Ministry of Education of the Czech Socialist Republic
of 27 July 1984
on the provision of scholarships and grants to university students
The Ministry of Education of the Czech Socialist Republic provides pursuant to § 98 paragraph 2 of Act No. 39 / 1980 Coll., on Higher Education, in agreement with the Ministry of Finance of the Czech Socialist Republic, the Ministry of Labour and Social Affairs of the Czech Socialist Republic and with other participating central bodies:
Scope
The decree shall apply to:
(a) students who are Czechoslovak state citizens ("students");
(b) students who are not Czechoslovak state citizens and who have been granted a residence permit in the territory of the Czechoslovak Socialist Republic (1) (hereinafter referred to as "students") if they are studying in regular daily studies at universities managed by the Ministry of Education of the Czech Socialist Republic (hereinafter referred to as "Ministry of Education"),
(c) students who are Czechoslovak state citizens and who have been sent to study in foreign higher education by the Ministry of Education (hereinafter referred to as "Czechoslovak scholarships") .2)
Types of scholarships and allowances
(1) Under this decree, a social scholarship, a benefit scholarship, a one-off benefit scholarship, a preferential scholarship, a social scholarship provided to students and students of single, divorced, widowed or for other serious reasons to the lonely ("lonely students') who take care of their own or adopted unprovided child (" dependent child '), an exceptional scholarship, a ministerial scholarship, a regional scholarship, a corporate scholarship and contributions.
(2) For a social scholarship, a social scholarship granted to students' mothers and lonely students with a dependent child and an exceptional scholarship, the student applies to the Dean of the Faculty at which he studies. The application shall be accompanied by the documents necessary to demonstrate the information contained in the application. The application is decided by the Dean pursuant to § 57 (2) of Act No. 39 / 1980 Coll., on universities.

Social scholarship
Detection of social circumstances
(1) It is crucial to identify social conditions
(a) for childless single students and for childless married students whose spouse is not employed, the average net monthly income per member of the household of the student's parent or one member of the household of one of the parents of the student with whom the student lives, or his spouse (hereinafter referred to as "parents"). If a student is not a member of either of the parents' household, the alimony provided for by the court to the two parents,
(b) for students whose spouse is employed, the average net monthly income per member of their household;
(c) for students who take care of an uninsured child and whose spouse is not employed, for single students with an undependent child and for students with both sides of orphans or for students who receive a allowance to meet the needs of a child in foster care, only the student's own income shall, in total, exceed 800 CZK per month.
(2) A social scholarship has been granted since the beginning of the school year. If a student applies for a social scholarship during the school year, it shall be granted from the first day of the month in which the application was submitted.
(3) Students, including students studying under an individual study plan, shall be granted a social scholarship for a maximum of 11 months in the school year.
Facts relevant for determining the amount of the social scholarship
(1) The average net monthly income shall be the monthly average of the monetary or payable income, reduced by the payroll tax, or, where appropriate, by any other tax to which such income is subject, obtained by:
(a) both parents of a student and student; or
(b) one of the parents of a student, his spouse and student; or
(c) spouse of student and student.
(2) The average net monthly income shall be calculated on the basis of the income of the persons referred to in paragraph 1 for the preceding calendar year, provided that there has been no permanent change in the basic salary or basic remuneration or no professional, member, professional or other employment relationship (hereinafter referred to as employment relationship) of any of the parents or spouse of a student or student.
(3) Where there has been a permanent change in the basic salary or basic remuneration for the persons referred to in paragraph 1 during the preceding or current calendar year, the average net monthly basic salary (remuneration) shall be taken as the basis from the date of the change in basic salary (remuneration) plus the average net monthly income obtained from the other components of the salary (remuneration) in the preceding calendar year. The income from the work of pensioners and the change in other income referred to in points (c) to (h) of paragraph 5 shall also be assessed.
(4) Where, during the preceding or current calendar year, one of the parents or the spouse of a student or student has entered into an employment relationship, the average net monthly income shall be calculated from the date of its conclusion; if the employment has ended at that time, the average net monthly income shall be calculated from the end of the employment. The income from the work of pensioners and the change in other income referred to in points (c) to (h) of paragraph 5 shall also be assessed.
