The Government of the Czechoslovak Republic orders, with the consent of the President of the Republic, pursuant to § 7 of Act No. 247 / 1949 Coll., on Honours and Honours, and under Act No. 68 / 1956 Coll., on the Organisation of Physical Education:
They are awarded by the President of the Republic on a government proposal.
