Act on the Fourth Five-Year Plan for the Development of the National Economy of the Czechoslovak Socialist Republic

THE LAW
of 27 October 1966
on the fourth Five-Year Plan for the Development of the National Economy of the Czechoslovak Socialist Republic
Based on the results achieved in the development of the national economy and on the broad economic policy guidelines set out in the XIII Congress of the Communist Party of Czechoslovakia, the National Assembly of the Czechoslovak Socialist Republic decided on this law:
§ 1
(1) The management of the national economy between 1966 and 1970 is based on the fourth five-year plan for the development of the national economy of the Czechoslovak Socialist Republic (hereinafter referred to as the "fourth five-year plan '), which expresses the basic guidelines and objectives of economic development and the main means and means of achieving them.
(2) The crucial task of the fourth five-year plan is to continue the process of consolidation and reconstruction of the national economy by accelerating resource creation and applying principles and instruments of an improved system of planned management and technical development; in optimal proportions and structure to raise living standards, to strengthen reserves, to safeguard state defensibility and to create assumptions for the economic efficiency of national economy development.
§ 2
The guidelines and objectives for the development of the national economy during the fourth five-year plan shall be as follows:
1. achieve such an acceleration in the rate of national income growth, compared to 1961 to 1965, to increase its volume by 22 to 24%. The increase in national income is mainly due to increased social productivity. Realise the decisive part of the increase in industrial income in industrial production against 1965 by about 30%;
2. increase the share of the fund of accumulation in the national income used by 1970, assuming the highest effectiveness of the funds spent to around 13%, maintain the share of accumulation in the basic funds in the national income at around 12% and gradually improve the composition and efficiency of the fund of accumulation. Investment construction to create the foundations for further structural changes and increase investment compared to the period 1961 to 1965 in particular
(a) in the basic energy industry by around 41% and in the chemical industry by around 45%;
(b) in the manufacturing industry in the consumer industry by around 46% and in the food industry by about 50%;
(c) in transport by around 57%;
3. to increase the skills and technical equipment of the research and development base and to concentrate its activities mainly on the perspective guidelines creating the preconditions for the gradual implementation of structural changes in the national economy, for the introduction of progressive products and technologies and for making the entire reproductive process more effective. The amount of resources spent on the development of science and technology associated with their rational and efficient use, in particular by creating conditions for the rapid implementation of the results of technical development;
4. to ensure proportionality of development and decisive structural changes
(a) preferably develop the chemical industry as a precondition for the gradual chemisation of the national economy so that the volume of chemical production increases by around 50% against 1965 and the share of the chemical industry in the total industrial production reaches around 10%;
(b) increase the proportion of liquid and gaseous fuels in the fuel and energy balance to around 21%;
(c) develop engineering production to accelerate the mechanisation and automation of production processes in the national economy, to implement the most advanced technology and to increase the efficiency of foreign trade; increase the volume of machinery production by around 43% so that the machinery is involved in the total industrial production by about one third,
(d) intensify investment construction in the construction industry in accordance with the construction tasks and needs of the national economy;
(e) to gradually reconstruct and modernise the processing sector, in particular the consumer and food industries, in particular in the sectors effectively processing domestic raw materials; develop the processing of domestic raw materials for the ceramic and glass industries;
5. Accelerate consolidation and agricultural development so that the volume of market production in state funds increases annually by around 4% compared to the last five years; to achieve this objective in particular:
(a) to specialise in agricultural production effectively;
(b) increase the yield per hectare and the performance of livestock and reduce the own costs of agricultural production;
(c) significantly improve the supply of industrial products for agriculture, improve their use and ensure the efficient development of the services provided to agricultural organisations;
(d) ensure reproduction of labour in agriculture in the necessary age structure and increase the qualifications of agricultural workers;
6. accelerate the modernisation of rail transport so that steam traction can be effectively removed in 1970 and start the reconstruction of the road network and the construction of the motorway; continue the deployment of automatic communication technology and accelerate the development and modernisation of the telecommunications network;