(5) The income underlying the survey of the average net monthly income shall include:
(a) income from employment or other income which is:
1. wages,
2. stabilisation fees for years worked and stabilisation recruitment fees and allowances,
3. share of economic results,
4. annual management fees;
5. in-kind benefits and other similar benefits which are due to the worker during his absence at work;
6. additional remuneration of members of production cooperatives,
7. Reimbursement of wages paid to workers for the period during which they did not work and replacement of wages for unpaid leave,
8. Scholarships of scientific aspirants and scholarships provided during study stays, 3)
9. income intended for the purposes of sickness insurance and pension insurance of workers in charge of activities outside the territory of the Czechoslovak Socialist Republic, 4)
(b) income from the work of a member of the single agricultural cooperative,
1. basic remuneration, including allowances and surcharges;
2. premium,
3. the performance and exceptional remuneration paid for the results of the work of a member of the cooperative and included in the costs of the cooperative,
4. the premiums and fees for which the cooperative was granted special-purpose subsidies;
5. in-kind benefits and other benefits, if the income in question belongs to a member of the cooperative even at the time of incapacity for work;
6. share of economic results,
7. Annual management fees,
8. stabilisation fees for years worked and stabilisation recruitment fees,
9. Reimbursement of the remuneration paid to members of the cooperative for the period during which they did not work and compensation of the remuneration for unpaid leave,
(c) remuneration for work carried out on the basis of non-employment agreements;
(d) revenue from other activities
1. the remuneration of experts and interpreters appointed by the competent authority in the proceedings for expert and interpretation,
2. remuneration paid to persons in connection with solving the tasks of science and technology development, thematic tasks, rewards for inventions, discoveries, improvement proposals, designs, new ways of prevention, diagnosis and treatment of humans, 5) animals and new ways of protecting plants against pests,
3. Exceptional one-off remuneration paid to workers on the occasion of the award of honours in the amount subject to taxation;
4. exceptional one-off remuneration paid to workers for specific results in the evaluation of the socialist competition;
5. revenue from the operation of music in sets of folk musicians,
6. remuneration for work carried out in connection with membership of organisations or collective bodies, irrespective of whether they are paid in cash or credited to members' shares,
(e) income subject to public income tax, 6)
(f) any revenue from the provision of services on the basis of the authorisation of the national committee, after deduction of the amount of expenditure in kind needed to achieve such revenue, 6)
(g) all income of citizens from agricultural production, 7)
(h) income of citizens subject to tax on income from literary and artistic activities, 8)
(i) sick leave, support for family care, 9) compensation in pregnancy and maternity, maternity allowance, 10), 11)
(j) social security benefits, (10) other than those referred to in paragraph 6;
(k) provision allowance, 10)
(l) maintenance (maintenance allowance) from other persons designated by a court decision or provided by agreement approved by the court;
(m) deductions to cover maintenance for the benefit of children carried out on the basis of the remuneration of persons in prison or in custody; 12)
(n) the student's income from the activities referred to in points (a) to (h) and social security benefits, provided that, in total, they exceed 800 Kns per month.
(6) Income underlying the average net monthly income is not included
(a) child allowance and supplement;
(b) education and training supplement;
(c) raising pensions and education for helplessness;
(d) orphan's pension;
(e) increase in pensions according to the relevant regulations, 13)
(f) cash allowances and social assistance in kind;
(g) the remuneration of the foster child and the allowance for the child's needs in foster care, 14)
(h) aid at the time of birth of the child;
(i) maternity allowance;
(j) death grants;
(k) cash remuneration for voluntary care workers;
(l) cash remuneration provided for living and working years, 15)
(m) cash benefits from contract insurance;
(n) remuneration resulting from employment under a framework contract or civil assistance agreements;
(o) scholarships provided to students in full-time studies at secondary and higher education institutions;
(p) the income of the student from the employment relationship, non-employment agreements and social security benefits up to a total of 800 KJs per month.
(7) The average net monthly income shall be deducted from the amount of maintenance determined by the court to one of the parents of the student or student, or his spouse, or provided by agreement approved by the court or provided voluntarily.
(8) The net monthly income per member of the household shall be determined by dividing the net average monthly income of the parents and student or student's spouse by the number of household members.
