced by the words "the day of examination."
17. in Articles 29 (2), 41 (3) and 44 (3), the words "the day of the examination by the examination committee" shall be replaced by the words "the day of the examination."
18. in Article 33 (1) (g), the words "including treatment of sheep and goats," shall be inserted after the words "without numbness."
19. in Paragraph 35 (1) (d), the word "bovine animals" shall be inserted after the word "hooves."
20. in Articles 41 (3) and 44 (3), "State" is replaced by "Central."
