CONSTRUCTION LAW
of 6 March 2024
amending Constitutional Act No. 1 / 1993 Coll., the Constitution of the Czech Republic, as amended by the Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, as amended by Constitutional Act No. 300 / 2000 Coll.
Parliament has decided on the following constitutional law of the Czech Republic:

ČÁST PRVNÍ

Amendment of the Czech Constitution
Čl. I
Constitutional Act No. 1 / 1993 Coll., Constitution of the Czech Republic, as amended by Constitutional Act No. 347 / 1997 Coll., Constitutional Act No. 300 / 2000 Coll., Constitutional Act No. 395 / 2001 Coll., Constitutional Act No. 448 / 2001 Coll., Constitutional Act No. 515 / 2002 Coll., Constitutional Act No. 319 / 2009 Coll., Constitutional Act No. 71 / 2012 Coll. and Constitutional Act No. 98 / 2013 Coll., is amended as follows:
1. In Article 16, at the end of paragraph 2, the sentences "The territorial definition of constituencies for elections to the Senate shall be amended by law. If this is necessary to maintain equality of electoral law, the law on the territorial definition of constituencies shall be amended; This change in the territorial definition of constituencies may be made not earlier than 12 years after the last such change in the territorial definition of constituencies. ';
2. in Article 17 (1), the words "both chambers' are replaced by the words" Chamber of Deputies';
3. in Article 17, the following paragraph 3 is added:
"(3) The Senate elections take place in the first full week of October. If the law provides that these elections can be held in more rounds, this applies to the first round. '
4. Article 102 (2) reads as follows:
"(2) The term of the council is four years. The elections to the council shall take place in the first full week of October of the year in which the election period expires. '
5. in Article 102, the following paragraph 3 is added:
"(3) Further conditions for the exercise of the right to vote, conditions for the holding of elections before the end of the term, the organisation of elections and the scope of judicial review shall be laid down by law. '
Čl. II
Transitional provisions
1. Constitutional Act No. 1 / 1993 Coll., as effective from the date of entry into force of this Constitutional Act, shall apply for the first time in the elections declared after the entry into force of this Constitutional Act.
2. The amendment of the territorial definition of electoral districts for elections to the Senate pursuant to Article 16 (2) of Constitutional Act No. 1 / 1993 Coll., as effective from the date of entry into force of this Constitutional Act, shall be implemented for the first time in 2028 if this is necessary to preserve the equality of voting rights.

ČÁST DRUHÁ

Amendment of the Constitutional Act on Security of the Czech Republic
Čl. III
In Article 10 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, the current text is renumbered as paragraph 1 and paragraph 2 is added:
"(2) If a third of the senators or representatives of the local authorities have been extended, the subsequent term shall be reduced by the duration of the extension. ';