(9) In calculating the average net monthly income per household member, members of the household shall be considered to be:
(a) parents and their dependent child, 11) if the average net monthly income is collected from the student's parents;
(b) a student, his spouse and their dependent child, 11) if the average net monthly income is collected from the student's husband.
(10) An applicant for a scholarship shall be counted as two members of the household if:
(a) care for a single family, divorced, widowed or for other serious reasons a single parent;
(b) both parents are pensioners and have no regular income other than retirement, 16)
(c) is married (applicant married).
(11) In cases referred to in paragraph 10, the applicant shall be counted only once for two household members.
(12) The student is obliged to report to the Dean without delay any facts which might affect the provision or amount of the social scholarship. If there is a change in the facts relevant to the provision or the amount of the social scholarship, the change in the social scholarship shall take place from the first day of the month in which the change occurred. If the change goes against the student, it will take place from the first day of the following month.
Social scholarship amount
The social scholarship shall be granted at the rate of:

Beneficial scholarship
Conditions for granting
(1) A benefit scholarship shall be granted for a maximum period of 11 months from the beginning of the second year of study at a university to students who, in the previous year, studied in a full day's study or in a study at work of the same or related field of study, did not repeat the previous year of study, had an average benefit up to 1.8 and fulfilled the study obligations laid down in the previous year's curriculum by the end of the school year. Students who have completed their study obligations of the previous year after its completion shall be granted a benefit scholarship only from 1 January; the grant of a benefit grant before 1 January exceptionally permits the Dean.
(2) Students who study according to an individual study plan for a period not exceeding the duration of a full day's study, 18) benefit grants shall be granted provided that they fulfil the conditions set out in paragraph 1 and the study obligations laid down in the individual study plan of the previous year by the end of the school year. The final results of the examinations and the classification of credits from study subjects included in the individual study plan shall be taken into account in the average benefit. Students studying according to an individual study plan to which the Dean has extended the study may receive a benefit scholarship for the duration of the study determined by the individual study plan.
(3) Students transferring from higher education abroad to higher education institutions in the Czech Socialist Republic will receive a benefit scholarship according to notarized tests19) carried out at higher education institutions abroad.
(4) A benefit scholarship is provided without application and regardless of whether the student receives another scholarship.
Detection of the student's average benefit
Final results are included in the average benefit
(a) tests and classified credits, 20)
(b) tests and classified credits counted from previous studies, 20)
(c) differential examinations and classified credits determined by the Dean in cases where the student has transferred to the previous year or continued to study after the end of the study, 20)
(d) difference tests and classified credits determined by the Dean in cases where the student has been readmitted to study after leaving the study or leaving the study, 20)
(e) notarized examinations conducted at a foreign university. 19)
Amount of the benefit scholarship

Disposable benefit scholarship
(1) Students whose study according to an individual study plan has been shortened against a fixed length of full-time study, 18) a one-off benefit scholarship of 300 CZK for each month of the school year for which the study has been reduced.
(2) Students who have graduated with distinction, political and social involvement and engaged in scientific, research and professional or artistic activities at the faculty or university shall be awarded a reward which is of the nature of a one-off benefit scholarship if they have completed a state final examination or a state rigorous examination (21) within the first time appointed by the Dean, 20), at the rate of:
(a) 2000 CZK to students awarded the Minister of Education,
(b) 1500 CZK to students awarded the Rector Prize;
(c) 1000 Kčs to students who have been given the praise of the Dean.
(3) Only one of the remuneration referred to in paragraph 2 may be granted to students.
(4) Students in the study fields of the group of teachers, including the teaching of vocational subjects at the non-teaching faculties, are awarded the Minister's Prize, the Rector's Award, the praiseworthy recognition of the Dean and the Reward, which is the nature of a one-time benefit scholarship provided under paragraph 2, for the permanent honours of the warrior for winning the working class and the progressive Czechoslovak school as a Josef Haken scholarship.
