on school cooperatives and school clubs
The Ministry of Education, Youth and Sports of the Czech Republic provides according to § 13 (a) and (m) of the Act of the Czech National Council No. 564 / 1990 Coll., on state administration and self-government in education, and § 45 (2) of the Act of the Czech National Council No. 76 / 1978 Coll., on educational establishments, as amended by the Act of the Czech National Council No. 31 / 1984 Coll. and the Act of the Czech National Council No. 390 / 1991 Coll.:
Establishment and organisation of a school cooperative and a school club
§ 1
(1) A school satellite ("satellite") or a school club ("club") serves the education, education and recreation of pupils in one school or several schools.
(2) Under local conditions, both the satellite and the club may be set up simultaneously or only one of these educational establishments.
§ 2
(1) The cooperative is divided into departments. The department is filled up to a maximum of 25 pupils.
(2) The club is divided into groups which vary according to the focus of the activity. The group shall be filled up to a maximum of 25 pupils.
(3) The cooperative and the club set up as part of the school are managed by the principal of the school, otherwise by the principal of the cooperative and the club.
(4) The head of the school of which the satellite or club is part and the head of the cooperative and the club set up as legal entities (hereinafter referred to as the "Director ') shall determine the number of departments in the cooperative, the number and focus of groups in the club and the number of pupils in each department and group, after consultation with the founder.
(5) The Director shall issue the internal rules of the cooperative and the club and approve the programme of their activities after consulting the directors of the schools to which the satellite or club serves.
(6) The director shall designate a leading educator in the cooperative and the club that are part of the school.
(7) The Director shall establish, as his advisory body, a pedagogical board of which the staff of the cooperative and the club are members. Where a satellite or club is part of a school where the pedagogical board or similar advisory body of the Director is set up, the staff of the cooperative and the club shall be members of that advisory body of the Director.
§ 3
Operation of the cooperative and club
(1) The extent of the day-to-day operation of the cooperative and the club shall be determined by the Director after consultation with the founder and the municipality.
(2) The cooperative and the club are operated throughout the school year; their operation may be interrupted under local conditions during school holidays. 1)
(3) In places where there are more than one satellite and club, in agreement with the founder and the municipality, the school authority shall determine which satellite and club remain in service during the school holidays.
§ 4
Classification of pupils in the cooperative and club
(1) The Director or General decides to include a pupil in a cooperative or club.
(2) To the cooperative or club serving pupils:
(a) primary schools or pupils of multi-annual Gymnasium may be classified as special primary schools, special schools and special multi-annual Gymnasium, auxiliary schools;
(b) special primary schools or pupils of special schools or special multi-annual colleges may be included in primary schools and multi-annual colleges.
(3) The second level pupils of primary schools, special primary schools, special schools, multi-annual colleges and special multi-annual colleges may be included in the cooperative, unless a club is set up and the number of pupils enrolled to serve the satellite has not reached the number of pupils eligible for inclusion.
(4) First-degree pupils, special primary schools and special schools whose age corresponds to the age of second-degree pupils may be included in the club.
§ 5
Educational activities of the cooperative and club
(1) The cooperative and the club undertake educational activities in addition to teaching in particular through recreational, recreational and interest activities; they allow pupils to prepare for teaching.
(2) The cooperative and the club shall organise an activity programme in accordance with paragraph 1 in order to enable pupils to choose between different activities of the cooperative or club. The cooperative and the club may organise joint activities.
(3) The cooperative and the club may organise joint activities for children and parents, including on weekends and school holidays; they may, as appropriate, provide individual or collective education and education activities for parents and other public.
(4) The cooperative coordinates its activities with the school by enabling pupils to participate in other forms of interest organised by the school. It works with educational advisory facilities, parents, associations of citizens and interest organisations of children and youth.
§ 6
Attendance to the cooperative and club
(1) Parents or other legal representatives of a student who has regularly applied to the cooperative shall inform the cooperative of the extent of the student's attendance and the method of leaving the group; the absence of the pupil in the cooperative, the deviations from the attendance of the pupil or the means of departure shall be communicated in writing to the class. The pre-known absence of the pupil in the cooperative shall be notified in writing by the legal representative.
(2) Students may enter the club regularly in selected activities according to their interest. Paragraph 1 shall apply to their participation in the club and to their apologies for their absence.
(3) The activities of the cooperative and the club may also take part in pupils not included in the cooperative and club, unless the full number of pupils included in the cooperative and the club set up for the department or group participate in the activity.
§ 7
Pupil safety care
(1) The safety of pupils in the cooperative or club is the responsibility of the teachers of the cooperative or club, from the arrival of the pupil to the departure of the pupil from the cooperative or club. The entrance and departure of the pupil is recorded in the attendance notebook.
(2) When transferring pupils from the school to the cooperative, the school director shall, taking into account the complexity of ensuring the safety of the children of the pedagogical worker or, where appropriate, the additional worker by ensuring the supervision of the pupils. The students come to the club separately.
(3) In an activity organised outside the premises of a cooperative or a club or a school, one pedagogical worker shall be responsible for the safety of up to 25 pupils. The Director may designate additional staff responsible for the safety of pupils with a higher number of pupils, or if this requires the difficulty of ensuring the supervision of pupils in the environment in which they move.
(4) In the activities of a cooperative or club serving pupils of special primary schools, special schools, special eight-year-olds and auxiliary schools, the number of pupils for whose safety one pedagogical worker is responsible shall be equal to the number of pupils in the class.3)
§ 8
Areas of the cooperative and club
The cooperative and the club use their own premises for their activities; if they do not have their own premises; and
(a) to serve pupils of the school of which they are part, the Director shall designate suitable premises for their activities;
(b) serve pupils of more than one school, the Director shall agree with the directors of those schools on the use of appropriate facilities.
§ 9
Documentation of the cooperative and club
(1) The following documentation shall be kept in the cooperative:
(a) a register for pupils who are enrolled regularly;
(b) an overview of educational work;
(c) a attendance notebook.
(2) The following documentation shall be kept in the club:
(a) a register for pupils who are enrolled regularly;
(b) an overview of the work of the interest unit;
(c) a attendance notebook.
§ 10
Efficacy
This decree shall take effect on the day of its publication.
