on State final examinations and state rigory tests
The Government of the Czechoslovak Socialist Republic hereby orders, pursuant to § 47 paragraph 1 of Act No. 39 / 1980 Coll., on Higher Education Institutions (hereinafter referred to as "the Act"):
Preliminary provisions
(1) Proper studies (hereinafter referred to as "studies") in higher education and university faculties except those referred to in paragraph 3, and in universities and faculties of technical, economic, agricultural and artistic direction shall be completed by carrying out a state final examination (Sections 3 to 9).
(2) The state final examination shall be verified if the student has acquired the comprehensive knowledge and skills required by the curriculum and is ready to pursue the profession.
(3) Study at universities and faculties of university in medical and veterinary studies is completed by carrying out a state rigorous examination (Sections 10 and 11).
(4) A state rigorous examination (paragraph 3) checks whether a student
(a) obtain the comprehensive knowledge and skills required by the curriculum;
(b) is ready to pursue the profession;
(c) demonstrate deep knowledge and skills in the subjects of state rigorous examinations; and
(d) be able to apply the knowledge obtained in the course of the practical work.
(1) Graduates of universities and faculties of the university and graduates of the studies of art sciences in the arts universities who have completed the final examination of the state may, following the completion of the studies, perform a state rigorous examination (Sections 12 to 17).
(2) The state rigorously examines whether the graduate has acquired deep knowledge in one of the designated study subjects of the study course (1) and its broader scientific basis and is capable of learning new knowledge of science and practice, critically evaluating and creatively applying them.
State final test
(1) The state final examination shall consist of the defence of the thesis or project or work of art or artistic performance and the oral examination of at most three specified subjects in the field of study (1) and of marxism-leninism (hereinafter referred to as "subjects in the state final examination ').
(2) The final examination shall be held by the student before the National Final Examinations Committee.
Commission for State Final Tests
(1) The Commission on State final examinations (hereinafter referred to as the "Commission") is five members and consists of the President and other members. At least one of the members of the commission shall normally be a teacher from another university or expert from another scientific institute or social practice.
(2) The President of the Commission shall be appointed and dismissed by the Rector on a proposal from the Dean of Professors or Professors who are in the faculty in the relevant field of study. A professor or lecturer from another faculty or an important representative of science or social practice may also be appointed chair of the commission.
(3) The members of the Commission are appointed and dismissed by the Dean on a proposal from the Head of the Department (Director of the Institute of Marxism-Leninism) from professors, lecturees, assistants or experts from scientific institutes or social practice.
(4) Several commissions can be set up in one field of study.
Diploma, project, work of art, artistic performance
(1) Diploma or project or work of art or artistic performance (hereinafter referred to as "Diploma") shall verify the knowledge and skills acquired by the student during the course of his or her studies and his or her ability to use them in the course of the tasks of the study.
(2) The topics of the thesis are based on the needs of social practice, on a scientific or research or artistic activity plan of a university, faculty or department or follow up on it.
(3) The topics of the thesis are published by the Head of the Department (Director of the Institute of Marxism-Leninism), designated by the Dean at the latest by the beginning of the penultimate school year. The topics of the thesis, which are produced by students in the collective, are published by the Head of the Department (director of the Marxisméleninism Institute) after prior approval by the Dean.
(4) The student announces within two months of the publication of the topics of the thesis to the relevant department (institute of marxism-leninism), which topic he is interested in or proposes outside the subject. At the end of this period, the Head of the Department (Director of the Institute of Marxism-Leninism) shall determine the subject of thesis within one month; taking into account which topic the student has shown interest in. At the same time, the Head of the Department (director of the Institute of Marxismus-Leninism) will appoint a student head of the thesis and an opponent from professors, teachers or professional assistants who work in the relevant field of study or from scientists or experts from social practice.
(5) The principles of drawing up the thesis, the criteria for their evaluation and the dates for their surrender, as well as their further formalities, are determined by the Head of the Department (Director of the Institute of Marxism-Leninism) as instructed by the Dean.
(6) A student who has not submitted his thesis in time will be appointed by the Dean as a substitute.
Preparation of the state final examination
(1) State final examinations shall take place within the deadlines specified by the Dean.
(2) The Head of Diploma shall evaluate and classify the student's thesis in accordance with Paragraph 8 (1) and submit the evaluation of the Diploma to the Head of the Department (Director of the Institute of Marxism-Leninism). The opponent shall draw up an opinion on the thesis of a student, which shall evaluate and classify it in accordance with Paragraph 8 (1) and submit the opinion to the Head of the Department (Director of the Institute of Marxism-Leninism).
(3) The Head of the Department (Director of the Institute of Marxism-Leninism) will present the Dean with an evaluation of his thesis and Opponent's assessment before the state final examination.