Preferential scholarship
(1) A Preferential Scholarship of 1000 CZK is granted for the successful completion of each year of full-time study in the preferred field of study to students who:
(a) in the completed year they achieved average benefit by 1.8;
(b) have completed the study obligations specified in the curriculum by the end of the school year; if the student has completed the study duties for the previous year after the beginning of the school year, the Dean may grant the grant of a preferential scholarship only with the approval of the Rector, if the university does not participate in the faculty, with the approval of the Ministry of Education,
(c) are enrolled in the following year of the preferred field of study or have successfully completed their studies at a university by performing a state final examination or a state rigorous examination within the first or second period determined by the Dean for carrying out a state final examination or a state rigorous examination.
(2) The final results of the examinations and the classified credits referred to in Section 7 and the result of the defence of the thesis and the results of the examinations of individual subjects shall be taken into account.
(3) Students studying according to an individual study plan shall be granted a preferential scholarship for a period not exceeding the length of the fulltime study (18) under the conditions referred to in paragraph 1. The final results of the examinations and the classification of credits from study subjects included in the individual study plan shall be taken into account in the average benefit. If students studying according to an individual study plan are determined to extend the study over a specified length of study, 18) they may receive a preferential scholarship for the duration of the study determined by the individual study plan.
(4) The Preferential Scholarship shall be granted subject to the conditions set out in paragraph 1, irrespective of whether the student receives another scholarship. The Preferential Scholarship shall be granted without application.
(5) In the year of the declaration of preference, the students of the first year of the relevant field of study will be admitted to the newly declared preferred studies. In the event of the cancellation of the preference of the field of study, the originally granted preference shall be maintained for the student until the completion of his or her studies, including when he or she is suspended, his / her year repeated and the extension or shortening of the study according to the individual study plan.
Social scholarship provided to students and single students with an uninsured child
(1) The social scholarship provided for in § 5 shall be increased by 350 CZK per month per child and 200 CZK per child for single students and by 200 CZK per child.
(2) If students are not entitled to a social scholarship under Section 5, they shall be awarded a scholarship of 350 CZK a month per child and this amount shall be increased by 200 CZK per month for each additional child.
(3) The scholarship referred to in paragraphs 1 and 2 shall be granted to a student who is born of a child if she has claimed entitlement within three months of the date of birth; students of the first years will receive this scholarship at the earliest from the beginning of the school year. If the student does not apply in due time, the scholarship shall be granted from the first day of the calendar month in which the student makes the claim.
(4) A student who is born at the time of her studies at a university shall be granted a social scholarship at the rate to which she is entitled after the birth of the child referred to in paragraphs 1 and 2, retroactively, starting on the first day of the calendar month in which the beginning of the fourth week before the birth falls; a scholarship so awarded shall be granted if the conditions laid down in paragraphs 1 and 2 are fulfilled throughout the course of the course of study.
(5) A student who is born within four weeks of the completion of her studies at a university shall be granted a scholarship at the level to which she would be entitled after the birth of the child referred to in paragraphs 1 and 2, retroactively, starting on the first day of the calendar month in which the beginning of the fourth week before the birth falls; The grant of such a grant shall be granted for the month in which the study was completed.
(6) A student who is born a dead child or whose child dies within six weeks of childbirth shall be granted the scholarship referred to in paragraphs 1 and 2 for a calendar month in which the end of the sixth week from the date of birth falls.
(7) A student who has ceased to care for a born child and has therefore been entrusted with a measure of the competent authority (court, national committee) to family or institutional care replacing the care of parents, as well as a student whose child is in constitutional care for reasons other than health, the payment of the scholarship referred to in paragraphs 1 and 2 shall be suspended from the first day of the calendar month following the month in which the decision became final; for the purposes of granting a social scholarship under § 3 to 5, a student shall be treated as if she had no child.
(8) Students' mothers and single students with a dependent child are granted a scholarship in accordance with paragraphs 1 and 2 for 12 months in the school year; shall also be provided when the year is repeated.
Exceptional scholarship
(1) An exceptional scholarship (22) may be granted to the students referred to in § 1 by the Dean at their request or on his own initiative, for social reasons or as remuneration for the award of praise. 20)
(2) Exceptional grants for social reasons of up to 450 CZK per month may be granted to students for whom this is justified by their social conditions and social conditions of persons who have a maintenance obligation against them. in particular, students - men with an uninsured child whose spouse is not working for serious reasons, disabled students and students against whom parents or husbands do not perform maintenance duties. This scholarship may also be granted to students who repeat the year for serious health or family reasons.
