DECLARATION
Ministry of Culture

for the implementation of Act No. 257 / 2001 Coll., on Libraries and Conditions of Operation of Public Library and Information Services (Library Act)
The Ministry of Culture provides pursuant to Section 22 of Act No. 257 / 2001 Coll., on libraries and conditions for the operation of public library and information services (Library Act) (hereinafter referred to as "the Act") and for the implementation of Sections 14 (6) and 16 (7) of the Act:
Subject matter
This decree sets out the formalities for the request for the mediation of a library document and determines which library operators are required to transmit requests for the mediation of a library document in the framework of the interlibrary service to foreign libraries, or provide the library operator participating in the international interlibrary service with methodological assistance. The decree also sets out the details of the record keeping of the library fund and the details of the registration of the outcome of the revision of the library fund.
Forms of request for mediation of library document
(1) The request for the mediation of a library document shall be made in writing, where appropriate by electronic means, and shall include:
(a) data enabling the identification of a library document, such as the name, designation of the author, label of the publisher, place, order and year of issue, number of the library document in international registration systems;
(b) data enabling the requesting library to be identified, such as its name and address, telephone number, fax number and e-mail address;
(c) data enabling the requested library to be identified;
(d) requirements for the way in which the library document is arranged;
(e) the period within which the application is to be executed.
(2) In addition to the information referred to in paragraph 1, the request for the mediation of a non-printed library document shall include a technical specification of the library document.
Designation of library operators to provide international interlibrary services
(1) The obligation to transmit requests for the brokering of a library document within the framework of an interlibrary service to foreign libraries, or to provide the library operator participating in an international interlibrary service with methodological assistance is given by the operator
(a) National libraries of the Czech Republic,
(b) State technical libraries;
(c) Library of the Academy of Sciences of the Czech Republic,
d) Moravian Libraries in Brno,
e) Scientific libraries in Olomouc,
(f) National medical libraries.
(2) Requests for mediation of a library document in the framework of the interlibrary service to foreign libraries shall be transmitted and methodological assistance shall be requested through the libraries referred to in paragraph 1.
Details on keeping records of the library fund
(1) The library operator maintains the library in the framework of the library fund records
(a) an incremental list in which all library documents obtained for the library fund are recorded; and
(b) a list of losses in which losses of library documents are recorded.
(2) An incremental list and a list of losses can be maintained in the form of several sub-lists.
(1) The entry in the incremental list contains:
(a) the date of registration;
(b) the incremental number of the library document,
(c) how the library document is acquired;
(d) the author's designation, name, place and year of issue of the library document, including, where appropriate, the limitation of its period of validity or other data guaranteeing the non-interchangeability of the library document.
(2) Individual library documents with the exception of group-processed materials shall be recorded in the incremental list. The recording of group-processed materials is determined by the nature of these materials and the manner of their professional library processing. For periodical printing, the completed year or volume shall be recorded as a library document.
(1) The entry in the list of disposals contains:
(a) the date of registration;
(b) the serial number of the alert;
(c) the incremental number of the library document and, where appropriate, its signature;
(d) the author's designation, the name, place and year of issue of the library document, or any other information guaranteeing the unmistakability of the library document;
(e) the reason for the depreciation or elimination of the library document, referring to the relevant approval document.
(2) Where there are mass-exclusion library documents recorded in a separate list containing the data referred to in paragraph 1 (c) and (d), the entry in the list of losses may be made by reference to that list.
(3) The list of losses shall not include the exclusion of library documents with limited duration.
Forms of registration on the outcome of the revision of the library fund
The record of the outcome of the revision of the library fund shall contain details of the scope of the revision, including the section of the library fund that has been revised, the number of revised library documents, the date of commencement and termination of the revision work, the supporting documents used for the revision, the names and surnames of the persons who carried out the revision, and their function and, where appropriate, the working classification and the findings of the revision. If the difference between the registered and the actual status of the library fund was detected during the revision, a list of the differences identified is included in the record of the outcome of the revision of the library fund.
Repeal
They shall be deleted:
1. Decree No. 51 / 1963 Coll., on the registration of libraries of the single system, on the interlibrary borrowing service and on the priority right of libraries in obtaining literature, magazines and other collection materials.
2. Decree No. 110 / 1965 Coll., on registration of foreign literature.
3. The Ministry of Culture Directive No. 10 284 / 69 on the registration and revision of library funds in libraries of the single system, as amended by Directive No. 12 216 / 83-II / 2.
Efficacy
This decree shall take effect on the day of its publication.
