of 9 August 1967
amending and supplementing Government Regulation No 100 / 1966 Coll., on the Planning of the National Economy
The Government of the Czechoslovak Socialist Republic pursuant to § 9 of Act No. 83 / 1966 Coll., on the fourth Five-Year Plan for the Development of the National Economy of the Czechoslovak Socialist Republic, § 391 of the Economic Code No. 109 / 1964 Coll. and § 17 and 20 of Act No. 8 / 1959 Coll., laying down the basic rules on the State Budget and on the Management of Budgetary Funds, gives the following instructions:
Government Regulation No 100 / 1966 Coll., on the planned management of the national economy, is amended and added as follows:
1. In the first sentence of Paragraph 23 (1), the words "interest on loans and loans up to the basic interest rate, with the exception of interest on loans for wages' are deleted.
2. in Article 23 (2) (a), the words "interest on loans and loans up to the basic interest rate" shall be deleted;
(3) Paragraph 27 (1) shall be added to point (f) of the following text:
"(f) the levy to cover the costs of retraining and physical security of workers released and transferred in connection with the liquidation of inefficient operations and other rationalisation measures, before the start of a new employment (§ 29 (5))."
4. Paragraph 29 is added to paragraph 5:
"(5) The levy provided for in Article 27 (1) (f) shall be applied on a quarterly basis:
(a) the branch directorates and economic organisations directly managed by the central authority into a special fund set up by the Ministry of Finance with a lump sum of 60% of the average monthly salary achieved in the production unit (economic organisation) for the previous year, not later than 25 days after the end of the quarter,
(b) the economic organisations subordinate to the Directorate-General for Trade, at the level and time limit set by it.
Paragraph 3 shall apply mutatis mutandis. ';
5. In Paragraph 38, the following paragraph 4 is added:
"(4) After payment of the amount referred to in Article 29 (5) (a), the Trade Directorate shall separately manage the means to reimburse the costs of retraining and the physical security of workers before starting a new employment, which are paid to them by economic organisations pursuant to Article 29 (5) (b)."
Paragraph 4 shall become paragraph 5.
6. the following shall be added to Paragraph 70 (2) (d):
"(d) the levy provided for in Article 27 (1) (f) shall be implemented by the Management National Committee at the level and time limit set by it. The Management National Committee (with the exception of the Regional National Committee) shall pay an amount equal to the amount referred to in Article 29 (5) (a) to the Regional National Committee (within the time limit set by it) and to the Comprehensive Regional National Committee within the time limit set by it. The Regional National Committees shall make the levy referred to in Article 29 (5) (a). The Management National Committees may centralise funds in a similar manner to those of the Directorate-General for Trade (Section 38 (4)), with a purpose in the reserve and development fund. ';
7. the following shall be added to Paragraph 72 (1) (f):
"(f) the amounts of the special fund in the Ministry of Finance to cover the contributions paid to the physical security of workers before starting a new employment."
(1) Under this Regulation, gross income or profit payments and additional contributions shall be made from August 1967.
(2) This Regulation shall enter into force on the day of its publication.