(3) Exceptional scholarships for social reasons may be provided in parallel with social scholarships; the duration of the grant of the exceptional scholarship shall be determined by the Dean.
(4) Students who achieve an average benefit of up to 1.5 are engaged in public activities, engage in socially useful work and engage in scientific, research and professional (artistic) activities at a university, the Dean may, in the award of a commendation, provide a reward which is of the nature of a one-off exceptional scholarship, up to a maximum of 1000 CZK, provided that they have not been remunerated in kind.
Scholarship of students - foreigners
(1) Universities grant scholarships to students
(a) marriage to a Czechoslovak State citizen; or
(b) the employment relationship of their parents or husbands in the Czechoslovak Socialist Republic (23); or
(c) Czechoslovak citizenship of one of the parents; or
(d) granting asylum rights in the Czechoslovak Socialist Republic; or
e) granting asylum rights in the Czechoslovak Socialist Republic to their parents permanently living in the Czechoslovak Socialist Republic.
(2) Scholarships shall be granted under the previous provisions of the Order to the following extent:
(a) to the students referred to in paragraph 1 (a) to (c) of the Social Scholarship (§ 5 (b)), beneficial (§ 8 (b)) and exceptional;
(b) to the students-foreigners referred to in paragraph 1 (d) and (e) a social scholarship, including a social scholarship, granted to students' mothers and single students with a dependent child, a benefit scholarship, an exceptional scholarship, a preferential scholarship and a Josef Haken scholarship; they are also granted an advantage in the field of social and benefit grants to students who study the preferred field of study.
Scholarships of Czechoslovak scholarships
(1) A social scholarship is granted to Czechoslovak scholarships under the conditions laid down in Sections 3 to 5, a social scholarship granted to students' mothers and lonely students with a dependent child; they may also be granted an exceptional scholarship for social reasons.
(2) The scholarships referred to in paragraph 1 shall be granted under the conditions laid down in this Order at the time of the residence of Czechoslovak scholarships in the territory of the Czechoslovak Socialist Republic during the period of the main holidays and, for reasons of professional or social policy practice, incapacity for work, students and for reasons of maternity and a single student with an uninsured child, on the grounds and under the conditions set out in Article 1 (c).
Payment of scholarships
(1) Scholarships shall be paid to the students referred to in § 1 (a) and (b) of the Dean in due or replacement terms as determined by the Dean after observations by the Faculty Organisation of the Socialist Youth Association. The scholarship will not be paid unless the student picks it up without serious reasons even in the next month's pay term. The Dean of the Faculty is only allowed to pay outstanding scholarships in cases of special consideration.
(2) Scholarships under Section 14 are paid to Czechoslovak scholarships by organisations designated by the Ministry of Education.
STATISTICAL, COUNTERPARTY, ENTERPRISE AND CONTRIBUTIONS
Conditions for and amounts of grants and grants
(1) The central authorities, regional national committees, state economic organisations, cooperative organisations and social organisations (hereinafter referred to as "organisations") may, with a view to obtaining university-qualified staff at the places of work in the Ústí nad Labem district, Teplice, Most, Chomutov, Česká Lípa and Sokolov district, provide ministerial, regional and corporate scholarships (hereinafter referred to as "scholarships"). Students who undertake, by written agreement, to remain at least:
(a) 5 years at the place of work designated by the organisation shall in principle be granted from the 2nd year of study a scholarship of 1200 Kčs;
(b) 7 years at the place of work designated by the organisation shall in principle be granted from the 2nd year of study a scholarship of 1400 Kns.
(2) In order to obtain university-qualified staff at work in other territorial areas selected by the participating central authority in agreement with the relevant Ministry of Labour and Social Affairs as regards regional scholarships and the relevant Regional National Committee in accordance with the National Economy Development Plan, organisations may provide scholarships in principle in the last two years of study. Students who undertake, by written agreement, to remain at least:
(a) 5 years at the place of work designated by the organisation, a grant of a scholarship of CZK 1000 per month for the preferred field of study;
(b) 5 years at the place of work designated by the organisation shall be awarded a scholarship of 800 CZK per month for other fields of study.
(3) The organisations may also provide students with the following contributions:
