concerning the Convention between the Government of the Czechoslovak Republic and the Government of the German Democratic Republic on Assistance in Natural Actions signed in Prague on 6 October 1956 and amending Article II thereof
On 6 October 1956, the Convention between the Government of the Czechoslovak Republic and the Government of the German Democratic Republic on aid for natural disasters was signed in Prague. The approval of the Convention by the Government of the German Democratic Republic was communicated by a note of 23 November 1956 and its approval by the Government of the Czechoslovak Republic by a note of 20 December 1956.
Pursuant to Article VII thereof, the Convention entered into force on 20 December 1956.
An amendment to Article II of the Convention was agreed in exchange for notes of 17 May 1963 and 28 May 1963. The amendment entered into force on 28 May 1963.
The Czech version of the Convention of 6 October 1956 and the Note of the Ministry of Foreign Affairs of the Czechoslovak Socialist Republic of 17 May 1963 and the Czech translation of the Note of the Embassy of the German Democratic Republic of Prague of 28 May 1963 are hereby published simultaneously.

CONVENTION
between the Government of the Czechoslovak Republic and the Government of the German Democratic Republic on aid for natural disasters
The Government of the Czechoslovak Republic and the Government of the German Democratic Republic, wishing to provide mutual assistance in natural disasters in their border territories, have decided to conclude the following Convention:
(1) In order to assist each other in natural disasters or in other cases of difficulties which would have occurred in the border territories of both Contracting Parties in places not more than 15 kilometres from the national border, fire brigade, auxiliary teams, doctors and medical staff of one Party at the request of the other Contracting Party may, at any time, cross the national borders at the places referred to in Article II without the usual travel documents and stay on the territory of the other Contracting Party for as long as they need their assistance.
(2) The sending of assistance shall be requested by the vulnerable municipality through the border authorities of its State by the border authorities of the other Contracting Party, which shall arrange for the further transmission of the request for assistance.
(3) When entering the territory of the other Contracting Party, the border authorities shall identify the number of persons crossing the national border as well as the number of objects and tools which they carry with them across the national border and which will be returned after the assistance has been provided.
(4) Syringes (whether or not mounted on motor vehicles), ambulances, cars and other vehicles, as well as articles and tools to be used for the provision of assistance, are not to be subject either to entry into or exit from the national territory of the other Contracting Party, or to duties and levies levied on them, if they are re-exported or re-returned.
(5) Recovery after completion of the assistance shall be effected through the border crossing points used to enter the territory of the other Contracting Party.
(6) The persons referred to in paragraph 1 shall comply with the instructions of the authorities responsible for the work on the site of the disaster when providing assistance.

(1) Citizens of each Contracting Party residing at national borders may, in the event of floods or other natural disasters, cross national borders anywhere and at any time without usual travel documents in order to protect their lives.
(2) The return of these citizens will take place through the border authorities of both Contracting Parties.
(3) The goods carried by such citizens shall not be subject to the duties or benefits levied on them when they enter the territory of the other Contracting Party or when they leave the territory of the other Contracting Party.
(1) The costs incurred in the provision of assistance in cases referred to in Articles I and III of this Convention shall be borne by the Contracting Party which has requested assistance or whose citizens have received assistance.
(2) These expenses include, in particular, material compensation for death, injury or injury to the health of the person providing assistance, as well as compensation for loss or damage to objects or tools.
(3) The right of persons providing compensation and compensation shall be determined under the law of their country.
(4) The expenditure, compensation and compensation referred to in points 1 to 3 of this Article shall be paid in accordance with the arrangements laid down in the payment arrangement at the time applicable between the two States.
The Contracting Parties undertake to ensure that the auxiliary forces and the citizens appointed in Articles I and III, who, in the cases referred to in Articles I and III, have crossed national borders, return their property to their territory.
This Convention shall be concluded for an unlimited period. It may be cancelled on a proposal from one of the Contracting Parties after six months' notice.
This Convention shall be confirmed in accordance with the relevant national procedure of the Contracting Party. It will become effective by exchanging notes about the confirmation made.
Made in Prague on 6 October 1956 in two specimens, each in Czech and German languages, both of which have the same validity.

The Ministry of Foreign Affairs asks for confirmation of this note and proposes that the Agreement enter into force on the date of receipt of the agreed reply by the Embassy of the German Democratic Republic.
The Ministry of Foreign Affairs uses this opportunity to reassure the Embassy of the German Democratic Republic with its deepest respect.

The Embassy of the German Democratic Republic in the Czechoslovak Socialist Republic gives respect to the Ministry of Foreign Affairs of the Czechoslovak Socialist Republic and, with reference to the note of the Ministry of Foreign Affairs No 207 381 / 63 of 17 May 1963, it takes the liberty of confirming that the following arrangement has taken place between the Government of the German Democratic Republic and the Government of the Czechoslovak Socialist Republic with regard to the wording of Article II of the Agreement between the Government of the German Democratic Republic and the Government of the Czechoslovak Republic on aid in natural disasters signed in Prague on 6 October 1956:
