THE LAW
of 27 March 1990
on the Federal State Budget for 1990
The Federal Assembly of the Czechoslovak Socialist Republic decided on this law:
State Budget of the Federation for 1990

The general summary of the Federation State Budget is set out in Annex 1.
(2) Of the total expenditure of the Federation State Budget:

An overview of the special-purpose reserves of the Federation State Budget is given in Annex 2.

The share of turnover tax revenue shall be 21% for the Czech Republic and 29% for the Slovak Republic.
The ceiling of the federal budget expenditure on government loans is set at CZK 4198 million.
The Government of the Czechoslovak Socialist Republic or, on the basis of its authority, the Minister of Finance may adjust the indicators of the federal budget of the Federation only in accordance with government measures concerning price, organisational and methodological changes, together with material changes in relation to changes in the state plan and the mobilisation of funds from the budget reserve of the Government of the Czechoslovak Socialist Republic. These measures must not impair the resulting balance of revenue and expenditure of the Federation State Budget.
Act No. 68 / 1989 Coll., on the organisation of the Czechoslovak State Railway, in § 21, the following paragraph 3 is added:
"(3) The Federal Ministry of Finance will adapt the method of financing the corporate social consumption of the Czechoslovak State Railways by a generally binding legislation."
(1) The organisation of the Federal Ministry of Communications will provide for an exceptional contribution of free resources from profits to the federal budget of the Federation in 1990 of 1.0 billion Kčs.
(2) The payment shall be made no later than the third day before the end of the calendar month of one twelfth of the annual contribution obligation. In April, for the months of January to April, four twelfths of the annual contribution obligation shall be made.
The provisions of Act No. 194 / 1988 Coll., on the Jurisdiction of Federal Central Authorities of State Administration, and Act No. 129 / 1989 Coll., on the Budget System of the Czechoslovak Socialist Republic and on the Rules on the Management of Budgetary Funds (Budgetary Rules), as far as they deal with the comprehensive state plan of economic and social development of the CSSR, the budgetary projections and the summary of the budgetary projections as well as the general financial plan are concerned, shall not apply until their new legislation.
Efficacy
This Act shall take effect on 1 April 1990.
