amending the Convention between the Government of the Czechoslovak Socialist Republic and the Government of the Socialist Republic of Romania on the reciprocal establishment of houses of culture
In exchange of notes of 4 May 1981 between the Embassy of the Czechoslovak Socialist Republic in the Socialist Republic of Romania and the Ministry of Foreign Affairs of the Socialist Republic of Romania, the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Romanian Socialist Republic on the amendment of Articles 2, 8, 9 and 14 of the Convention between the Government of the Czechoslovak Socialist Republic and the Government of the Romanian Socialist Republic on the reciprocal establishment of houses of culture signed in Prague on 26 March 1971 was negotiated. The Arrangement entered into force on the date of the exchange of notes.
The text of both notes is announced simultaneously.

The Ministry of Foreign Affairs of the Socialist Republic of Romania expresses respect for the Embassy of the Czechoslovak Socialist Republic in Bucharest and, on the basis of the authorisation of the Government of the Socialist Republic of Romania, has the honour to propose an amendment to the Convention between the Government of the Socialist Republic of Romania and the Government of the Czechoslovak Socialist Republic on the reciprocal establishment of houses of culture of 26 March 1971 as follows:
1. Release from paragraph 1 of Article 2 of the Convention the words "and the sale of cultural goods."
2. Expel from Article 8 of the Convention paragraph 3 of the following wording: "The sales activity of houses of culture is subject to the legislation of the recipient State and its authorities have the right to control it."
3. delete from Article 9 of the Convention point (c) of the following text: "activity of selling cultural goods."
4. Delete from Article 14 of the Convention the words "or commercial."
The Ministry of Foreign Affairs of the Socialist Republic of Romania proposes that this note, together with the note of the Embassy of the Czechoslovak Socialist Republic in Bucharest, which would be the answer to this proposal, should constitute an arrangement between the Government of the Socialist Republic of Romania and the Government of the Czechoslovak Socialist Republic on the amendment of Articles 2, 8, 9 and 14 of the Convention between the Government of the Socialist Republic of Romania and the Government of the Czechoslovak Socialist Republic on the reciprocal establishment of houses of culture of 26 March 1971, which will enter into force on the date of the exchange of these notes.
The Ministry of Foreign Affairs of the Socialist Republic of Romania confirms the agreement between the two parties to promote the sale of cultural goods of the other State through foreign trade organisations outside the framework of the activities of cultural houses.
The Ministry of Foreign Affairs of the Socialist Republic of Romania uses this opportunity to reassure the Embassy of the Czechoslovak Socialist Republic in Bucharest with its profound respect.

The Embassy of the Czechoslovak Socialist Republic expresses its respect for the Ministry of Foreign Affairs of the Socialist Republic of Romania and has the honour of announcing the approval of the Government of the Czechoslovak Socialist Republic with the proposals of the Government of the Socialist Republic of Romania to amend the Convention between the Government of the Czechoslovak Socialist Republic and the Government of the Socialist Republic of Romania on the reciprocal establishment of houses of culture of 26 March 1971 as follows:

The Embassy of the Czechoslovak Socialist Republic communicates the consent of the Government of the Czechoslovak Socialist Republic to amend Articles 2, 8, 9 and 14 of the Convention between the Government of the Czechoslovak Socialist Republic and the Government of the Socialist Republic of Romania on the reciprocal establishment of houses of culture of 26 March 1971, which will enter into force on the date of the exchange of these notes, together with the notations of the Ministry of Foreign Affairs of the Socialist Republic of Romania of 4 May 1981.
The Embassy of the Czechoslovak Socialist Republic confirms the agreement between the two parties to promote the sale of cultural goods of the other state through foreign trade organisations outside the framework of the activities of cultural houses.
The Embassy of the Czechoslovak Socialist Republic uses this opportunity to reassure the Ministry of Foreign Affairs of the Socialist Republic of Romania of its highest consideration.
