Decree of the Ministry of Agriculture and Nutrition of the Czech Socialist Republic governing the organisation and method of specialisation of veterinary surgeons and other forms of further training of veterinary staff

adapting the organisation and method of specialisation of veterinary surgeons and other forms of continuing training of veterinary staff
The Ministry of Agriculture and Nutrition of the Czech Socialist Republic, in agreement with the Federal Ministry of Agriculture and Nutrition and the Ministry of Education, Youth and Sports of the Czech Socialist Republic, provides pursuant to § 25 paragraph 3 of Act No. 87 / 1987 Coll., on Veterinary Care:

ČÁST I

Basic provisions
§ 1
The training of veterinary surgeons and other forms of inservice training of veterinary staff (hereinafter referred to as "inservice training of veterinary staff") 1 are part of the Czechoslovak educational system.
§ 2
Further training of veterinary staff includes:
(a) the adaptation process of graduates of higher education in veterinary, other higher education and secondary vocational veterinary education, or other secondary schools providing full secondary education (hereinafter referred to as "other secondary schools");
(b) post-graduate studies in the veterinary field of graduates of other secondary schools ("post-graduate studies in the veterinary field");
(c) specialist training of veterinary surgeons and graduates of other universities;
(d) specialisation training of graduates of secondary vocational schools of the veterinary field and graduate studies of the veterinary field;
(e) innovative studies of veterinary workers;
(f) the training of veterinary staff for expert activities abroad;
(g) the operational training of veterinary staff for the performance of work in the veterinary authorities and specialised bodies of the State Veterinary Service (hereinafter referred to as "veterinary organisations");
(h) periodic renewal and checking of the capacity of veterinary staff to pursue a profession or function under specific rules;
(i) other forms of professional and political development of veterinary workers.
§ 3
(1) The Institute for the Further Training of Veterinary Workers (hereinafter referred to as the Institute) established by the Minister of Agriculture and Nutrition of the Czech Socialist Republic as a specialised organisation of the State Veterinary Service (2) is the Institute for the Further Education of Veterinary Physicians (hereinafter referred to as the State Veterinary Administration).
(2) The Institute shall carry out its tasks in close cooperation with the Brno Veterinary College; He also collaborates with other universities, the Czechoslovak Academy of Sciences, the Veterinary Research Institute in Brno, the Institute for Education and Education of the Ministry of Agriculture and Nutrition of the Czech Socialist Republic, the Institute for the Education and Education of Veterinary Physicians in Košice and other scientific and research organisations and educational establishments.
§ 4
Leaders of veterinary organisations at all stages of management shall be required:
(a) to ensure and monitor the progress of the adaptation process of graduates of veterinary, other higher education and veterinary and other secondary vocational schools, where appropriate;
(b) to create conditions for increasing and extending the qualifications of veterinary staff in accordance with the conclusions of their work-related political evaluation and to propose them to participate in appropriate forms of continuing education;
(c) to assess regularly the professional and political growth of veterinary workers and to reflect their results in their occupational political evaluation;
(d) to ensure, as appropriate, an appropriate form of training for veterinary staff who have undergone changes in their professional qualifications or to suspend professional activity for more than five years.

ČÁST II

Adaptation process
§ 5
The adaptation process of graduates of higher education in veterinary, other higher education and secondary vocational schools in the veterinary field, or other secondary schools, follows immediately the successful completion of the study. It shall be divided into periods of initial practice and periods of basic professional growth.
Initial practice
§ 6
(1) The initial practice allows for the extension and deepening of the knowledge acquired by the study and the recognition of specific working conditions related to the future job assignment of the graduate. It shall be carried out at the workplace of the veterinary organisations for which graduates are employed; shall be supplemented, as appropriate, at the workplace of the organisations designated for this purpose by the State Veterinary Administration and by training actions at the Institute.
(2) The initial practice lasts six to nine months. Its duration shall be determined by the veterinary organisation for which the graduate is employed, taking into account the personal characteristics, the school benefits, the results of the work and the assumptions of the graduate for the performance of the duties for which he is prepared.
(3) The period of basic military service, maternity leave and other maternity leave shall not be counted until the beginning of the practice.
§ 7
(1) The veterinary organisation shall draw up a plan for the recruitment practice of the graduate and designate the worker responsible for his professional conduct during the initial practice.
(2) The knowledge and skills of the graduate acquired in the course of the initial practice shall be verified by a final interview before the commission appointed on a proposal from the Institute by the Central Director of the State Veterinary Administration.
(3) The Commission referred to in paragraph 2 may propose to a veterinary organisation for which he is a graduate in employment to extend the initial practice accordingly, but for a maximum period of one year, unless, in the final interview, the graduate has demonstrated the knowledge and skills necessary for the performance of the duties for which he is prepared.
§ 8
In cases of special consideration, the Central Director of the State Veterinary Administration may, at the request of a graduate of a higher education institution or other higher education institution who has completed that school in the form of a study at work, adjust the duration and course of his or her initial practice or, where appropriate, forgive him or her initial practice. When examining a graduate's application, the Central Director of the State Veterinary Administration shall take into account, in particular, the opinion of the veterinary organisation in which he is a graduate and the type of work (function) of the graduate so far and the classification of the latter.
§ 9
Basic professional growth period
(1) During the period of basic professional growth, graduates develop and deepen the knowledge and skills needed for their further work.
(2) The period of basic professional growth of a graduate of a university of veterinary or other higher education lasts until it is included in the specialisation training for the acquisition of grade I specialisation (§ 11 (1) (a)) but does not exceed three years. The period of basic professional growth of a graduate of a secondary vocational school in the veterinary field, or of another secondary school, shall last until it has been included in the specialisation training of graduates of secondary vocational schools in the veterinary field and graduates in the post-graduate studies in the veterinary field (§ 15), but no more than two years.
(3) The veterinary organisation shall, in agreement with the graduate, draw up a plan for its basic professional growth and designate an expert consultant.

