DECLARATION
of 13 February 2004
laying down the external designation of a member of the Czech Prison Service, the special colour design and marking of service vehicles and the demonstration of belonging to the Czech Prison Service
The Ministry of Justice provides pursuant to § 8 (3) and § 24b (2) of Act No. 555 / 1992 Coll., on the Prison Service and the Judicial Guard of the Czech Republic, as amended by Act No. 436 / 2003 Coll.:
External designation of a member of the Czech Prison Service
(1) A member of the Prison Service of the Czech Republic (hereinafter referred to as "the Member") shall serve in the service uniform of the Prison Service of the Czech Republic (hereinafter referred to as "the Service Uniform"), unless the Director General of the Prison Service of the Czech Republic provides otherwise.
(2) The external appearance of the uniform shall be characterised by the following specific elements:
(a) composition, cut and colour,
(b) badges on the front of the headgear and quality markings,
(c) textile characters,
1. sleeve characteristics determining the jurisdiction of the Czech Republic and the Prison Service of the Czech Republic ("the Prison Service"),
2. sleeve homes distinguishing jurisdiction between prison guards or judicial guards,
3. Homes marked with the text "Prison Service," "Prison Guard," "Judicial Guard," "Pyrotechnician" or "Dog Dipper,"
(d) the colour of the uniform shirts;
(e) the identification number in the metal version;
(f) uniform buttons,
(g) a metal branch character.
(3) The badges on the front of the headgear, the textile features, the identification number and the uniform buttons are shown in Annex 1.
Models of service uniforms
(1) Staff uniforms form part of the service equipment intended for uniform equipping of members. The external appearance of the uniforms is characterised mainly by the colour and cut of the uniforms, the external marking, the resortional sectoral characteristics and the rating marks on the shoulder and the rating pads of the service uniforms.
(2) Models of service uniforms are, according to the purpose of wearing, broken down as follows:
(a) basic uniform,
(b) uniform representative,
(c) field uniform;
(d) dog and pyrotechnics uniform,
(e) working uniform,
(f) a uniform uniform uniform for members of the service under uniform command;
(g) uniform for members assigned to escort dangerous persons in the exercise of custody and in the execution of prison sentences.
(3) The service uniforms and their colours are shown in Annex 2.
Method of external marking of service uniforms
(1) The uniform base is provided with textile markings on the sleeves of shirts, sweaters, jackets and blue coats. On the right sleeve, the uniform is provided with a refractory branch sign of the Prison Service and a purple-coloured home with a frame and a yellow text "JUNE TRAIN 'in the case of a member of a prison guard, or" JUSTY TRAIN' in the case of a member of a judicial guard. On the left sleeve the uniform is equipped with a textile big state emblem of the Czech Republic.
(2) The marking referred to in paragraph 1 shall be on the shirts of the prison guard in a dark blue colour and on the shirts of the judicial guard in a light blue colour. Other members wear a basic uniform without a homestead.
(3) The matching uniform is marked on the left sleeve with blue-coloured blouse with a textile big state emblem of the Czech Republic and on the right upper pocket with a refractory metal branding.
(4) The uniform field above the foot of the upper left pocket of the mantle and blouse is marked by the homestead in the colour of the uniform with the frame in black and the text in yellow "PRISON SERVICE OF THE CR."
(5) The uniform of the dog and the uniform of the pyrotechnics is marked on the sleeves of the blue jacket with the same textile characteristics as the basic uniform. On the back of the jacket, the identical dog and pyrotechnics are marked with a black "PSOVOD" or "PYROTECHNNIK" in yellow. Under the upper right pocket of the jacket, the uniform dog dog is marked with a textile symbol of the head of the service dog in black and white, on a dark blue base of yellow-framed and with the text "PENSION SERVICE OF THE CZECH REPUBLIC" in yellow at the top of the sign and the text "PSOVOD" in yellow at the bottom of the sign. Under the upper right pocket of the jacket, the uniform is marked with a textile emblem with pyrotechnic symbolism and the text "PYROTECHNNIK" in black on a red-framed blue background.
(6) The same working area above the foot of the upper left pocket of the blue blouse is marked with the colour of the uniform with the frame and the text in the yellow colour "PRISON 'or" JUSTMENT'.
(7) The same special for persons designated for the operation under the uniform command and for persons designated for the purpose of carrying out the escort of dangerous persons in the exercise of custody and in the execution of the prison sentence is indicated above the foot of the upper left pocket and the rear part of the blue-black overalls by the home in the colour of the uniform with the yellow text "PRISON SERVICE OF THE CR."
(8) In the uniform of the basic and the representative, the ministerial badges and medals which are awarded for the evaluation of merit and exemplary performance of the duties of the members shall be worn. Badges are worn on the right side of the chest, medals on the left side of the chest. State and ministerial honours shall be carried on these uniforms in the order laid down by the special legislature.1)
(9) A service uniform entitled to be worn by a member in the territory of another State may be accompanied by a sleeve mark - a national flag or, where appropriate, another special designation of belonging to the Czech Republic, or an indication of belonging to an international organisation under whose auspices the member will perform the duties.
