about the Czechoslovak Academy of Agricultural Sciences.
The National Assembly of the Czechoslovak Republic decided on the following Act:
Basic provisions.
Socialist agriculture must be built on scientific foundations. Therefore, for the full and versatile development of agricultural sciences, to ensure their unity with agricultural practice and thus to promote the successful development of socialist agriculture in the Czechoslovak Republic, the Czechoslovak Academy of Agricultural Sciences (hereinafter referred to as "the Academy") is established as the top institution of agricultural sciences.
The main task of the Academy is:
1. develop creative scientific activity in all areas of agriculture on the basis of the learning of marxism-leninism and the model of Soviet science to help the development of socialist agriculture and the constant increase of agricultural production; examine the possibilities and submit proposals for the dissemination and use of both plant and animal resources; care for the improvement and creation of varieties and breeds; assist effectively in introducing new cultures and breeds, new methods and routes to agricultural production; to help increase the productivity of agricultural work, in particular by mechanisms, electrification, chemistry and melioration;
2. to continuously monitor the development of agriculture and agricultural science, in particular the Union of Soviet Socialist Republics and People's Democratic Countries, and to actively use the knowledge gained to develop Czechoslovak agriculture;
3. to generalise scientifically the experience of leading uniform agricultural cooperatives, machinery and tractor stations and state goods;
4. cooperate on a thematic and methodical basis in drawing up and monitoring a plan for scientific research activities in agriculture in order to aim at increasing the yield of hectares, improving the quality of crops, the performance of livestock and reducing production costs in agricultural production;
5. to unify and methodically manage agricultural scientific researchers; raise higher qualified cadets for scientific research in the field of agriculture;
6. develop scientific advisory activities in the field of agriculture according to the tasks given by the Government and the Minister for Agriculture and consistently transmit the results of his scientific research work to the Ministry of Agriculture for use in a broad agricultural practice;
7. to help in all-round scientific ways to develop research among members of single agricultural cooperatives, machinery and tractor stations and state goods; familiarize agricultural workers with the creative michurin agrobiology;
8. organise discussions on current and questionable issues in agriculture;
9. Publish the results of scientific research;
10. carry out technical documentation and manage the central agricultural library and agricultural museums;
11. to carry out other tasks entrusted to it by the Minister for Agriculture.
The Academy works in a close scientific union primarily with the highest scientific institution of the Czechoslovak Republic - the Czechoslovak Academy of Sciences, as well as with other scientific institutions, focuses on scientific contact with the Universal Lenin Academy of Agricultural Sciences in Moscow, the other agricultural institutions of the Union of Soviet Socialist Republics and popular democracies and the progressive workers of agricultural sciences in other countries.
(1) The Academy is a socialist legal person and is directly subordinate to the Minister for Agriculture.
(2) The seat of the Academy is Prague. The Academy may establish bases and workplaces, as appropriate, outside its headquarters.
(3) The Academy has the right to address proposals from its field of activity to the Government; the proposals are submitted by the Minister for Agriculture.
(1) The Ministry of Agriculture may entrust the Academy to the administration of an agricultural research institute.
(2) The Academy has scientific research centres in its institutes as well as in its laboratories and other facilities.
(3) The Academy also helps the scientific development of other agricultural research institutes and facilities in the field of the Ministry of Agriculture.
(1) The Academy is granted the right to lend for scientific work from its scientific fields the rank of candidate of science and doctor of science.
(2) A scientific aspiration is established in the Academy for the systematic education of scientific cadres in the field of agricultural sciences.
Members of the Academy.
(1) The Academy has full members (academics), honorary members and correspondent members.
(2) Outstanding staff in the field of agricultural sciences and practice will be elected as full members (academics) who have contributed to the development of advanced agricultural science through excellent work and thus have earned the development of socialist agriculture and are actively helping to build it.
(3) The Academy may elect workers as honorary members who have earned an excellent degree of progress and development of socialist agriculture.
(4) Senior staff in the field of agricultural sciences and practice who are actively involved in socialist building may be elected as correspondent members.
Progressive members of foreign states may also be members of the Academy. Their rights and obligations are determined by the Statutes of the Academy.
