DECLARATION
Ministry of Education of the Czech Socialist Republic
of 12 August 1974
on the equivalence and recognition of certificates and diplomas of education issued in the Union of Soviet Socialist Republics
The Ministry of Education of the Czech Socialist Republic provides, pursuant to § 31 paragraph 2 of Act No. 186 / 1960 Coll., on the System of Education and Education, and pursuant to § 19 paragraph 1 of Act No. 19 / 1966 Coll., on universities:
(1) The certificate of completion of the eighth year of secondary school, issued in the Union of Soviet Socialist Republics, is equivalent to the certificate of termination of compulsory primary education in the ninth year of the basic nine-year school, issued in the Czech Socialist Republic.
(2) The Certificate of Secondary Education and Diploma on the Termination of Secondary Vocational Schools, issued in the Union of Soviet Socialist Republics, is equivalent to the Certificate of Graduation of the Czech Socialist Republic.
(3) The diplomas awarded after graduation at universities in the Union of Soviet Socialist Republics are equivalent to diplomas awarded to university graduates in the Czech Socialist Republic.
(1) The certificates and diplomas referred to in Article 1 are valid in the territory of the Czech Socialist Republic on 6 June 1972, when the Protocol on the equivalence of documents on education, scientific degrees and titles which are issued or awarded in the Czechoslovak Socialist Republic and in the Union of Soviet Socialist Republics entered into force, (1) or on the date of issue of the document if it was issued after the entry into force of the Protocol. The equivalence of the certificates and diplomas referred to in § 1 (1) and (2) shall be certified by issuing a verification clause, diplomas referred to in § 1 (3), by issuing a certificate of equivalence.
(2) The certificate clause referred to in Article 1 (1) is issued by the District National Committee according to the applicant's permanent residence.
(3) The certification clause for testimonies or diplomas referred to in Paragraph 1 (2) shall be issued by the Regional National Committee according to the applicant's permanent residence.
(4) The certificate of equivalence of diplomas referred to in Paragraph 1 (3) shall be issued by a university of the same or related specialisation.
(5) The Ministry of Education of the Czech Socialist Republic will decide in contentious and unclear cases, which school is the closest to a completed study. If a school is used only in the territory of the Slovak Socialist Republic, the Ministry of Education of the Czech Socialist Republic will refer the request to the Ministry of Education of the Slovak Socialist Republic.
(6) The issuing authority shall keep a simple record of the certification clauses and equivalence certificates issued.
Verification clauses and certificates of equivalence issued by the competent authorities of the Slovak Socialist Republic shall also apply in the territory of the Czech Socialist Republic.
(1) The applicant shall request the competent authority in writing to issue a verification endorsement or certificate of equivalence. The application shall be accompanied by the original of the certificate or diploma and a certified translation thereof.
(2) The authority referred to in paragraphs 2, 3 and 4 of Section 2 shall issue a verification clause in accordance with the model set out in Annex 1 to this Regulation on the original of the certificate or diploma referred to in paragraphs 1 and 2.
(3) As regards the original diploma referred to in § 1 (3), a university certificate of equivalence shall be issued in accordance with the model in Annex 2 to this Decree.
This decree shall take effect on the day of its publication.
