GOVERNMENT REGULATION
of 17 January 1968
on the establishment of trade unions of national committees
The Government of the Czechoslovak Socialist Republic orders pursuant to § 61 paragraph 4 of Act No. 69 / 1967 Coll., on National Committees:
(1) The Regional National Committees establish:
the organisational department,
Regional Plan Department,
Planning department,
the Financial Department,
zoning and architecture unit,
Department of Construction,
Trade and Tourism Department,
Department of Services,
Transport Department,
Department of Water and Forestry and Agriculture,
Department of Education,
the Department of Culture,
Health Department,
the Social Security Department,
Department of Labour,
Department of Internal Affairs.
(2) The Regional National Committees may, with the approval of the Government, merge the Labour Force Department with the Regional Plan Department, the Regional Plan Department with the Planning Department, or merge that Department into one Department, the Education Department with the Culture Department, the Health Department with the Social Security Department, the Department of Trade and Tourism with the Services Department and the Department of Organising the Internal Affairs Department.
(1) The National Committee of the City of Prague establishes
the organisational department,
Regional Plan Department,
Planning department,
the Financial Department,
the Department of Planning and Architecture,
Department of Construction,
Department of Local Industry and Services,
Transport Department,
Trade and Tourism Department,
the department of municipal economy and agriculture,
housing department,
Education department (administration),
Department of Culture,
Health Department,
the Social Security Department,
Department of Internal Affairs.
(2) The District National Committees in Prague establish
the organisational department,
Planning department,
the Financial Department,
Department of Construction,
the department of municipal economy and agriculture,
housing department,
Department of Trade and Services,
Department of Education and Culture,
the Health and Social Security Department,
Department of Labour,
Department of Internal Affairs.
(3) The District National Committees may, with the agreement of the National Committee of the Capital City of Prague under local conditions, merge certain departments referred to in paragraph 2.
(4) Local national committees operating in the territory of the capital city of Prague may establish trade unions, with the agreement of the local national committee, mutatis mutandis in accordance with Section 5 (4).
(1) The Regional National Committees shall establish:
the organisational department,
Planning department,
the Financial Department,
Department of Construction,
Department of Local Industry and Services,
Transport Department,
Trade and Tourism Department,
Department of Water and Forestry and Agriculture,
Department of Education and Culture,
Health Department,
the Social Security Department,
Department of Labour,
Department of Internal Affairs.
(2) The Regional National Committees may, with the agreement of the Regional National Committees, establish a zoning and architecture unit as required.
(3) Regional national committees may:
- combine transport, local industry and services and trade and tourism into one or two trade unions; Similarly, they may merge the health department, the social security department and the labour force department and the organisational department with the internal affairs department,
- to establish a place for the Education and Culture Department, the Education and Culture Department.
(1) City National Committees in Brno, Ostrava, Pilsen and Košice establish
the organisational department,
Planning department,
the Financial Department,
zoning and architecture unit,
Department of Construction,
Department of Local Industry and Services,
Transport Department,
Trade and Tourism Department,
residential department,
the department of municipal economy and agriculture,
Department of Education and Culture,
Health Department,
the Social Security Department,
Department of Labour,
Department of Internal Affairs.
(2) The municipal national committees referred to in paragraph 1 may merge or divide trade unions in accordance with the provisions of Paragraph 3 (3).
(3) The municipal national committees referred to in paragraph 1 lay down the structure of the departments of the district national committees in the context of the adjustment of the powers of the district national committees provided for in Article 26 (5) of the Act.
(1) The municipal national committees in cities with more than 25 000 inhabitants, after approval by the district national committee, generally establish:
Department of Organisational and Home Affairs,
Planning department,
the Financial Department,
Department of Construction,
the department of municipal economy and services,
residential department,
Department of Education and Culture,
Department of Health, Social Security and Labour.
Furthermore, they may, after approval by the District National Committee, establish a zoning and architecture unit.
(2) The municipal national committees in cities with more than 10 000 inhabitants, after approval by the district national committee, generally establish:
Department of Organisational and Home Affairs,
the Planning and Financial Department,
Department of Construction,
the department of municipal economy and services,
Department of Education and Culture, Social Security and Health.
(3) Urban national committees in cities with more than 5000 inhabitants, after approval by the district national committee, generally establish:
the Planning and Financial Department,
Department of Construction and Municipal Economy,
Administrative Department.
(4) Other urban national committees and local national committees in large municipalities may be set up after approval by the district national committee
the economic and administrative department; or
Economic and administrative departments.
(1) This Regulation shall take effect on 20 January 1968.
(2) The national committees shall organise the structure of their trade unions in accordance with this Regulation by 30 June 1968 at the latest.
