establishing a Central Office for National Committees
Based on the guidelines of the Central Committee of the Communist Party of Czechoslovakia to consolidate the central management of national committees, to better provide concrete assistance to national committees and to coordinate more closely the activities of ministries (central authorities) in relation to national committees and to establish a National Committee of the Government and the Central Office of National Committees for this purpose,
The Bureau of the National Assembly of the Czechoslovak Socialist Republic has acted under Rule 60 (2) of the Constitution on the following legal measure:
The Central Office of National Committees shall be established with the Government as a central body of government.
The main task of the Central Office for National Committees is to prepare proposals for the Government (its bodies) on the construction and operation of national committees and to develop issues of further development of national committees and their role in advanced socialist society. According to the guidelines of the Government (its bodies), the Central Office of National Committees helps national committees to perform their tasks and to detect emerging deficiencies and to ensure that they are overcome with close contact with national committees and with the assistance of ministries (central bodies); organise the exchange of experience from the organisational and educational work of national committees, generalise and disseminate positive experience from that work; coordinate the activities of ministries in relation to national committees, in particular the issuing of legislation and directives, the organisation of national consultations and other actions and the provision of assistance to national committees in addressing problems in the development of individual sectors, and carry out other tasks entrusted to it by the government (its authorities). In carrying out this activity, he shall be entitled to check the work of the national committees.
(1) The Central Office of the National Committees takes over from the Ministry of the Interior matters in the field of the territorial division of the State, the provision of socialist order by national committees, voluntary organisations and assembly, the matrices, as well as the organisational technical preparation of elections, the arrangements of Members and the systemisation of the apparatus of national committees.
(2) In the area of services to the population and local industry, the Central Office for National Committees ensures a uniform solution to fundamental issues of methodological, wage and price development, technical development, preparation and qualification of cadres, as well as implementation of regulations on housing management and non-residential rooms and housing management.
(3) In carrying out its tasks, the Central Office of National Committees may issue generally binding legislation on the basis of laws and regulations and their implementation.
The Head of the Central Office of National Committees shall be the Head of the Government appointed and removed.
The competence and organisation of the Central Office for National Committees shall be further revised by the Government.
The Ministry (central authorities) and the national committees shall cooperate closely with the Central Office for National Committees and shall provide it with the necessary assistance in carrying out its tasks. The ministries are required to discuss with him all planned measures concerning national committees.
The Local Economy Development Administration shall be integrated into the Central Office for National Committees. Government Decree No 66 / 1959 Coll., establishing the Local Economy Development Administration, is hereby repealed.
This legal measure shall take effect on the date of its publication.