(4) The Dean will allow the student, no later than three days before the date of the state final exam, to be familiar with the evaluation of the thesis leading the thesis and the opposition opinion.
State final examination course
(1) The State final test is public.
(2) The conduct of the national final examinations shall be managed and the President of the Commission shall be responsible for the work of the Commission.
(3) The State Final Examination may be held in the presence of the President and at least two other members of the Commission.
(4) The state final examination begins with the defence of the thesis. In defending the thesis, the student will comment on the observations made in the evaluation of the thesis by the head of the thesis and in the opposition opinion and answer questions.
(5) After defending the thesis, an oral examination of the subjects of the state final examination is held. The Commission shall give the student adequate time to prepare a response to the questions put.
(6) The state final examination shall normally take place on one day.
(7) A record of the state final test shall be drawn up, signed by the chairman and other members present.
Classification
(1) The State final test and its parts are classified as "excellent," "very good," "good" and "failed."
(2) The results of the state final examination of the individual subjects from which the oral examination takes place are classified separately; taking account of the results throughout the course of the study. The defence of the thesis shall be classified by the commission taking into account the classification of the thesis by the head of the thesis and by the opponent (Section 6 (2)).
(3) If the reply from a subject of study has been classified by the mark "failed 'or if the defence of the thesis has been classified by the mark" failed', the total result of the state final examination shall be classified by the mark "failed '. A student who was classified as" very well' in the state final examination by one subject or by defending a thesis and other subjects, or by "excellent 'in the state final examination, performed the state final examination with the overall benefit of" excellent'. In the universities of artistic direction, except in the fields of art sciences, the overall benefit is "excellent" subject to the mark "excellent" from the defence of the thesis.
(4) The classification of the tests referred to in paragraph 1, as well as the classification of the overall result of the state final examination referred to in paragraph 3, shall be decided by the panel by a vote at a private meeting on the day of the state final examination. In the event of a tie, the President of the Commission shall vote. The decision of the Commission shall be made publicly by the President on the day of the state final examination. Where a state final test took place on more than one day, the classification decision referred to in paragraph 1 shall take place on the date on which the relevant part of the test took place. The decision on the overall result shall be drawn up and published by the Chairman of the Commission on the date on which the last part of the State final examination took place.
(5) The overall result of the study shall be assessed on the basis of the results of the tests, the classification of credits and the state final examinations, as follows: "with distinction," "accepted" and "failed."
(6) Graduated students who achieved an average benefit of at least 1.5 throughout the course of their studies were not awarded the "good" mark from any subject and did a state final exam with the overall benefit of "excellent."
(7) If the student did not submit his thesis within the alternate term (§ 5 (6)) or did not attend the state final examination within a specified time limit and did not submit his thesis or fail to participate within five days after the specified time limit, he shall classify with the mark "failed." The President of the Commission can only excuse a student for serious reasons, especially health reasons. In particularly justified cases, the Dean may excuse the student for not submitting his thesis or not attending the state final exam after five days.
State final examination at the replacement date or its repetition
(1) A student who did not show up within a specified time limit for the state final examination or for the re-examination or part thereof and whose absence has been excused shall be appointed by the Dean as a substitute for the examination or defence of the thesis and shall notify the student not later than 15 days before the examination.
(2) The Dean shall determine the date for the examination to be repeated not earlier than three months after the date on which he or she was or should have taken the state final examination if:
(a) he has not submitted his thesis either within an alternate period; or
(b) did not appear within the specified time limit for the state final examination and did not excuse his absence within five days after that date; or
(c) for a state final examination of at least one subject, it has been classified as "failed"; or
d) did not defend the thesis.
(3) A student who has not submitted his thesis even within an alternate term shall be appointed by the Dean at the same time as the date for his surrender.
(4) A student who, in the state final examination, has been classified as "failing" from one or more subjects or has not defended a thesis shall repeat the examination only from those from which he was classified as "failing" or defending a thesis. In the event of failure to defend the thesis, the Commission shall at the same time decide whether the thesis will return to rework.
(5) If the student has not complied with the first repeat of the national final examination or part thereof, the Dean may allow him to repeat the second at least six months after the date of the first recurrence. No further repetitions are allowed.
(6) The state final examination may be held no later than two years after the date on which the student was to hold the state final examination within the time limit specified in Article 6 (1).
State rigorous examination of medical and veterinary students
(1) The state rigorous examination at universities and university faculties in the medical and veterinary fields consists of an oral examination at most of the four specified subjects (1) and of marxismus-leninism.
(2) The state rigorous test is held before the Commission on State rigorous examinations.
Paragraph 4, § 6 (1), § 7 (1), (2), (3), (5), (7) and (7), § 8 and § 9 (1), (2), (4), (5) and (6) apply mutatis mutandis to the appointment and composition of the Commission for the national rigory examination, its conduct, classification and repetition, with the exception of the provisions on diplomatic work.