ČÁST III

§ 10
Graduating from veterinary studies
(1) In the post-graduate studies in the veterinary field, graduates of other secondary schools are eligible to perform certain professional activities necessary for the performance of veterinary care tasks.
(2) The post-graduate study of the veterinary field takes the form of an individual study in conjunction with boarding courses of a total duration of eight weeks.
(3) Knowledge obtained in the post-graduate veterinary studies shall be verified by partial examinations after completion of each boarding course and final post-graduate examination; the examination committee shall be appointed by the Institute.
(4) After a successful final post-graduate examination, the Institute shall issue a certificate of post-graduate studies in the veterinary field.

ČÁST IV

Specialisation
§ 11
(1) Specialisation is given to veterinary surgeons and graduates of other universities
(a) stage I for carrying out the professional activities necessary for the performance of veterinary care tasks;
(b) stage II for the performance of specialised professional activities.
(2) Veterinarians and graduates of other higher education institutions may acquire specialisation in the fields listed in Annex 1, which is part of this Decree.
(3) The completion of specialist training for grade I specialisation is compulsory for veterinary surgeons operating in specified fields.
(4) Only a veterinarian or graduate of another university may be included in the specialist training for the acquisition of grade II specialisation, who, after obtaining grade I specialisation, has practised for at least two years. The inclusion of this specialisation shall take into account, on the one hand, the social interest and needs of the veterinary organisation, and, on the other hand, the professional assessment, the classification, the results of the work, the skills and assumptions of the worker.
§ 12
(1) Specialisation training for the first degree specialisation is carried out in the form of individual studies in conjunction with boarding courses of at least 200 teaching hours, as a rule within five years of the date of entry into service of a veterinarian or graduate from another university.
(2) Specialisation training for the acquisition of Level II specialisation is carried out in the form of individual studies in conjunction with boarding courses of at least 200 teaching hours. The Central Director of the State Veterinary Administration may, on a proposal from the Institute, also authorise the completion of this specialisation preparation by means of long-distance training or internship or, where appropriate, a study stay on the basis of an individual study plan; taking into account, in particular, the specialisation, classification, results, skills and assumptions of the worker.
(3) Part of the specialist preparation for obtaining level II specialization is the processing of professional written work.
§ 13
(1) The knowledge of veterinary surgeons and graduates of other higher education institutions obtained during specialist training shall be verified by a final examination before the examination committee appointed on a proposal from the Institute by the Central Director of the State Veterinary Administration. The final examination period must be determined in such a way that the veterinarian or graduate of another university can submit to it no later than one year after the date of completion of the specialist training.
(2) After a successful final examination, the Institute will issue a diploma on specialisation of the relevant degree and field.
§ 14
(1) The Central Director of the State Veterinary Administration may award specialisation in the relevant field without the completion of specialist training and final examinations to a veterinarian or graduate of another university who has obtained a scientific degree in that field, or a scientific degree in accordance with special regulations.3)
(2) A veterinarian or graduate of another university who has acquired a degree II specialisation in a field may, with the agreement of the Central Director of the State Veterinary Administration, obtain a degree II specialisation in another field, through an internship at a selected workplace and through a final examination in that field.

