DECLARATION
Ministry of Interior
of 4 April 1996
implementing the municipal police law
The Ministry of the Interior (hereinafter referred to as "the Ministry") provides pursuant to Sections 4 (7), 5 (6) and 27 (1) of the Czech National Council Act No. 553 / 1991 Coll., on the Municipal Police, as amended by Act No. 153 / 1995 Coll.:

COMPETENT PREPARATIONS AND THEIR VERIFICATION METHOD
§ 1
Professional assumptions
(1) The professional preconditions of Officer 1) for the performance of duties and authorisations under the Act of the Czech National Council No. 553 / 1991 Coll., on the Municipal Police, as amended by Act No. 67 / 1993 Coll., Act No. 163 / 1993 Coll., Act No. 82 / 1995 Coll. and Act No. 153 / 1995 Coll., (hereinafter "the Act") is knowledge of the constitutional order of the Czech Republic and the legislation
(a) municipal police,
(b) the municipal establishment and district offices,
(c) collection,
(d) Police of the Czech Republic,
(e) criminal law;
(f) business business;
(g) weapons and ammunition,
(h) offences;
(i) administrative procedure;
(j) road safety and continuity;
(k) the operation of private security activities
to the extent appropriate to the tasks of the municipal police under the law and knowledge of the practical application of this legislation.
(2) The verification of the knowledge provided for in paragraph 1 (hereinafter referred to as "the test") shall be carried out before the Examination Committee of the Ministry.
§ 2
Application for test
(1) The application for examination shall be submitted to the Ministry by the municipality to which the officer is employed (hereinafter referred to as the "competent municipality ').
(2) The test application shall contain:
(a) the name, surname and birth number of the officer;
(b) the place of residence of the officer;
(c) the date of completion of the training and training of the officer for the authorisation and use of service weapons and means of enforcement under the legislation.2)
§ 3
Date and place of test
The date and place of the examination shall be notified by the Ministry to the competent municipality at least 30 days before the examination.
Test performance
§ 4
(1) The test consists of a written test and an oral examination. The test shall be carried out in one day. Oral examination may be carried out upon completion of the written test. Further rules on how the test is to be carried out shall be laid down in the test schedule for verifying the professional assumptions of the officers to which they shall inform the examination board of the Ministry of Officer before the examination is carried out.
(2) The examination questions for the written test and for the oral examination are drawn up by the Ministry. The list of test circuits shall be sent by the Ministry to the relevant municipality.
§ 5
The officer shall pass the exam successfully if he meets the written test and accepts the oral examination.
§ 6
(1) If the officer fails to pass the exam, he may repeat the exam twice without applying.
(2) The date of the re-examination shall be determined by the Ministry so as to take place not earlier than a month and not more than three months from the date of the re-examination.
(3) The date and place of the repeated examination shall be communicated by the Ministry to the competent municipality at least 15 days in advance.
§ 7
Test report
(1) A test report shall be drawn up by the Examination Committee of the Ministry on the course and assessment of the test.
(2) One copy of the test report shall be sent by the Ministry to the competent municipality.

PROCEDURE FOR ISSUING CERTIFICATE
§ 8
Issue of certificates
If the officer has passed the test successfully, the Ministry shall issue a certificate of compliance with the specified professional assumptions (hereinafter referred to as the certificate) on the basis of the test report. The certificate shall be sent by the Ministry to the relevant municipality without undue delay.
§ 9
Certificate formalities
The certificate shall include:
(a) the name, surname and birth number of the officer;
(b) the date of issue and the period of validity of the certificate;
(c) the name of the municipality concerned,
(d) the registration number of the certificate,
(e) the official stamp of the Ministry and the signature of the authorised representative of the Ministry.
§ 10
Amendments to the particulars in the certificate
If a change of the officer's personal data contained in the certificate or following an end-of-employment relationship occurs immediately after the officer's employment relationship to another municipality, the Ministry shall, at the request of the competent municipality, issue a new certificate containing such changes to the personal data or to the name of the relevant municipality within 15 days of their notification.

