DECLARATION
Minister for Metal Industry and ore mines
of 16 June 1960
amending Decree No 123 / 1955 of the Ú. l., on the State Service for Precious metals
In agreement with the participating members of the Government pursuant to § 13 (1) of the Act of the Bureau of the National Assembly No 2 / 1955 Coll., on the State Service for Measures and Weights, on the State Service for Precious metals and on the testing of weapons and ammunition for civil use, as amended by Government Regulation No 3 / 1959 Coll., on the establishment of the State Committee for the Development of Technology:
Čl. I
Decree No 123 / 1955 of the Ú. l, on the State Service for Precious metals, is amended as follows:
1. Paragraph 3 reads as follows:
„§ 3
(1) The Ministry of the Metallic Industry and the ore mines is the central body of the State Service for Precious metals.
(2) The Ministry of the Metallic Industry and the ore mines is subordinate to the state testing facility for precious metals in Prague.
(3) State testing rooms for precious metals in Jablonica nad Nisou, Brno, Ostrava and Bratislava are transformed into branches of state testing rooms for precious metals in Prague. The State testing centre for precious metals in Košice shall be deleted. '
2. Paragraph 4 reads as follows:
„§ 4
Tasks of the Central Authority of the State Service for Precious metals
In particular, the Ministry of Steel and ore mines shall carry out the following tasks:
(a) organise and manage and control the State service for precious metals;
(b) decide on appeals until the decision of the State testing body for precious metals;
(c) approve and assign factory labels and labels;
(d) appoint a three-member commission for a final test of purity (§ 22 (2)). "
3. Paragraph 5 reads as follows:
„§ 5
Tasks of the State testing centre for precious metals
In particular, the State testing of precious metals shall be carried out:
(a) to supervise the control and testing of precious metals by:
1. Checks whether the provisions on the use of precious metals are being complied with and takes measures to remedy the defects detected;
2. Suggests measures to ensure the efficient management of precious metals to the competent authorities;
3. oversees the observance of the purity of alloys in the embossing of gold and silver Czechoslovak coins and the observance of the purity of alloys for dental purposes;
4. carry out analyses of precious metals and auxiliary metals using the chemical analysis or physico-chemical method and carry out testing; issue opinions or certificates (hereinafter referred to as certificates) on the results of the examination and investigation;
(b) carry out, and certify, the testing and arbitration tests for platinum, platinum metals, gold and silver;
(c) to carry out an official examination of the purity and the prescribed state of articles of goldsmiths, silversmiths and jewelers of platinum, gold and silver (hereinafter referred to as "precious metal goods") and their official marking,
(d) to carry out official testing and labelling of goldsmiths' products and alloys of gold, silver, platinum or platinum metals, when submitted for inspection;
(e) to carry out immediate checks on undertakings producing, repairing, buying or selling goods of precious metal;
(f) order confiscation or other securing of goods of precious metal which have escaped mandatory control and take samples of materials, semi-finished products and articles of precious metal for the purpose of chemical testing;
(g) to take over old gold and silver, to melt this material and, after finding the amount of gold and silver, to deliver precious metals in pure condition in agreement with the balance sheet;
h) to implement valuables of precious metals acquired by the State;
(ch) carry out other tasks which, according to the other provisions of Decree No 123 / 1955 of the Ú. l., belonged to the State Office for Measures, Weights and Precious Metals. '

This Decree shall take effect from 1 July 1960.
