on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the German Democratic Republic on cooperation in the field of health and medical sciences
On 25 March 1975, the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the German Democratic Republic on cooperation in the field of health and medical sciences was signed in Berlin, which, according to Article 15, entered into force on the date of signature, i.e. 25 March 1975.
The Czech text of the Agreement shall be published simultaneously.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the German Democratic Republic on cooperation in health and medical sciences

and the Government of the German Democratic Republic,
in the spirit of the Treaty on Friendship, Cooperation and Mutual Assistance between the Czechoslovak Socialist Republic and the German Democratic Republic, signed in Prague on 17 March 1967, as well as the Declaration on Strengthening Friendship and Enhancing Brotherhood Cooperation between the Communist Party of Czechoslovakia and the Single Socialist Party of Germany and between the Czechoslovak Socialist Republic and the German Democratic Republic of 17 October 1974,
led by a desire to promote even closer cooperation in the field of health and medical sciences in accordance with the principles of socialist internationalism and traditional friendship between the two States,
have decided to conclude this agreement.
To that end, they appointed their agents:

Those who exchanged their powers of attorney, whom they found in proper and proper form, have agreed as follows:
The Parties shall further develop and deepen cooperation in health and medical sciences. This cooperation contributes to further improving the health status of the people of both countries.
The Parties shall exchange experience in applying the principles of socialist health policy in both States.
1. The Parties shall promote direct contacts between health establishments and direct cooperation between research teams in selected areas of health and medical science.
2. In doing so, the Parties shall focus in particular on those areas of medical research, the results of which are particularly important for improving health care for the population.
The Parties shall coordinate their action in the field of international relations relating to health and medical sciences.
The Parties shall encourage the exchange of experience in the field of prevention, diagnosis, therapy and rehabilitation. Upon request of one Contracting Party, the other Contracting Party shall allow the secondment of experts to carry out specific measures in medical care.
1. The Parties shall promote further cooperation in the field of hygiene, in particular in preventing and combating communicable diseases. In doing so, they inform each other of the epidemiological situation of infectious diseases in their territory, including an immediate understanding of the important epidemiological phenomena that may affect tourism and transport between the two states.
2. The Parties shall cooperate in the field of environmental hygiene while coordinating health measures to protect the environment on their territory.
1. In particular, the Parties shall cooperate in the joint elaboration of the conditions for clinical testing of medicinal products and the requirements for utility value as well as the performance parameters of medical devices.
2. The Parties shall support, within the framework of the Council of Mutual Economic Assistance for Work, the standardisation of drug quality requirements (Compendium medicamentorum) and the management of other health-care tasks.
1. The Parties shall allow direct contacts between trade unions and separate departments of their health ministries.
2. The Parties shall promote the mutual transmission of researchers, doctors and other health professionals in particular by:
(a) to establish and implement close coordination and synergies with a view to sharing work;
(b) long-term activities in the facilities of the other Party in addressing joint research tasks;
(c) to take over or mediate experience and consultations;
(d) participation in scientific and medical events;
(e) education and training,
(f) the operational provision of assistance at the request of the other Party.
3. The Contracting Parties shall allow the exchange of information, materials, reports, statistical surveys and health legislation.
The Parties shall enhance cooperation in the education of young experts and exchange aspirants. They also support each other in increasing the level of training of health workers.
The Parties shall encourage the cooperation of scientific and medical firms and editorial boards of medical journals, including mutual participation in scientific and medical events, and exchanges of specialist journals and medical publications.
1. Each Contracting Party shall provide the citizens of the other Contracting Party who are temporarily present in its territory with the necessary medical care and medication in case of accidents, acute illness or other emergencies.
2. At the request of the other Party, the Contracting Parties shall allow patients to be admitted to special treatment or spa treatment.
3. The Parties shall, upon request, assist each other in disaster situations.
The Contracting Parties shall negotiate the following financial conditions for the implementation of this Agreement:
(a) The information, materials, reports, statistical summaries and health legislation referred to in Article 8 (3) shall be provided free of charge.
(b) For the transmission of the professional journals and medical publications referred to in Article 10, the financial terms and conditions shall be laid down in the cooperation plans of the Ministry of Health.
(c) The carrying out of research and the transmission of scientific results and their use shall be carried out in accordance with recommendations adopted by the Member States of the Council of mutual economic assistance.
(d) In the case of the posting of non-exchange-free workers referred to in Articles 3 and 8, paragraphs 1 and 2, points (a), (b), (c) and (d), travel expenses to and from the place of destination shall be borne by the sending Party. The receiving Party shall bear the costs of accommodation, subsistence, allowance and travel expenses on its territory, where this requires the fulfilment of the work programme. The amount of food and allowance costs will be set out in the cooperation plans.
(e) The sending Party shall bear all the costs associated with the secondment of staff pursuant to Article 8 (2) (e), unless otherwise specified in the cooperation plans.
(f) On secondment of staff pursuant to Article 8 (2) (f), all costs shall be borne by the Contracting Party at whose request the secondment was made.
(g) Upon secondment of the patients referred to in Article 11 (2), all costs shall be borne by the sending Party, unless otherwise specified.
(h) All non-marketable salaries arising from this Agreement shall be subject to payment agreements in force between the two States.
For the implementation of this Agreement, the Parties shall negotiate cooperation plans.
The Convention on Health Cooperation between the Government of the Czechoslovak Republic and the Government of the German Democratic Republic, signed in Berlin on 17 February 1954, expires on the date of entry into force of this Agreement.
This Agreement shall enter into force on the date of signature.
This Agreement shall be concluded for a period of five years. It shall be renewed automatically for a further five years, unless it has been terminated in writing by a Contracting Party at least six months before its expiry.
Done at Berlin, 25 March 1975 in duplicate, each in the Czech and German languages, the two texts being equally authentic.