ČÁST V

Specialisation training
§ 15
(1) Specialisation training is awarded to graduates of secondary veterinary vocational schools and graduate studies in the veterinary field in the fields listed in Annex 2, which is part of this decree.
(2) Specialisation training shall take the form of courses, the scope of which shall be determined on a proposal from the Institute by the Central Director of the State Veterinary Administration, as a general rule within five years of the date of the entry into service of a graduate of a secondary vocational school of the veterinary field or of a graduate of a graduate of the veterinary field.
§ 16
(1) Knowledge acquired during specialisation training shall be verified by final examination; the examination committee shall be appointed by the Institute.
(2) After a successful final examination, the Institute shall issue a certificate of specialisation of the relevant field.

ČÁST VI

Other forms of CVT training
§ 17
(1) The Institute organises
(a) in the form of boarding courses, an innovative study of veterinary staff, in which they are familiar with the results of scientific and technological development, in particular with new knowledge of the veterinary sciences needed to perform their duties. Veterinary practitioners may only be included in this study if they do not participate in specialisation training for second degree specialisation, graduates of secondary veterinary education and graduates of post-graduate veterinary studies only after training;
(b) the training of veterinary staff in expert activities abroad in which they acquire the special expertise, political and linguistic knowledge necessary for the performance of such activities. The forms, duration and content of such training shall be determined, on a proposal from the Institute, by the Central Director of the State Veterinary Administration in a differentiated manner, taking into account, in particular, the specialisation of the expert activity, the intended tasks and the area of operation;
(c) in the form of functional or thematic (specialised) courses and instructions, the functional training of veterinary staff to carry out work in veterinary organisations.
(2) Knowledge acquired in the course of innovation studies and knowledge acquired in the course of the training of expert activities abroad shall be verified by a final examination before the examination committee appointed on a proposal from the Institute by the Central Director of the State Veterinary Administration. Knowledge obtained during functional training shall be verified by a final interview or, where appropriate, by a test.
(3) After a successful final examination, final interview or test, the Institute shall issue a certificate of innovation studies, training for expert activities abroad or functional training.
§ 18
Periodic renewal and checking of professional competence or functions
In accordance with the specific regulation4), the Institute organises, in conjunction with appropriate forms, the training of periodic renewal and checking of the eligibility of veterinary staff for the pursuit of certain professions or functions.

ČÁST VII

Other forms of professional and political development of veterinary workers
§ 19
(1) The Institute organises effective short-term training actions, in particular thematic courses, instructions, seminars, training at selected training centres, to expand and deepen the knowledge of veterinary workers and to increase their qualification level.
(2) The training actions referred to in paragraph 1 shall end by verifying the knowledge of their participants.

ČÁST VIII

Common and final provisions
§ 20
The Institute shall include veterinary staff in:
(a) carrying out expert activities abroad on the basis of their approval by the State Veterinary Administration for such activities;
(b) other forms of continuing training on the basis of a proposal from the veterinary organisation to which these workers are employed.
§ 21
Further education of secondary vocational school graduates in the field of study, 5) which correspond to the professional classification of such graduates in veterinary organisations, is governed by the provisions of this Decree relating to the further education of secondary vocational school graduates in the veterinary field.
§ 22
The Institute shall determine the place, date and manner in which the examinations are to be conducted in accordance with Sections 10 (3), 13 (1), 16 (1) and 17 (2).
§ 23
(1) Specialisation preparation for the acquisition of the second degree specialisation in the field, the teaching of which is provided at the University of Veterinary Medicine in Brno, the innovative study of veterinary surgeons and the professional part of the training of veterinary staff for expert activities abroad in the field of tropical and subtropical veterinary medicine, is organised by the Institute together with the University of Veterinary Medicine in Brno.
(2) In the cases referred to in paragraph 1:
(a) the Central Director of the State Veterinary Administration shall appoint a Examination Board in agreement with the Rector of the University of Veterinary Sciences in Brno;
b) the Institute determines the place, date and manner of holding the final examination in agreement with the Rector of the University of Veterinary Sciences in Brno.
§ 24
Pursuant to the Agreement, the Institute may also provide for the further training of veterinary staff carrying out professional veterinary activities in a work or a member relationship to an organisation which is not subordinate to the state veterinary administration, in accordance with the principles laid down in this Decree.
§ 25
(1) The work allowances and the economic security of veterinary staff in continuing training are governed by specific provisions. 6)
(2) The Institute shall keep records and documentation of all forms of continuing training of veterinary staff under this Decree.
§ 26
(1) Eligibility and specialisation acquired under previous rules on the continuing training of veterinary staff are maintained.
(2) Specific provisions on postgraduate studies remain without prejudice. 7)
§ 27
Efficacy
This Decree shall take effect on 1 September 1989.
