Ministry of Transport and Communications
of 27 March 2000
on the eligibility of persons to operate inland waterway transport for hire or reward
The Ministry of Transport and Communications pursuant to Section 52 of Act No. 114 / 1995 Coll., on Inland Navigation, as amended by Act No. 358 / 1999 Coll., ("the Act ') for the implementation of Section 33a of the Act provides:
§ 1
(1) The professional competence for the operation of water transport shall be demonstrated by a certificate of successful test carried out on the subjects listed in the Annex before the State Administration of Navigation (hereinafter referred to as the "Navigational Administration") and by evidence of the performance of five years' experience in the field of water transport recognised by the Navigational Administration.
(2) Water transport practice means activity in the area of:
(a) professional management of inland waterway transport operations; or
(b) the operation of a person who has obtained a master's licence (1) which is not a small vessel.
(3) The test shall be carried out before at least three members of the test panel established by the navigational authority. A report shall be drawn up on the test signed by the members of the Commission. Proof of the identity of the applicant is a condition for carrying out the test.
§ 2
This decree shall take effect on the 15th day following that of its publication.

Test subjects for the competence of water transport and their load
1. Inland waterway transport
(a) the measures provided for in the legislation concerning the operation and safety of waterways;
(b) prevention of accidents and measures to be taken in the event of accidents;
(c) measures concerning the transport of passengers and goods on inland waterways outside the Czech Republic.
2. Basis of binding and labour law, knowledge of which is important for the operation of inland waterway transport
(a) commercial obligations in transport;
(b) transport contracts, in particular the responsibility of the carrier;
(c) companies;
(d) labour law and social security.
3. Business and financial management of business
(a) commercial contracts;
(b) calculation of cost price;
(c) the price system;
(d) accounting,
(e) insurance, fees,
(f) customs procedure,
(g) trade in foreign exchange funds;
(h) marketing.
4. Water transport operation
(a) measures relating to the commencement and pursuit of an activity;
(b) charter,
(c) transport documents.
5. Technical standards for water transport
(a) the technical characteristics of the ships;
(b) selection of ships;
(c) loading / unloading periods;
(d) the use of surface water for navigation.
