DECLARATION
Ministry of Health
of 10 August 1961
on physical care
The Ministry of Health, in agreement with the Ministry of Education and Culture and with the Central Committee of the Czechoslovak Association of Physical Education, provides in accordance with Sections 16 (1), (4) and 5 (3) of Act No. 103 / 1951 Coll., for uniform preventive and therapeutic care as amended (Decree No. 19 / 1957 Coll.):
(1) The task of physical education is to help the mass development of physical education and to increase the level of sport of workers and youth in order to improve the health and general development of man and to improve his performance and professional skills.
(2) Physical care consists of:
(a) monitoring the health status of participants in organised physical education;
(b) in medical and pedagogical supervision of training, training and physical establishments;
(c) in the hygiene supervision of physical establishments and the carrying out of physical education;
(d) in the health service of physical establishments;
(e) in health education between participants in organised physical education and the general public.
Health care for physical education is planned, organized, managed and controlled
(a) the Ministry of Health, in cooperation with the Ministry of Education and Culture, the Central Committee of the Czechoslovak Association of Physical Education and the Central Committees of Social Organisations involved in the implementation of Physical Education;
(b) national committees in cooperation with the relevant committees of the Czechoslovak Union of Physical Education and with the committees of social organisations involved in the implementation of physical education.
At the same time, they monitor and regularly discuss the performance of joint tasks arising from the provision of health care for physical education and take measures to further increase its level in the physical movement.
(1) The implementation of physical care is ensured by national health institutions in close cooperation with the Czechoslovak Red Cross.
(2) In all basic medical examinations of youth and adults, doctors also monitor their physical maturity and the state of their readiness to perform physical education; professional examinations shall be carried out in the health care departments for physical education.
(3) Hygienic supervision of physical establishments and physical education shall be carried out under the guidance and guidance of the authorities of sanitary and anti-epidemic services, which shall also carry out preventive supervision during the construction, rebuilding and any modification of physical facilities.
(1) Participants in organised physical education shall be required to undergo medical examinations, to which they shall be called by the doctor of the National Health Institute, and to follow its decision on the extent to which they may carry out physical activities.
(2) Physical activities may only be carried out by a participant in organised physical education who has been allowed to compete in the relevant type of sport during the previous 12 months or to participate in physical education, unless a shorter period is provided for for in a particular type of sport. If a participant in an organised physical education has had a disease or accident following this examination that could reduce his ability, he may only take an active part in the physical activity if he is allowed to do so during the inspection.
(1) Physical and educational staff responsible for carrying out physical education and for conducting the training or training entrusted to the participants in organised physical education, in particular trainers, coaches, physical education instructors, school heads, teachers, educators, shall be responsible for providing medical examinations in due time and ensuring the participation of participants in organised physical education in such examinations. They are required to follow the decision of the doctor of the Institute of National Health and to assist in carrying out physical care.
(2) The arbitrators and workers referred to in paragraph 1 are responsible for allowing only those who fulfil the conditions of Paragraph 4 (2) and who are reasonably prepared to compete for sports.
The Decree of the Ministry of Health and the State Committee on Physical Education and Sport in the Government of the Czechoslovak Republic No 391 / 1952 Ú. l., on Physical Education and Sport Health Care is hereby repealed.
This decree shall take effect on 1 September 1961.
