GOVERNMENT DECLARATION
of 25 May 1960
on the implementation of the census of the population, houses and flats on 1 March 1961
The Government of the Czechoslovak Republic, based on the fact that for the purposes of managing and planning the development of the national economy, especially in order to plan the growth of the standard of living of the population and the level of housing at all stages of the procedure, requires detailed information on the population and the level of housing at all stages of the procedure, pursuant to Article 8 of Act No. 108 / 1951 Coll., on the organisation of national economic records:
On 1 March 1961, the census of the population, houses and flats (hereinafter referred to as the census) shall be carried out; the decisive moment is midnight from February 28 to March 1, 1961.
The census shall cover:
1. on all
(a) persons who, at the time of the census, have their permanent residence in or temporarily stay on the territory of the Republic, with the exception of foreign nationals enjoying diplomatic and consular privileges and immunities;
(b) Czechoslovak nationals who are members of our representative and consular offices abroad and their families and of Czechoslovak nationals, members of the crew of Czechoslovak seagoing ships;
2. to all houses marked with a descriptive number or other houses, not marked with the descriptive number in which someone lives at the relevant moment;
3. For all apartments used for housing or intended for housing at the time of the census, as well as for all other dwellings and shelters in which someone has slept at the appropriate time.
(1) The census is organised and managed by the State Statistical Office.
(2) The census shall be carried out by the executive bodies of the national committees responsible for its proper preparation, full and timely implementation and submission of the revised census material, with the assistance of the census Commissioners and auditors; to this end they also provide the necessary means, such as rooms, means of transport, etc.
(3) The census in military escapades and the census of mass-accommodated members of the Czechoslovak People's Army, members of the armed corps of the Ministry of Interior and of persons in detention facilities are carried out by the authorities of the Ministry of National Defence and Interior.
(1) The Councils of the District National Committees shall establish, in order to ensure the preparation and implementation of the census, a temporary auxiliary committee for the census of the population, houses and flats (hereinafter referred to as the "Commission"), which shall be chaired by a member of the Council of the District National Committee and shall be representatives of the main social organisations, associated in the National Front, the Head of Internal Affairs, Construction and Water Management, Education and Culture, and the Head of the District Service of the State Statistical Office. Other members shall be appointed by the Council of the District National Committee at its discretion from among the best staff of state bodies, establishments, institutes, etc.
(2) In order to facilitate the provision of the census, the Councils of the Regional National Committees shall determine in which municipalities (in particular larger ones) shall set up similar local or local national committees in the municipality. The chairman of the commissions set up by the Councils of City or Local National Committees shall be a member of the Council of the Municipal or Local National Committee and their members shall be members or staff of the National Committee, representatives of social organisations and certified staff from establishments, schools, institutes, uniform agricultural cooperatives, etc.
The Commission shall provide the Councils of the Regional, Urban or Local National Committees with an organisational census and shall, in particular, implement the following measures:
1. draw up draft plans for the preparatory work as well as for the actual census and check their implementation;
2. Drawing up proposals for the establishment of census circuits, proposing certified staff to the functions of the census bodies, ensuring their training and proposing for them rewards according to the scale and nature of the work carried out
3. ensure, in cooperation with the relevant organisations or their superior bodies, that in establishments, schools, institutes and so on, such conditions for the performance of service duties are created so that staff responsible for the functions of the adding bodies can properly perform their tasks in the census
4. Organises the promotion of census with the broad cooperation of social organisations and with the help of local press and radio
5. propose measures to the Board of the National Committee to remedy the deficiencies identified.
(1) According to the proposal of the commissions, the Councils of the District National Committees shall, taking into account the proposals of the Regional or Local National Committees, divide the territory of the individual municipalities into the census circuits and establish for each of the circuits the census commissioner and for several (usually for five) circuits together the adding supervisor.
(2) Only Czechoslovak citizens over the age of 18 who provide a guarantee that they will hold their duties properly may be designated for adding Commissioners and auditors (hereinafter referred to as "the census bodies').
(3) The Council of the District National Committee will issue the census authorities with a licence authorising them to enter all the premises and premises in which the census will be carried out. The addition authorities shall be entitled to verify, within the limits of their competence, the veracity and accuracy of the data collected.
(4) For the proper execution of the census work, the census bodies shall be remunerated according to the scale and nature of the task performed.
(1) The subject of the census is the personal and residential situation of all persons subject to census.
(2) In particular, the following personal data shall be collected: name and surname, family or other relationship with the user of the apartment, type of residence (permanent or temporary), type of residence (permanent or temporary), for persons residing in the place of residence and temporarily absent reason for temporary absence, for persons present only temporarily for the purpose of temporary residence and address of permanent residence, sex, date of birth, family status, nationality, nationality, school education, basic economic characteristics of the persons involved (e.g. source of livelihood, main and secondary employment and social status, name and address of the establishment (employer) or of the co-operative group, place of employment, etc.), the date of the last marriage or the year of divorce, and the number of children who are more than once married.
(3) In particular, the following information shall be collected on the housing situation: the name and surname of the user of the apartment, whether the apartment is divided by the decision of the national committee, the type of apartment, gross monthly rent, equipment (including certain items of long-term consumption) and apartment accessories, the location of the apartment, the number of accommodation rooms and their floor space; for persons living in mobile dwellings and emergency shelters or otherwise living in an emergency outside apartments, the type of such dwellings shall be determined.
The object of the census is in particular the type and owner of the building, the material of the walls and covers, the year of the position, the number of floors, the equipment of the building and the number and size of the flats.
(1) The census of people and dwellings is carried out by completing the census sheets.
(2) For each apartment there is a special addition sheet; total persons shall be entered in the census sheets both at their permanent residence and at their temporary residence.
(3) The census sheet shall be completed by the user of the apartment or, with his consent, by a member of his household of all persons in the apartment at the relevant moment of the present, possibly resident and temporarily absent. The Council of the District National Committee may determine, taking account of the local circumstances in which the census sheets need to be completed by the census commissioner.
(4) The user of the apartment, or his representative, is obliged to fill in the census sheet correctly according to the instructions, state truthfully everything that needs to be written in the census sheet and provide the census authorities with all the necessary information and submit all the required supplements and explanatory notes later.
(5) The data referred to in Section 7 (2) will also be collected for persons at the relevant moment in accommodation, hospitals, institutes, etc.
(6) The census shall be carried out by the census commissioner, who shall identify the relevant data with the owner or the house administration.
(7) Each person shall be obliged to provide all the information required of him on census in a correct and timely manner.
All persons involved in the implementation of the census and the processing of its results, in particular the census authorities, shall be bound by strict confidentiality regarding the data relating to all the facts found.
Detailed directives to prepare and implement the census State Office of Statistics in the Agreement with the Ministry of Interior and other participating ministries and central offices and authorities, and also in the Agreement with the Ministry of Finance concerning the remuneration directives to the counting authorities.
This decree shall take effect from the date of its publication.
