DECLARATION
of 18 March 2003
amending Decree No. 4 / 1994 Coll., laying down requirements for the construction and construction of buildings and equipment for the distribution and insulation of winds and the closure of mining works
According to § 6 (6) (a) of Act No. 61 / 1988 Coll., on Mining Activities, Explosives and State Mining Administration, the Czech Mining Authority provides:
Čl. I
Decree No. 4 / 1994 Coll., laying down requirements for the design and construction of buildings and equipment for the distribution and insulation of winds and the closure of mining works, is amended as follows:
1. Article 1, including the title and footnotes 1) and 1a) shall read as follows:
„§ 1
Subject matter
(1) This decree applies to the design, production and establishment of wind and dam objects on coal mines. Specifies technical and safety requirements for wind and dam objects and for the equipment of dam objects.
(2) The decree does not apply to the closure of main mining works (1) and the closure of old mining works. (1a)

(1a) Paragraph 13 of Act No. 61 / 1988 Coll., on Mining Activities, Explosives and the State Mining Administration. '
footnote 1 shall be renumbered footnote 1b.
2. in Article 12 (4), point (c) is deleted;
3. In Article 12, the following paragraph 6 is inserted after paragraph 5:
"(6) In the case of insulating wind doors, the door frame shall be a metal frame and a cross-section of a brick wall of at least 30 cm thick. In the case of wind doors, there may be a partition and a door frame made of wood. '
Paragraph 6 shall become paragraph 7.
4. Paragraph 18 (1) reads as follows:
"(1) Plates or other materials may be used for the construction of the barrier of fast-moving and special materials if they have been approved by the testing laboratory designated by the Czech Mining Authority .2)."
5. the following Section 20a is inserted after Section 20, including the title and footnote 6a:
„§ 20a
Sacks and bags
(1) The bag closure dam can be used in the mine when fighting the accident (6a) for quick, explosive and tight closure of the vulnerable area.
(2) Only bags filled with fine grain sand (hereinafter "sand") or ash can be used for the construction of the ballast. The weight of the packed bag can be at most 22 kg.
(3) The dam is built by the free laying of bags from the rear face of the dam in a degree such that the bags are attached to each other. The gaps between the sacks and sinuses at the sides of the mine work and around the pipe or dam lute are filled with sand.
(4) The thickness of the dam is determined as follows regardless of the shape of the section of the mine work:

(5) The dam must be secured by a supporting structure when it is completed. The lifting structure is built from firmly supported tables pressed against the face of the dam by transverse undertrains. The undertrains are extended against the ceiling and beginning or against the sides of the mine work with struts.
(6) The dam must be sealed. The seal can also be made by pre-swimming the dam with a sling or plaster stopper and possible injection of rocks around the dam.
6a) Decree No. 71 / 2002 Coll., on the control of accidents in mines and the extraction of oil and natural gas. '
6. Paragraph 28 (1) and (2) read:
"(1) The mine air sampling tube shall be terminated on the access side by a closed mine air sampling device.
(2) The impact line is a metal pipe with a minimum diameter of 100 mm. On the access side, it shall be closed by a flange and blinded in such a way as to enable the valve to be mounted. ';
7. In Paragraph 28, paragraphs 5 and 6 are added:
"(5) Free piping with a diameter of more than 150 mm in a barrier object which does not serve to close mine works shall be closed from both sides by a blind flange.
(6) All piping installed in the closure barrier must be carried out within a distance of at least 2 m per dam. '
8. After Paragraph 28, the following Section 28a is inserted:
„§ 28a
Control of dam objects
(1) Hazard objects including incorporated equipment and products (Section 23 (1)) shall be checked at least once every 14 days.
(2) The impact objects must be marked with a table bearing the number of the dam object. The table shall show the date of the last inspection and the signature of the inspector. ';
Čl. II
This Decree shall take effect on 15 April 2003.
