DECLARATION
Czech Labour Safety Authority
of 27 August 1971
to ensure the safety of road transport
The Czech Labour Safety Authority provides, pursuant to § 5 (1) (d) of Act No. 174 / 1968 Coll., on State Professional Safety Supervision, in agreement with the Ministry of Labour and Social Affairs of the Czech Socialist Republic, the Federal Ministry of Transport, the Ministry of Interior of the Czech Socialist Republic, the Czech Trade Union Council and other competent authorities and organisations:
Preliminary provisions
§ 1
Scope
(1) The Decree regulates the obligations of organisations, other operators (hereinafter referred to as "operators") and workers in the movement, operation, maintenance and repair of road vehicles (hereinafter referred to as "vehicles"), as well as organisations involved in the loading and unloading and other operations under road traffic conditions and, where appropriate, in the work with such operations, closely linked.
(2) For the purposes of this Decree vehicles are vehicles moving with motor power and intended for the transport of persons or of costs of any kind, or various equipment (e.g. machinery) on the road and partly on reinforced or unpaved roads and in the field, but not on rails.
(3) The decree shall not apply to the operation of vehicles of the armed forces of the Ministry of Defence, provided that such vehicles are operated by soldiers in active duty in the performance of combat and training tasks.

ČÁST I

Workers operating vehicles
§ 2
Driver working conditions
(1) The operator is obliged to provide the driver with a 15-minute break after a maximum of three hours of continuous driving for safety reasons and a further three hours of continuous driving for 30 minutes (safety break). This interruption shall be counted against the driver's working time. The time spent on the necessary repairs on the road is not included in the security breaks.
(2) In order to ensure the safety of the work of road transport vehicles, operators are obliged to take care of their proper accommodation while travelling.
§ 3
Participation of boarders in operations
(1) An operator is required to assign a driver to a vehicle if:
(a) this is necessary for loading or unloading and if the nature of the load and, where appropriate, the structure of the vehicle so require;
(b) it is a set of vehicles to be split or joined, *)
(c) the vehicle shall revert or enter narrow spaces or other similar places;
(d) the nature of road traffic, the state of the road or its surface requires the assistance of the driver;
(e) this is laid down in specific regulations (transport of explosives, etc.).
(2) The operator may arrange the work otherwise carried out by the driver in the cases referred to in paragraph 1 (a), (b) and, where possible, c) and (d) by other means, such as loading and unloading crews at permanent posts or by assigning multiple drivers. The assignment of a driver may be limited to a particular journey or period.
(3) The operator is obliged to assign a conductor for the bus with trailer.
§ 4
Allocation of other drivers
Where two or more drivers are assigned to a vehicle, the operator shall designate a manager who is entitled to give orders to the crew members of the vehicle.
§ 5
Back and back
(1) The driver is obliged to take caution in reversing and complying with special regulations, *) which apply mutatis mutandis when operating outside the road. If necessary (especially when reversing without a helper), the driver must step out and check the safety of reversing. In case of reduced visibility, the headlamp shall be switched on for reversing if the vehicle is equipped with it.
(2) The driver can only drive to sandpits, quarries, landfills, construction sites and similar places if the way to them is wide enough, firm and passable. Under reduced visibility, the driver may only enter the loading and unloading areas if the space is sufficiently illuminated. The vehicle shall be required to stop so far from the edge of the quarry, filling and landfill, depending on the loading capacity of the soil, so as not to create any risk of the vehicle being collapsed or buried. The places where it is necessary to stop must be marked by the organisation operating such a workplace with well-readable tables, signs and railing and red light at night; If circumstances so require, the driver must be alert to the situation at the site.
(3) At workplaces where vehicles without drivers (drivers) are often reciprocated, especially at bus stations, urban public transport loops, transports, construction sites and other similar places, an organisation operating such workplaces is obliged to entrust a qualified and properly trained worker to guide the driver in reverse.
(4) The authorised staff member shall be obliged to direct the driver to reverse the signals agreed between them in such a way as to avoid confusion or confusion; is obliged to move so that it is still in the driver's field of view. If the driver loses sight of him, he shall stop immediately; they may only continue to back up on a signed sign of an authorised official.
§ 6
Stop, stand and leave the vehicle
Stopping and standing is not allowed in workplaces where the vehicle
(a) obstructs work;
(b) is threatened by work in its vicinity;
(c) is threatened by the nature of the terrain (landslide, stone fall, soft clay etc.),
(d) standing within 20 m of the fuel pump if it is not waiting for refuelling;
(e) is threatened by high or very high voltage guidance.
Special provisions for stopping, standing and leaving the vehicle * *) apply mutatis mutandis when operating outside the infrastructure.
§ 7
Connection and disconnection of trailers and semi-trailers
(1) The coupling and uncoupling of trailers and semi-trailers shall be carried out in accordance with the technical regulations of the manufacturer. They can only be performed by a properly trained and trained worker who has been assigned to do so. Unless otherwise specified by the manufacturer, when trailers or semi-trailers are connected or disconnected in or on them, they shall be braked, wedges and semi-trailers shall not be securely supported by fixed supports. It is prohibited to drive a trailer or semi-trailer on a towing vehicle. When connecting trailers or semi-trailers, the worker is obliged to use protective gloves and to adjust the curtain in advance to the emergency condition. The driver shall not enter between the vehicles involved before the towing vehicle hinge is approximately 20 cm from the eye of the trailer. At this distance, the towing vehicle shall stop at the agreed signal. The driver may only complete reversing to the stop of the suspension device on the prescribed sign of the guide worker and brake the vehicle after stopping. If the driver does not feel the impact, he must stop immediately, step out of the cab and see why the vehicles have not been connected.
(2) After the connection of both vehicles, the driver shall be obliged to examine on-site the proper connection and securing of the suspension device against uncoupling, to ensure that the braking and electrical coupling devices of the two vehicles function properly and to ensure proper connection of the hinges (ropes, chains) for the safety coupling devices, if these hinges are mandatory under specific regulations. * * *)
(3) The driver must check
(a) before disconnecting that the uncoupled trailer or semi-trailer is safely secured against spontaneous movement;
(b) after disconnection that the uncoupled trailer or semi-trailer is braked and, if necessary, its wheels are reliably wedged and the semi-trailer is securely supported by fixed supports.