(1) Both proper and correspondent members are required to participate in the work at the Academy and to report regularly on their activities to the Academy.
(2) For their work at the Academy, its regular and correspondent members receive a monthly remuneration.
(3) Members of the Academy, if their permanent post is outside the Academy, have the right to include their work in their work plans at the Academy.
The number of proper and correspondent members of the Academy is determined by the Minister for Agriculture on a proposal from the Academy.
The President of the Academy may appoint leading agricultural workers as permanent members of the Academy commissions.
Members of the Academy will cease membership by the resolution of the General Assembly if they have embezzled the country, the cause of peace and socialism. For regular and correspondent members, the reason for losing membership is also the annual unexcused non-participation in the work of the Academy.
Academy bodies.
(1) The High Authority of the Academy is the General Assembly, attended by all members of the Academy.
(2) Permanent members of the Academy commissions may be invited to meetings of the General Assembly, as well as other non-members of the Academy from among scientists or excellent practices; they have only an advisory vote.
(3) Both regular and correspondent members of the Academy have the same voting right, with the exception of the provisions of Paragraph 15 (2).
(1) The General Assembly of the Academy shall in particular:
1. sets out the guidelines for the scientific research work of the Academy and its components;
2. Approves the Academy Work Plan;
3. Comments on the draft plan for scientific research work in agriculture (Section 2, No 4);
4. Approves the President's report on the activities of the Academy;
5. assess scientific and practical problems in agriculture;
6. assesses the results of the scientific research work of the institutes and facilities of the Academy and proposes ways of applying them in practice;
7. Resolves the fundamental issues of the organisation of the Academy, in particular its division into trade unions, approves the election of representatives of trade union chairmen and trade union secretaries, the appointment of the Director of the Academy and directors of its institutes and establishments;
8. Elects the members of the Academy and its Bureau.
(2) Only full members (academics) vote in the election of the President and new members. The election of the President of the Academy shall be approved by the Government, the election of the other members of the Bureau and of the members of the Academy shall be approved by the Minister for Agriculture.
(1) The head of the Academy is the President, who manages all the work of the Academy and its scientific research institutes and facilities between meetings of the General Assembly. In particular, it shall implement the decisions of the General Assembly, convene its meetings, appoint the Director of the Academy and its institutes and appoint the heads of other offices. The President shall report on the activities of the Academy at the next meeting of the General Assembly.
(2) The President, his two representatives, the scientific secretary, the chairmen of the individual departments of the Academy and their representatives shall be the Bureau of the Academy, which shall assist the President in the performance of his duties. The Administrative Director of the Academy shall also attend meetings of the Bureau, as appropriate, after other invited staff of the Academy.
(3) The President of the Academy, both his representatives and the scientific secretary are elected for 5 years, the chairmen of the trade unions, their representatives and the secretaries of the trade unions for 3 years.
The detailed organisation of the Academy contains the Statutes of the Academy. The Statutes, as well as the Organisational Regulations of its institutes, shall be approved by the General Assembly of the Academy and shall be approved by the Minister for Agriculture, who, as regards the Statutes, shall do so in agreement with the Minister for Finance.
Transitional and final provisions.
(1) The first full members of the Academy are appointed by the Government on a proposal from the Minister for Agriculture.
(2) The first chair of the Academy, its two representatives and the scientific secretary are elected for three years, the first chairmen of the trade unions, their representatives and trade union secretaries for two years.
The First General Assembly of the Academy will be convened by the Minister for Agriculture.
The Government shall be empowered to:
(a) establish the level and other details of the remuneration of members of the Academy;
(b) establish the rules governing the employment and pay ratios of the staff of the Academy and its components.
The Minister for Agriculture is hereby authorised to modify the property-law issues of the Academy in an agreement with the Minister for Finance and the Minister for State Planning.
The Czechoslovak Academy of Agricultural and Czechoslovak Agricultural Museum in Prague is repealed without liquidation. Their property becomes national property, and the state entrusts it to the administration of the Academy.
This Act shall take effect on 1 January 1953; it shall be implemented by the Minister for Agriculture in agreement with the participating members of the Government.