SINGLE CONTAINERS OF STYCORES AND MARKING OF MOTOR VEHICLES
§ 11
Uniform elements of uniform
(1) The individual elements of the uniform of the officer are:
(a) a tie of black colour and a jacket, jacket or coat of black colour or a short sleeve of pale blue colour,
(b) shoulders in the colour of the jacket, jacket, jacket or shirt with short sleeves, without any marking;
(c) black headgear,
(d) a tape on the headgear with squares in white and dark blue, arranged regularly in several rows so that the colour of the squares is alternated in a chess manner, visibly placed throughout the perimeter of the headgear, except for the fur winter headgear;
(e) a badge on the front of the headgear in the shape of a white circle with a dark blue ring; in the upper part of the ring, the golden-embossed copy is the word "GENERAL 'or" CITY' and in the lower part is the word "POLICE '.
(2) The size of the shoulder straps and details of the shape of the badge and strap on the headgear are given in the Annex.
§ 12
Uniform elements for the marking of motor vehicles
(1) The individual elements of the designation of a two-track motor vehicle of the municipality used to perform the tasks of the municipal police under the law ("the vehicle ') are:
(a) the white colour of the vehicle,
(b) the dark blue inscription "GENERAL POLICE" or "CITY POLICE" on both sides and on the rear of the vehicle. The inscription shall be written in letters of the same size. The front door of the vehicle shall bear the name of the respective municipality.
(2) A vehicle of colour other than white may exceptionally be used if it is marked on the white base of the rectangle with "GENERAL POLICE 'or" CITY POLICE' inscriptions.
(3) The provisions of paragraphs 1 and 2 shall apply mutatis mutandis to the identification of single-track vehicles of the municipality used to carry out the tasks of the municipal police.
(4) Details of the implementation of the inscriptions "GENERAL POLICE," "CITY POLICE" and the name of the municipality on the vehicle, the dimensions of the white ground of the shape of the rectangle for the exceptional marking of the vehicle are set out in the Annex.

TRANSITIONAL AND FINAL PROVISIONS
§ 13
Repeal
The Order of the Ministry of the Interior of the Czech Republic No. 129 / 1992 Coll., on the professional assumptions of the workers of the municipal police and their method of verification are hereby repealed.
§ 14
Efficacy
This Decree shall take effect on the day of its publication, with the exception of the third section which shall take effect on 1 January 1998.

SIZE OF IMPACTS
(k § 11 (2) of the Decree)
The width of the shoulder is at least 50 mm, the length of the shoulder is at least 100 mm.
DETAILS ON THE DETAILED IMPLEMENTATION OF THE HEAD RECORDING
(k § 11 (2) of the Decree)
1. The diameter of the badge on the headgear is 30 mm.
2. The diameter of the inner ring is 15 mm.
3. The words "GENERAL," "CITY" and "POLICE" are composed of a font perpendicular, wide 6 ČSN 01 0451 (Helvetics).
DETAILS ON THE EQUITY OF IMPLEMENTATION OF THE HEAD FACE
(k § 11 (2) of the Decree)
The length of the sides of the white and dark blue square of the chessboard on the headband is 5 mm.
DETAILS ON THE IMPLEMENTATION OF THE VEHICLES
(Article 12 (4) of the Decree)
1. The height of the inscription "GENERAL POLICE," "CITY POLICE," comprising the letters "UNIVERS 65" and "AACHEN E," shall be at least 100 mm.
2. The height of the font of the name of the municipality shall be at least 25 mm, the font shall not be greater than the inscription of the previous point.
3. The inscriptions including the name of the village are dark blue.
DETAILS ON THE IMPLEMENTATION OF THE PROPOSALS AND DIMENSION OF THE WHITE BASIS OF THE DATTER FOR EXTERNAL MARKING OF THE VEHICLE
(Article 12 (4) of the Decree)
1. The height of the inscription "GENERAL POLICE," "CITY POLICE," comprising the letters UNIVERS 65 semi-fatty or AACHEN E, shall be 40 mm.
2. The length of the white base is 600 mm, its width is 150 mm.
