DECLARATION
Central Commission for Human Control and Statistics
of 4 February 1966
on the performance of control and price statistics
The Central Commission of People's Control and Statistics in the Agreement with the State Commission on Finance, Prices and Wages and with the other participating central authorities shall determine pursuant to Article 45 of Act No. 23 / 1963 Coll., on People's Control and on National Economic Records:
Price statistics
Implementation of price statistics
Production undertakings
Production undertakings to the extent specified by the superior authority
(a) keep records of wholesale, commercial and corporate prices of products manufactured by them, by price category and by single classification of industry and products;
(b) maintain time series of wholesale prices for their products;
(c) calculate the average wholesale prices for the specified periods for products that have changed prices during the reference period (time averages of prices);
(d) calculate simple, group and sectoral indices of wholesale prices; they therefore monitor the indicators necessary for their calculation,
(e) monitor the structure of the wholesale prices of the selected products, compile the time series of their individual components and monitor their development using similar indices as for wholesale prices;
(f) carry out analyses of the development of wholesale prices and their structure;
(g) provide statistics to the superior authority.
Foreign trade enterprises
Foreign trade undertakings to the extent specified by the Ministry of Foreign Trade
(a) for imported and exported products, keep a complete record of wholesale prices by category, foreign prices, differences in goods characteristics of Czechoslovak foreign trade and foreign exchange coefficients;
(b) compile time series of foreign prices for selected products and calculate their simple and group indices; they therefore monitor the indicators necessary for their calculation,
(c) monitor and analyse the development of wholesale prices in relation to the achieved prices of the Czechoslovak border franko, the relationship of achieved foreign prices to world prices (comparable goods and comparable territories), the structure of prices of imported and exported products;
(d) in the case of products subject to export and import, they shall provide the trade directorates and production ministries to the extent necessary for the world price, the achieved prices of the Czechoslovak border franco and the actual difference indicators;
(e) carry out price analyses;
(f) provide statistical data to the central authorities within the prescribed range.
Business enterprises
Commercial undertakings and cooperatives (cooperatives) which sell consumer products or provide paid services and are entrusted with pricing activities to the extent specified by the superior authority
(a) keep records of the retail prices of products sold by them, by category of prices and by single classification of industries and products;
(b) maintain a time series of retail prices for selected products;
(c) calculate simple, group and sectoral indices of retail prices; they therefore monitor the indicators necessary for their calculation,
(d) if there is a change in retail prices during the reference period, they calculate average prices over the reference period (time averages of prices) and if retail prices are not locally uniform, they also calculate average prices per undertaking (local averages of prices),
(e) carry out analyses of the development of retail prices.
Division Directorate
1. Trade Directorate to the extent specified by the Central Authority
(a) keep records of the prices of products produced by their controlled organisations and the prices established by them;
(b) maintain a time series of prices (fixed, free and implementing prices classified as limit prices) as well as other data necessary for the calculation of price indices on the basis of data recorded in their controlled enterprises;
(c) calculate the average prices of the products and keep their time series;
(d) calculate price indices for product groups and for the entire production sector by price category, unless those indices are calculated by undertakings;
(e) monitor, to the extent necessary, the structure of wholesale prices of products included in price indices of the centrally monitored or other products;
(f) in the case of products which are the subject of export, according to the data provided by foreign trade undertakings, records of the foreign prices obtained are kept by the Czechoslovak border franco, differences in indicators and world prices;
(g) carry out analyses of the development of retail, wholesale and wholesale prices;
(h) provide statistics to central authorities.
2. These provisions also apply mutatis mutandis to national management committees and regional associations of cooperatives.
Central authorities
1. Central Authorities
(a) keep records of fixed and limit prices as set out in their respective competences and, where appropriate, according to evidence from the branch directorates;
(b) carry out price analyses;
(c) specify the scope of the obligations in the price statistics section for the organisations under their control.
2. These provisions shall also apply mutatis mutandis to the Regional National Committees.
3. The Ministry of Foreign Trade monitors the development of wholesale price relationships to achieved foreign prices franko Czechoslovak border based on the calculated difference indicator for selected exported and imported products, analyses the achieved foreign prices in relation to world prices and calculates the price index and the physical volume index of these products.
Time limits for statistical information
1. The price and time series records are kept normally.
2. The deadlines for the submission of national statistical reports shall be determined by the Central Commission of People's Control and Statistics and the fulfilment of other obligations in the field of price statistics by the central competent authority.
Final provisions
1. Exemptions from the provisions of this decree allow, according to the management needs of the various sectors of the national economy, folk checks and statistics in agreement with the relevant central authorities.
2. The principles of price control in the local economy and in production cooperatives, published by the Ministry of State Control (Annex 5 / 1960 to the Collection of Instructions for Executive Authorities of National Committees), are deleted.
This Decree shall take effect on 1 March 1966.