7. in the area of living standards
(a) ensure the growth of the consumption fund by between 17% and 19% compared to 1965; ensuring, as a priority, the direct remuneration of workers for the real results of work before meeting the needs of the population of social consumption funds;
(b) strengthen the material interest and responsibility for the results of individual and collective work by deepening wage differentiation;
(c) to use growing social consumption funds, in particular to ensure the health and education of the people, social security and care of women and families with children; focus on increasing the volume and quality of services in the most efficient use of the resources spent;
(d) to build at least 460 000 flats with adequate technical and civil amenities, of which in Slovakia 157 000 flats, and to improve the maintenance and modernisation of the housing fund and related facilities; create assumptions to build 105 to 115 thousand flats annually after 1970 and to create the necessary production material base for this purpose,
(e) depending on the results of economic development, in particular the growth of social productivity and the use of basic means of production, continue to shorten working time so that a five-day working week can be gradually introduced with 40-hour working hours in deep mines and in harmful health facilities and 42-hour working hours in other workplaces;
(f) continue efforts to ensure sufficient water for the development of society and to improve the working and environment, in particular water and air purity, in particular in the areas of concentrated industry;
8. In line with the needs of the development of the national economy, the use of natural and economic conditions and resources in all areas is more effective. The effectiveness of the development of the whole national economy by optimising the deployment of production forces. In order to create favourable economic conditions, including through economic management instruments;
9. To further consolidate the single Czechoslovak economy, ensure that Slovakia's share of national income is increased; in particular, to increase the volume of industrial production in Slovakia by 58 to 59% in order to make its share of the total industrial production about 25%, and to increase the volume of agricultural production by 22 to 24% in order to make its share of the total agricultural production about one third;
10. Strengthen cooperation with socialist states and especially with the Soviet Union as the basis for the external economic relations of the Czechoslovak Socialist Republic, further deepen the involvement of the Czechoslovak economy in the international division of labour, increase the efficiency of goods exchange and strengthen the economic balance in external economic relations and balance of payments.
§ 3
(1) The implementation of the guidelines and objectives for the development of the national economy referred to in Article 2 will be ensured, starting in 1967, under the new economic conditions created for the work of socialist organisations by the accelerated application of an improved system of planned management throughout the national economy.
(2) The transition to the new economic conditions referred to in paragraph 1 shall take place in particular:
(a) the total rebuilding of wholesale prices, the direct link between wholesale and retail prices by means of a rate tax on turnover, the closer connection between internal and foreign prices, as well as measures for more flexible price development enabling a balance between supply and demand and the development of competition between economic organisations;
(c) financing of investments from the economic organisation's own resources and from investment credits in such a way that full responsibility for the effectiveness of investment is transferred to the economic organisation and to avoid unrealistic investment requirements;
(d) a flexible system to guide wage developments as a precondition for wage growth to become a more effective tool for increasing efficiency and gradually eliminating wage levelling.
§ 9
(3) In order to ensure the necessary deployment of production forces and regional proportionality, the Government may:
(a) to determine the method of granting and the amount of the special-purpose subsidies for the construction of state economic organisations and the construction of production cooperatives in the districts and places to be determined in advance;
§ 10
(1) The binding tasks, binding limits and indicative indicators of the fourth five-year plan necessary to ensure the basic guidelines and objectives of the development of the national economy referred to in Article 2 shall be determined by the government to the extent necessary.
(2) In the interests of the proportionate development of the national economy, using primarily operational economic management instruments, the Government may also specify and specify binding tasks, binding limits and indicative indicators of the fourth five-year plan in the national economy's implementation plans, where appropriate, including additional binding tasks and binding limits.
(3) The State Plan for the Development of the National Economy for 1966, established on the basis of Act No. 137 / 1965 Coll., on the State Plan for the Development of the National Economy and the State Budget for 1966, is an implementing State Plan under that Act.
§ 11
This Act shall take effect on the day of its publication.
