Decret of the President of the Republic on honours for merit in state construction and outstanding work

Decret of the President of the Republic
of 12 October 1945
on honours for merit in the construction of the state and excellent work.
On the proposal of the Government and in agreement with the Slovak National Council, I establish:
§ 1.
(1) Persons with excellent performance in the field of economic, scientific or cultural activities who have been responsible for the construction of a state or who have contributed to the exceptional success of public interest in industrial production, agriculture, nutrition or other economic entrepreneurship may be awarded the following honours:
(a) the honorary title "Hero of Work (Hero of Work),"
(b) the honest travelling standard for "Heroes of Work,"
(c) the "Labour Warriors" standard;
(d) an honorary badge for merit in the construction of the State;
(e) an honest badge of professional sacrifice,
(f) public recognition.
(2) In addition to the honours referred to in paragraph 1, cash or other remuneration may be awarded or rights and benefits may be conferred.
(3) The Minister for Labour and Social Welfare may specify in the decrees to be issued in accordance with the applicable regulations on the implementation of wage policy, the special arrangements for working and wage conditions for employees who have been awarded honours under this decree.
§ 2.
The honours referred to in § 1 (1) (a) and (f) may be awarded to individual persons or sets of persons, honours referred to in points (b) and (c) only by a set of persons, other honours being awarded to individual persons.
§ 3.
(1) The honours referred to in Article 1 (1) (a) and (b) shall be awarded in particular on 1 May each year.
(2) The honours referred to in § 1 (1) (b) are awarded for a period of one year.
§ 4.
(1) The honours referred to in paragraphs 1 (1) (a) and (b) of Article 1 shall be awarded by the Government, acting on a proposal from a member of the Government responsible under paragraph 2, in agreement with the Central Board of Trade Unions.
(2) The other honours and rewards provided for in this decree are set up and awarded when the performance of persons or sets of persons who perform work or services on the basis of an employment relationship or work as domestic workers, the Minister for Labour Protection and Social Welfare, otherwise a member of the government in whose field the other performance referred to in Paragraph 1 (1) belongs.
(3) The Central Council of trade unions proposes, in principle, the award of honours and rewards for work.
§ 5.
(1) In addition to the honours, a distinguished special instrument of award of honours shall be submitted.
(2) No fees shall be levied for the award of honours under this decree.
§ 6.
The description of the honours referred to in § 1, paragraph 1, points (a) to (e) and the detailed provisions for implementing § § 1 to 5 shall be laid down by the Government by regulation.
§ 7.
(1) Honours lose who has been lawfully convicted for crime, as well as for an offence or offence under the Law of 19 March 1923, No 50 Coll. for the protection of the Republic, as amended by the regulations amending it and supplementing it or for an offence or offence committed by means of motives of low or dishonest or against public morality.
(2) The Ministry of Labour and Social Welfare or the Ministry in whose field the performance referred to in Paragraph 1 (1) belongs may withdraw the honours, provided that they have been awarded the honours which make them an unworthy honours, or that the facts referred to in paragraph 1 have been subsequently disclosed.
§ 8.
Those who have the honour referred to in § 1, paragraph 1 shall be punished, unless the offence is more strictly punishable, by a county national committee fine of up to 20.000 K or by prison within two months. If a fine has been imposed, a replacement prison sentence shall also be imposed within two months in the event of imperfections.
§ 9.
This Decree shall take effect on the first day following its publication; it shall be carried out by all members of the Government.