State rigorously examination of university graduates
(1) Graduates of higher education ("graduates") are conducting a state-of-the-art examination in the field of study in which they have obtained a higher education or in a related field of study if the field of study in which they have obtained a higher education is not included in the system of studies.
(2) The state rigorous examination of graduates consists of an oral examination of the chosen subject of study and the most of the two subjects of study which form its broader scientific basis.
(1) Graduate shall submit an application for a state rigorously tested degree to the faculty or university, unless it is studied in the faculty (the faculty) at which the field of study is studied.
(2) The graduate shall indicate in the application the field of study in which he obtained the university education and the subject of the state rigorously chosen examination. The application shall be accompanied by evidence of higher education; graduates of foreign higher education institutions shall attach evidence of nostalgia.
(3) The Dean will examine the application for the state rigorously tested; the receipt of the application shall be confirmed to the alumni within two months of the date of receipt. If the application has formal deficiencies, it will arrange for them to be removed. If the graduate fails to meet the conditions laid down, he shall reject the application.
(4) Graduates referred to in § 2 (1) who completed their studies through a state final examination (§ 44 and 46 of the Act) and achieved excellent academic results throughout the course of their studies at university, have completed the state final examination with excellent benefits and have completed their studies with honours, the university may, on a proposal from the Dean of the Faculty at which the graduate has completed his studies, grant the degree referred to in § 44 (2) and § 46 (2) of the Act without carrying out a state rigorous examination.
Commission for National Rigors Tests
(1) The state rigorous examination of graduates takes place before a three-member commission on state rigorously examinations (the "rigorous commission"), composed of the President and other members.
(2) The chairman of the Rigory Commission shall be appointed and dismissed by the Rector on a proposal from the Dean from professors or lecturees who work at the faculty in the relevant or related subject of study. The chair of the Rigorous Commission may also appoint a professor or professor from another faculty or major expert from a scientific institute or social practice.
(3) The members of the Rigorous Commission are appointed and dismissed by the Dean, on a proposal from the Head of the Department (Director of the Institute of Marxism-Leninism) from professors, teachers, experts or experts from another scientific institution or social practice; one member of a Rigorous Commission is always an expert from a scientific workplace or social practice.
(4) In a single field of study, more rigory committees can be set up.
Preparation and conduct of a state rigorous test
(1) The Dean shall notify the alumni of the term of the national rigorous examination no later than one month before its performance.
(2) Paragraph 7 (1), (2), (3), (5), (6) and (7) applies mutatis mutandis to the conduct of a national rigorous examination, with the exception of the provisions on diploma.
Classification
(1) The Commission shall classify the overall result of the national rigory test by the following marks: "passed" or "failed."
(2) If the graduate did not show up within the prescribed time limit for a state rigorous examination and did not excuse his non-participation, he shall classify "failed 'with the mark.
(3) The outcome of the state rigorous examination is decided by the Rigorous Commission by voting in a private session on the day of the state rigorous examination. The decision of the Rigorous Commission shall be made publicly by the President on the day of the state rigorous examination.
State rigorous test in replacement period or its repetition
(1) A graduate who has not appeared for the test at the time of the national rigorous examination or of which the failure to participate has been excused shall be appointed by the Dean as a substitute for the examination.
(2) Graduate who has failed the national rigorous examination may repeat it not earlier than three months after the date on which he or she was or should have taken the national rigorous examination; the deadline for its performance is determined by the Dean.
(3) If the graduate failed even at the first repetition of the state rigorous examination, the Dean may allow him to repeat the second one at the earliest six months after the date of the first reexamination. No further repeat of the test shall be allowed.
Transitional and final provisions
(1) Graduates, 2) who have completed their studies before the application of this Regulation may take a national rigorous examination in accordance with § 12.
(2) A university may apply for an application, in addition to the documents referred to in Article 13 (2), for proof of the length and outcome of the practice drawn up by an organisation with which the graduate is in a working (member, service) relationship or another employment relationship or a central body of the organisation, provided that he has reserved the production of the document. For other graduates, the document shall be drawn up by the local (urban) national committee according to the place of permanent residence of the graduate.
(3) Graduates who did not pass the Marxism-Leninism exam at the end of their studies will perform it as part of a state rigorous examination. If these graduates have completed a study of marxism-leninism at a level consistent with the requirements of the state final examination, they may ask the Dean to recognise them as a test of marxism-leninism in a state rigorous examination.
(4) Graduates who have submitted written rigorous work before the date of entry into force of the Act may take a state rigorous examination in accordance with existing regulations or Part Four of this Regulation.
The provisions of this Regulation shall apply mutatis mutandis to state final examinations in which the work of a diploma is artistic.
This Regulation shall enter into force on 1 September 1980.