Resortmark of the Prison Service
(1) The refractory branding of the Prison Service is made in metal and textile versions. The models of these characters are shown in Annex 1 and Annex 3.
(2) The refractory metal character consists of a heraldic so-called Spanish shield in the colour of the goldsmiths and bent from both vertical sides inside. Its motive consists of a sword placed in the middle of the visual surface with a blade up, on which three quarters are placed scales as a symbol of justice. The entire picture is surrounded by lime leaves placed in a circle at the top of the open. In the lower quarter of the screen there is a label with a two-row inscription "PENSION SERVICE / CZECH REPUBLIC" in black.
(3) The refractory textile character consists of a heraldic so called Spanish shield from both vertical sides inwards, in the colour of purple dark and purple light. The shield is yellow-lined throughout the perimeter. Its motif in yellow colour consists of a sword placed in the middle of the visual surface with a blade up, on which three quarters are placed scales as a symbol of justice. The entire picture is surrounded by lime leaves placed in a circle at the top of the open. In the lower quarter of the image area there is a label with a two-row inscription "PRISON / CZECH REPUBLIC."
Special colour and marking of service vehicles Prison services
(1) A service vehicle of the Prison Service of a special colour design and marking (hereinafter referred to as the "vehicle") is a special vehicle intended for the carriage and armed escort of persons in custody and in the execution of a prison sentence. The vehicle is white with a horizontal purple stripe along its circumferential sides. The words "AMBULANCE 'shall appear on the front and, where applicable, on the rear of the vehicle. This inscription consists of large purple letters with white background.
(2) The vehicle has, in accordance with the specific legislation of m2), approved special technical adaptations by the manufacturer and the Ministry of Transport which make it impossible for persons carried in the exercise of their custody and in the execution of a custodial sentence to leave the transport area unauthorised. The transport space shall, with the exception of an ambulance, be divided into a transport space for persons in custody or for persons in the exercise of a prison sentence and for prison guards and, where appropriate, judicial guards.
(3) The provisions of paragraph 1 shall apply mutatis mutandis to the specific colour design of the relevant type and category of vehicle, the extent of which is limited by the design of the vehicle. The specified combination of white and purple must be maintained.
(4) The images of the vehicles are shown in Annex 4.
Evidence of belonging to the Prison Service and to the performance of tasks in the Prison Service
(1) A member shall, when proving his / her competence (4), present a photo card to the front of the service without giving it away. A member of the service in civil clothing may prove his / her competence by means of an identification mark which he / she places on the pocket or lapel on the left half of the chest.
(2) The identification number in the metal version affixed to a black leather mat shall be assigned to the member in accordance with the service card number and shall be worn on a button under the heel of the upper left pocket of the uniform, except for the representative uniform.
(3) The identification plate shall bear a colour photograph of dimensions 35 x 35 mm, the signature of the Minister of Justice or the Director-General of the Prison Service, the imprint of a small round stamp with a state emblem and an identification number.
(4) The service card has a purple-blue underprint on the front side with corrugated waves and is equipped with the text "Prison Service of the Czech Republic" in purple on white background. In the left half of the service card there is a colour photograph of the holder of the service card size 25 x 33 mm, on the centre in its upper part is displayed a large national character of the Czech Republic in colour and on the lower part the date of issue of the licence. In the right half of the service card is located in the upper part of the hologram with the character of the Prison Service, in the lower part is indicated the number of the service card and the signature of the Minister of Justice or Director General of the Prison Service.
(5) On the back of the service card, the text of the authorisation of the holder of the service card, the instruction for the finder, the name and, where applicable, the surname and surname, indicating the academic title and the scientific grade of the holder. The privileges of the holder of the service card shall be entered in the insert of the service card bearing the service card number in the upper part of the licence. The insert is an integral part of the service card. The service card and the service card insert are placed in a leather case of dark blue colour, on whose front side the national emblem of the Czech Republic is pushed out. Part of the case is a metal branch character.
(6) The model of the service card is shown in Annex 5. The model of the identification label is shown in Annex 6.
(7) The service passes are distinguished on the front of the type by a horizontal stripe of 7 × 17 mm placed in the middle 3 mm under the national emblem of the Czech Republic, in colour
(a) red, if it is a licence issued to the Director-General of the Prison Service and to his Deputy Deputy Director,
(b) yellow, if it is a licence issued to trade union directors of the Directorate-General for the Prison Service,
(c) green, in the case of licences issued to members of the Department of Control of the Directorate-General for the Prison Service.
(8) Models of different service cards are given in Annex 7.
Efficacy
This Decree shall take effect on 1 March 2004.
