on compulsory education outside the territory of the Czechoslovak Socialist Republic
The Ministry of Education of the Czech Socialist Republic provides according to § 21 paragraph 3 of the Act of the Czech National Council No. 77 / 1978 Coll., on State Administration in Education:
§ 1
General provisions
(1) The Decree regulates the way compulsory schooling is carried out outside the territory of the Czechoslovak Socialist Republic for pupils whose parents are Czechoslovak state citizens and, with the agreement of the competent Czechoslovak authorities, temporarily operates abroad (hereinafter referred to as the "special compulsory schooling method").
(2) A special way of carrying out compulsory education may be authorised by the District National Committee (1) for pupils from the 1st to 8th year of primary school and for pupils from the 1st and 2nd year of secondary school, provided that they are not required to have vocational training or professional (artistic) practice in that year, and that they are covered by secondary school pupils, including training in vocational subjects.
§ 2
Enabling special arrangements for compulsory education
(1) In the application for a special course of compulsory education, parents shall indicate the name and surname of the pupil, the date of his / her birth, residence, school and class in which he / she has completed compulsory education, the address of his / her residence in the Czechoslovak Socialist Republic and the address and duration of his / her temporary stay abroad. The application shall be accompanied by a certificate from the sending organisation on the place and time of temporary stay abroad and a copy of the last pupil's report.
(2) The special arrangements for compulsory education shall be authorised by the district national committee for a maximum period of two years, provided that parents fulfil the obligations arising from this decree; otherwise the national committee may withdraw the authorisation.
(3) At the request of the parents, the district national committee may, if the interests of the company or the parents so require, extend the authorisation for a special course of compulsory education to a maximum of one additional year. The extension application shall be accompanied by the certificate referred to in paragraph 1.
(4) The decision on the parents' request will also be sent by the district national committee to the head of the school in the Czech Socialist Republic, in which the pupil last performed compulsory schooling (hereinafter referred to as "tribal school ') and to the sending organisation.
§ 3
Ensuring the education and education of pupils abroad
(1) Primary school pupils or primary nine-year-olds who have been granted a special course of compulsory education are required to attend school only in primary school or in basic nine-year-old school with a Czech or Slovak language, established at the Czechoslovak representative office in the State where the student's parents are temporarily resident. Parents are required to register a student within a week of arrival at school.
(2) If a primary school or a basic nine-year-old school is not set up at the Czechoslovak representative office, pupils are required to attend the school of the member state of the Council of mutual economic assistance (hereinafter referred to as the "RVHP Member State '). Education and education provided to pupils at the school of the Member State of the RVHP shall be compulsory for parents to complete the individual care and teaching of the subjects mentioned in the curriculum of the relevant grade of primary school or basic nine-year-olds which are not taught at the school of the Member State of the RVHP. Parents are required to register a student within a week of arrival at school.
(3) If it is not possible to ensure the education and compulsory education of pupils of the first year of primary school in the manner referred to in paragraph 1, pupils of second and higher grades of primary school or basic nine-year-olds, or in the manner referred to in paragraph 2, parents are obliged to provide individual education and education for those pupils.
(4) The education and education of pupils in the 1st and 2nd year of secondary education are provided by parents for individual education.
(5) Teachers carrying out compulsory schooling in accordance with § 3 (1) are provided free of charge by the school set up by the Czechoslovak representative office. Pupils carrying out compulsory schooling in accordance with § 3 (2) or being provided in accordance with § 3 (3) shall be provided free of charge by textbooks and schools2) by a tribal school in the Czech Republic. Pupils who will teach individually are required to provide methodical assistance to the school.
§ 4
Testing of pupils
(1) Pupils carrying out compulsory schooling at the school of the Member State of the RVHP shall take an examination from the Czech language, from the country of science or from the history and geography of the Czechoslovak Socialist Republic, and from the compulsory subjects mentioned in the curriculum of the relevant primary school, the basic nine-year school or secondary school which are not taught at the school of the Member State of the RVHP. The examination is not conducted by pupils who have completed compulsory education in the 8th year of the Soviet Socialist Republic Association High School.
(2) Pupils whose education and compulsory education is provided by individual teaching in accordance with § 3 (3) shall take an examination of all compulsory subjects mentioned in the curriculum of the relevant grade of primary school, primary nine-year school or secondary school.
(3) If the student has passed the examination referred to in paragraph 1 at the tribal school, the director of the tribal school shall note the result of the examination in the class statement of the relevant year and give the pupil a certificate. If a pupil has passed an examination at a school other than a tribal school (paragraph 4), the principal of the school in which the pupil has conducted the examination shall send the director of the tribal school the result of the examination of the individual subjects; The Director of the Tribal School shall record the result of the examination in the class statement of the relevant year and give the pupil a certificate.
(4 The District National Committee may provide that all pupils who have been authorised in the district of the District National Committee for a special course of compulsory education are to take an examination before the examiner or before the Examination Committee at the school they designate.
(5 In general, the school director shall appoint a teacher to teach in the school year in question in the year from which the pupil takes the examination. Pupils from the 5th to 8th year of primary school, the 6th to 9th year of primary nine-year school, and pupils from the 1st to 2nd year of secondary school, shall take examinations before a three-member examination committee. The Commission shall be chaired by the school director or his designated representative; The school director shall appoint two additional members from the school teachers.
§ 5
(1) The examination shall take place for each school year. The details of the examination shall be agreed by the parents by 15 May each year with the Director of the Tribal School, who shall also inform them of the date of the examination.
(2) In assessing the results of the test and, where appropriate, authorising the corrective tests, both the examiner and the test panel shall follow the appropriate classifications.3)
(3) The tests shall be subject to a simple protocol signed by the examiner, in the case of a test before a three-member examination committee, by the chairman and all members of the examination committee. The protocol shall be maintained by the school in which the pupils passed the examinations.
(4) The Trial Board's agenda is provided by the school where the Trial Board was set up.
§ 6
Pupils' report
(1) If a student has completed compulsory schooling at the school of the Member State of the RVHP, the parents will submit the pupil's certificate for the relevant school year and its translation into the Czech or Slovak language, certified by the Czechoslovak Office, the school director in which the pupil will take examinations.
(2) A certificate shall be issued to the pupil on the test carried out. The report shall be signed by the examiner, the chairman and members of the panel in the case of the examination before the three-member examination committee; If a test is conducted at a non-tribal school, the certificate shall be signed by the Director of the tribal school. The following clause shall appear on the certificate: "The pupil is classified by this certificate from subjects from which he has not been evaluated in the certificate of..., issued by the school for the same school year... '. The document shall be stamped by the school principal, signed and dated.
(3) A pupil whose education and compulsory education is provided by individual teaching in accordance with § 3 (3) shall be given a certificate for the relevant school year after a successful examination. The behaviour of such a pupil shall not be classified.
§ 7
Final and repeal provisions
(1) The residence of pupils of primary schools, basic nine-year schools and secondary schools abroad during school holidays does not require a permit under this Decree.
(2) Directives on the provision of education and basic education of children of Czechoslovak state citizens, which are released from compulsory education in the Czech Republic for temporary residence with parents abroad, No 19 000 / 69- I / 3 of 27 May 1969 (Bulletin of the Ministry of Education and the Ministry of Culture of the Czech Republic, No 1969, p. 69, notified at 25 / 1969 Coll.), as amended by the Directives No 16 063 / 72 of 31 May 1972 (Bulletin of the Ministry of Education and the Ministry of Culture of the Czech Republic, No 1972, p. 96, notified at 12 / 1972 Coll.).
§ 8
This Decree shall take effect on 1 September 1979.
